Specific Responsibilities
The Fiscal Agent Manager will provide professional services for fiscal management and funds control such as budgeting, financial management, internal controls, accounting, cash disbursements, financial reporting and account reconciliation to ensure the proper, efficient, effective and transparent use of Donor funds. 
Specific responsibilities include:
  • Financial management to implement Donor funded Programs efficiently and effectively.
  • Design and implement a chart of accounts and financial reporting templates 
  • Establish and implement internal control mechanisms which provide reasonable assurance of accomplishing objectives, in terms of reliability of financial reporting, compliance with laws and regulations, and effectiveness and efficiency of operations.
  • Set-up a pre-selected automated budgeting, commitment and accounting system, and maintain and monitor these systems on daily basis
  • Assist clients in designing, implementing and updating a Fiscal Accountability Plan
  • Take all necessary actions to prepare or assist in putting together any documents, budgets, plans, reports, disbursement requests, or certifications 
  • Assist in developing Detailed Financial Plans; including budgets and an audit plan
  • Transfer knowledge and skills of financial and grants management systems and internal controls 
  • Provide advice on financial activities including reviewing contracts related to procurement of goods, infrastructure works and services
  • Protect the financial management activity from fraud, waste and abuse
  • Respond promptly and fairly to complaints about the timeliness of payments
  • Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a fiscal agent
Qualifications
  • Minimum 10 years of experience as a finance management professional particularly serving as Finance Manager, Controller or Chief Accountant or in a similar senior position responsible for accounting, budgeting, financial management and reporting
  • Education or training in business, economics, finance, accounting, public administration or a related field. 
  • Proven experience in setting up financial management operations
  • Extensive experience and proficiency in budgeting and accounting software applications
  • Certifications in Accounting such as ACCA, CA or CPA or Masters in Finance 
  • Advanced computer literacy in Microsoft Office including Outlook, Excel, Word, Project and PowerPoint.
  • Knowledge and experience of project based financial management, grants management, contract management and procurement procedures would be an advantage
  • Proven leadership qualities and experience
  • Excellent communication skills and ability to work with high level of government officials and business executives
  • Previous working experience with international donors or development agencies
  • Fluency in written and spoken English is required. Spanish or French is preferred. 
  • Previous experience in a developing country context is required; previous experience in Latin America and/or Africa is preferred.
  • Experience with MCC, World Bank, USAID or other donor agencies desired

The Senior Accounting Specialist will manage as well as execute day-to-day accounting activities. Specific responsibilities include:
  • Assist in preparation of budgets, plans, manuals, reports, and certifications
  • Monitor commitments, budgets and plans on a day-to-day basis
  • Assist in setting-up automated budgeting, commitment and accounting system, and maintain and monitor these systems on daily basis
  • Assist in preparation and implementation of chart of accounts, reporting templates and internal controls mechanism
  • Prepare monthly, quarterly, and half yearly financial reports
  • Provide advice on the financial activities of the Program including reviewing contracts related to procurement of goods, infrastructure works and services
  • Review payment requests and fixed assets register, prepare funds reconciliation, and manage all activities related to payroll
  • Oversee all cash management activities, including disbursements
  • Ensure all financial activities are carried out in compliance with the local tax laws, international accounting standards and conditions included in the grant and implementation agreement
  • Liaise with clients to provide cooperation and support during program implementation.  
  • Protect the financial management activity from fraud, waste and abuse
Qualifications
  • Minimum 8 years of experience in accounting, budgeting, auditing, financial management and reporting
  • Excellent knowledge and experience in working with IFRS or U.S. GAAP.
  • Previous experience working with an automated budgeting and accounting system
  • Knowledge and experience in project based accounting, financial management and contract management
  • Strong skills in payment operations, funds control, cash and commitment management, internal controls and international accounting standards
  • Excellent communication skills and ability to work with high level of government officials preferred
  • Education or training in business, economics, finance, accounting, public administration, or related fields. 
  • Certifications of Accounting such as ACCA, CA or CPA; or Masters in Finance in lieu of certifications

TECHNICAL ADVISOR

The Advisors will perform their duties in Gaborone, Botswana over a period of 18 months, and will:
  • Assist with preparing and reviewing tender documents and evaluation criteria, including life-cycle cost analyses, for specific, high priority projects, including a water expansion project. 
  • Duties will include:
    o Assessing existing procurement practices;
    o Assisting in the establishment of quality and cost-assessment procurement guidelines;
    o Supporting acquisition planning and market research; and
    o Developing specifications and value-based evaluation criteria, including life-cycle cost analysis, and strengthening reporting structures between the Grantee and the procuring entity. 
Qualifications
1. Technical Experience: Offeror’s proposed Advisors’ experience in acquisition planning for large energy and water infrastructure projects and in utilizing value-based procurement models to structure procurements for such projects. Offeror’s proposed Advisors’ familiarity with:
a. International best practices in procurement;
b. Value-based procurement models;
c. Water and energy infrastructure tender documentation; and,
d. Public procurement systems in emerging economies.

Advisor must have demonstrated expertise in evaluating complex infrastructure projects and experience in direct management of infrastructure projects.

i. Demonstrated expertise in evaluating complex infrastructure projects utilizing total cost of ownership and life-cycle cost analysis.
ii. Ten (10) or more years of professional work experience, with the majority focused on procurement or procurement related work in the water and/or energy sectors;
iii. A bachelors level degree or equivalent in the fields of engineering, business, law or other related fields;
iv. Excellent oral and written communication skills;
v. Fluency in English; and
vi. Advanced degree in engineering or other technical field and advanced procurement training highly desirable.

Camp Managers - South Sudan

We are looking for highly qualified, self-motivated Camp Managers able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.

The Camp Manager is responsible for supervising and managing all DRC staff and all DRC activities in the refugee or internal displacement sites. And areas of responsibility comprise:

Community Services Project Manager

Pending funding, the Project Manager would have responsibility for the timely and quality management, programming and implementation of DRC’s project, which is strongly focused on areas of community services, protection and community mobilization, while also being involved in cash assistance programming as needed.

Who are we?
The Danish Refugee Council (DRC) is a humanitarian, non-governmental and non-profit organization, founded in 1956, that works in more than 35 countries around the world.
The overall objective for DRC in Turkey is the protection and promotion of durable solutions to displacement affected populations on the basis of humanitarian principles and human rights with more immediate objectives focusing both on the immediate subsistence needs, protection and self-reliance support as well as a more long term focus on capacity building. In Turkey, DRC works partially through partners, providing intensive capacity building support, and supporting them in working with the Syrian non-camp population in south/southeastern Turkey. For the last year, DRC Turkey has been managing a BPRM-funded project that includes activities in 2 community centers and various outreach activities (referral, follow-up and awareness sessions).

Duties 
Under the overall supervision of the DRC Head of Program, the Project Manager will have the following duties and responsibilities:
• Represent DRC with relevant donors and partners at field level, in sector and interagency working groups and with local authorities.
• Supervise roles and responsibilities amongst team members

Community centres
• Overall supervision of the implementation of activities by implementing partner and DRC staff.
• Close coordination with and monitoring of DRC/implementing partner to ensure indicators are met, quality and timely implementation is being achieved.
• Develop in close coordination with DRC & partner a capacity building plan.
• Advise on programing and tailoring activities within the scope of the community center spirit.

Community initiatives 
• Develop standard operational protocols (SOPs) for community initiatives for DRC and partners.
• Tailor guidelines based on assessment results with beneficiaries and local authorities
• Support DRC & partner staff, and community committees, and advise on selection of suitable local initiatives.

Special needs funds
• Supervise case management committee decisions.
• Ensure smooth assistance to extremely vulnerable individuals.
• Support DRC & partner staff in the identification and selection of beneficiaries.

Office and Financial Management
• Follow up and monitor project budget, managing the sub-office (and support staff) as required, as well as gap filling in supervision of the Sanilurfa office.
• Review and authorise programme financial documents, including reviewing partner and DRC vouchers and supporting documentation.

Fundraising / programme development
• Based on a solid understanding of needs of gaps of DRC’s beneficiaries, suggest new concepts and ideas to be proposed to donors, assisting Head of Programmes and CD in concept papers and proposals as required

Accountability
• Ensure that the project is compliant with DRC accountability principles.

General
• Closely review and monitor project spending (including review of partner expenses).
• Monitor and evaluate ongoing activities and report on unmet needs and gaps.
• Finalize and submit regular work plans, and donor/DRC reports.
• Ensure all project documentation required by DRC and donor is accurately collected, organized and filed.

About you
• University degree with advanced training/courses in social work, sociology, psychology, protection, or other related field.
• At least 5 years of relevant professional humanitarian experience with an international humanitarian aid organization with focus on psychosocial, community services and protection.
• Solid knowledge of cash/voucher and livelihoods programming is a strong advantage.
• At least 3 years in a managerial position, and experience working as an expatriate.
• At least 3 years experience working with national partners as implementing partners, and building partner capacities.
• Exceptional command (written and spoken) of English. Turkish or Arabic is a strong advantage.
• At least 4-5 years of solid experience with project management, and managing staff.
• Familiarity with US donor guidelines with specific focus on BPRM rules and regulations.
• An understanding of humanitarian/civil society issues in Turkey and the region.

EMMA for Livelihood Opportunities Consultant

We are looking for a highly qualified Consultant to conduct an EMMA to assess the job opportunities in construction sector, hospitality and oil and gas companies in KRI region, in order to inform the decision makers on appropriate program design and targeting.

Who are we?
DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has seven project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, oPt and a country/regional office in Amman, Jordan. The Danish Refugee Council (DRC) started working Iraq in 2003 and currently has operational offices in 4 governorates included two in the Kurdish Region of Iraq (KRI); involving around 125 national staff and 11 international staff. The Iraq project has developed over the last years from a project focusing on direct assistance to one that includes a strong emphasis on capacity development within Protection, Livelihood (Early Economic Recovery), Camp Management, Shelter, Education/WASH and Capacity Building.

EMMA Objectives:

  • To determine the current state of job opportunities in the 3 sectors – Construction, hospitality oil & gas companies. 
  • To identify the skill sets required in these sectors and for what level of job openings. 
  • Segregate job opportunities according to gender, age and skill sets
  • To establish private sector willingness to work with DRC and other organisations for possible job placement program in 2015
  • To identify through the rapid market assessment, the most appropriate modalities for meeting the market demand for labour
  • Strengthen DRC and other partners participating in the assessment, their capacity to conduct market analysis and to use it for response analysis
  • To gain an overall understanding of the growth in these sectors in KRI and how livelihood programming could benefit and build upon this growth 

Duties and Responsibilities
Outcomes:

  • DRC and partner organisation staff have a better understanding of market analysis as an essential input to response analysis and are able to apply the analysis to project design (Job placements or other activities in these sectors)
  • Baseline and emergency market analysis are conducted to inform an appropriate response design for livelihood needs.
  • Innovative programming is proposed, combining different types of direct and indirect interventions as appropriate.

Outputs of the Training and EMMA:

  • EMMA reports for each commodity selected:  each report will have an analysis of the market system (baseline and emergency maps) and response recommendations (maximum two commodities/reports)
  • Executive summary of key findings and recommendations (including market maps) to be submitted within 2 days of the completion of the field work (can be negotiated based on travel time)
  • Final reports to be submitted within 7 days of the completion of the field work
  • The final report (with complete analysis and recommendations) shall be completed by the facilitator. Support on the write-up of any technical sections of the report shall be provided by participants (especially any selected team leaders) and EFSL Coordinator.

Team: 

  • Lead Consultant(s)
  • Team members will comprise DRC staff (from Erbil and Dohuk), plus participants from other interested agencies operating in Erbil and Dohuk in early recovery/livelihood sectors (e.g. IOM, UNDP, IRC, NRC, REACH, ACTED, SCF, Mercy Corps etc). NB. It is essential that all participants commit to the full training and assessment period i.e. 6 -8 days

Duration of the Assessment and Working Hours:

  • Training and Field Work planned from November 1st till November 10th; due to the time constraints in terms of the consultant’s availability it will probably be necessary to work on Saturday
  • Participants will be required to take part in markets mapping and in data collection

To be successful in this role you must have:

  • Lead Consultant to have lead at least 2-3 EMMA’s 
  • Thorough understanding of running an EMMA along with the national staff
  • 3-5 years on work experience in the livelihoods, market led approach required

Desirable qualifications

  • Having worked in the Middle East particularly Kurdistan would be an advantage
  • Knowledge of Kurdish or Arabic would be desirable

Administration Coordinator

The Administration Coordinator is responsible for overall delivery of quality administrative services to DRC DDG South Sudan, facilities administration to meet operational requirements of DRC DDG Juba. The Administration Coordinator is under the supervision of the HR Advisor and will also support the HR unit when needed.

Who are we?
The Danish Refugee Council has been in South Sudan since 2004 working with refugees, internally displaced people and returnees. In 2012, DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan and in early 2013 DRC expanded its operations to Unity State and is currently managing a refugee camp (Ajoung Thok) for new refugees from South Kordofan. In additional DRC is responding to the current humanitarian crisis of internal displacement. DRC is the camp manager of several camps in the northern states of South Sudan and has also been working closely with humanitarian partners in relation to the coordination of humanitarian assistance and advocacy issues. DRC also has activities in the sectors of community services, protection, GBV, livelihoods, shelter and infrastructure and logistics in the IDP/refugee areas. In returnee areas DRC is implementing food security and livelihood activities to support durable solutions.


Duties and Responsibilities

Facilities Management:

  • Manage all contractual requirements between the leaser (DRC/DDG) and owner of the DRC DDG compound located on Hai Supiri Road in Juba.
  • Manage accommodation requirements for staff and visitors within the compound guesthouses and external locations if required.
  • Liaise with the Compound Assistant for repairs within the Juba compound 

Travel Management and coordination

  • Ensure efficient travel management and coordination for all domestic and international travel
  • Ensure that UNHAS and travel agency’s accounts are replenished on a timely basis
  • Manage the Travel Framework agreement
  • Manage all payments of all travel and accommodation related matters  
  • Liaise between Juba Headquarters  and staff in the field on all travel and accommodation requirements  
  • Provide advice to all staff for the timely acquisition of visa, entry permit and registration (in the country or in destination) and  prepare letters of invitations when required
  • Ensure all international staff staying more than 3 months in country have a valid Work permit  
  • Ensure proper filing of all travel related documents.


Administrative Payments/Reporting

  • Ensures processing of all administrative payments in a timely manner, i.e. Invoices from travel agencies, hotels and contracted services providers for admin department.
  • Ensure that Travel Tracker and Work Permit Tracker are sent to key staff on a weekly basis.
  • Update the Admin Handbook every quarter according to government law and regulations, and DRC DDG procedures.

Staff Management

  • Supervises Admin Assistant Travel and the Admin Assistant /Reception
  • Sets up work plans / performance objectives for all Administrative staff; ensure timely implementation of performance management system for all administrative staff.

Liaison and Coordination

  • Focal person for all government regulations related to Administration.
  • Ensures that all international staff are issued visas/work permits in a timely manner;  
  • DRC DDG’s registrations with various government agencies/ministries are renewed in a timely manner

IT

  • Manages all email accounts
  • Manages all service upgrades and call outs required to maintain 24/7 Internet access  
  • Approve all Software upgrades for DRC DDG computer hardware

Consultancy for the assessment of durable solutions for displaced and conflict-affected communities in Northern Bahr el Ghazal

The aim of the assessment is to contribute to DRC’s greater understanding to what degree a durable solution for returnees in the area has been achieved and where, if any, gaps continue to exist. The findings of the assessment will be utilized to inform strategic and programmatic decision-making.

Who are we?
DRC fulfills its mandate by providing direct assistance to conflict-affected populations – refugees, internally displaced people (IDPs) and host communities - in the conflict areas of the world; and by advocating on behalf of conflict-affected populations internationally, and in Denmark, on the basis of humanitarian principles and the Human Rights Declaration. We understand "durable solutions" as any means by which the situation of refugees, IDPs and returnees can be permanently and satisfactorily resolved, enabling them to live normal lives.

The Danish Refugee Council has been working in South Sudan since 2004, mainly focusing its efforts on refugees, internally displaced persons and persons returning home after conflict and civil war. Currently DRC is operational in Northern Bahr el Ghazal (NBeG), Unity and Upper Nile States. DRC has been active in NBeG since 2010 and currently has 4 open projects in the state focused on food security and livelihoods, community driven development and shelter and NFI.


Scope of work
The 4 weeks consultancy planned for September will be undertaken in both Juba and in Aweil, NBeG, and associated field locations in Northern Bahr el Ghazal state.


Key tasks
The consultant is expected to work very closely with the DRC staff and within the agreed timeline and geographical scope. The consultant is expected to perform the following tasks:


  • Carry out ongoing, extensive discussions with DRC senior management in Juba and project managers in NBeG.
  • Conduct field visits to collect information on returnee populations and host communities as well as other newly displaced populations in area.
  • Meet with external stakeholders such as protection and food security cluster leads or local relevant authorities (i.e. Ministry of Agriculture deputy).


Key Deliverables

  • An inception report outlining the initial findings and how the remainder of the analysis will be approached.
  • A final report, not to exceed 20 pages, should respond to the following points:
  • In depth analysis of existing gaps preventing populations from reaching durable solutions and the extent to which DRCs current programme is able to address these gaps and what would be needed to do so
  • Comparative analysis of how the needs of returnee populations compare with the needs of host/local populations
  • Evidence-based recommendations for how DRC might engage in NBeG in the coming years (baring any significant shifts in the context)
  • Basic scenario planning based on context scenarios most likely to impact NBeG

Time Frame
It is anticipated that the assessment will take 4 weeks. A timeline will be agreed with the consultant in the first days of the consultancy, a brief inception report will be expected within the first week and a draft of the final report will be expected approximately 1 week before the closure of the consultancy.


Consultant profile
Essential requirements:

  • 5 years of experience in project design and implementation 
  • 5 years of experience working with programmes focused on IDPs, refugees, returnees and host communities
  • Track record of professional report writing (samples may be requested)
  • Excellent proficiency with spoken and written English
  • Self motivated, ability to work with minimum supervision

Desirable:

  • Working experience in South Sudan
  • Experience in working with European institutional donors
  • Advance degree in relevant technical field (i.e. development, humanitarianism, human migration and refugee studies).

Construction Manager Somalia

Danish Demining Group invites applications for the position of Construction Manager Somalia

Background
Danish Demining Group (DDG) is a part of Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. Our programme has since grown to include other aspects of Armed Violence Reduction, namely:


  • Strengthening local institutions and enhancing local capacity for addressing safety needs
  • Addressing immediate threats to life and limbs by explosive remnants of war
  • Addressing small arms as a tool of violence
  • Building capacity for conflict management and peace
  • Strengthening relationships between security providers and communities 

The programme is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs (Community Safety). At times this requires construction or refurbishment of facilities at community and district level, typically police posts, armouries meeting halls, feeder roads or court houses.

Overall objectives
The Construction Manager will oversee construction of civil engineering projects in Somalia, ensuring that project outputs are relevant to the needs of partners and beneficiaries, cost-effective and that they meet quality and safety standards.

The Construction Manager reports to DDG Somalia Country Director. He/she will work closely with other DDG colleagues: 3 x Somalia-based Armed Violence Reduction Managers, 1 x Mine Action / PSSM Operations Manager, the Horn of Africa and Yemen Regional Director, as well as specialist global advisers on Armed Violence Reduction.

The Construction Manager will support DDG regional and global construction activities by agreement with the DDG Somalia Country Director (maximum 20% of his/her time). He/she will also establish close relations with DRC Counterparts (1 x WASH and Infrastructure Manager for Somalia and Ethiopia and Senior Engineers in specific Somali regions), maintaining a two-way dialogue on standards and technical issues and providing support when agreed and occasionally referring to the DRC Infrastructure Manager for support.


Responsibilities
Specific responsibilities:

Procurement and project management

  • Ensure sound management of construction projects from procurement through to hiring of contractors, on-site monitoring and budget control in accordance with DDG/DRC in-house standards and donor requirements
  • Preparation and review of technical drawings, bid and tender documents, market data, BoQs and BoMs
  • Manage relations with contractors
  • Liaison with and technical support to community and local government representatives in relation to community-driven construction projects

Technical support

  • Develop and review engineering designs, templates and in-house standards documents against standards and technological requirements
  • Advise DDG programme staff on technical matters related to construction including monitoring market prices

People management

  • Supervision, management and capacity building of national staff (workshops are likely to be planned in collaboration with DRC Infrastructure team on the ground)Train national staff, e.g. programme coordinators and national engineering staff 

Security               

  • Ensure compliance with DRC/DDG in-house safety system

Planning and reporting

  • Contribute to team workplans
  • Ensure proper and timely financial and narrative reporting in compliance with internal and external reporting requirements

Representation/Liaison

Qualifications

  • Degree in Civil/Architectural Engineering or other relevant qualification.

Camp Coordination Expert Kurdistan Region of Iraq

We are looking for a highly qualified Camp Coordination Expert, able to assist technically the KRI government in the effective coordination and information sharing between all actors (government, NGOs and UN) involved in the current and future refugee and IDP camps in the KRI region.

Who are we?
The Danish Refugee Council (DRC) has been present in Iraq since April 2003. Regionally, DRC is also present in Syria, Jordan, Turkey, Libya and Lebanon. DRC has been ranked as the No. 1 humanitarian organisation in The Global Journal´s Top 100 NGO’s ranking for 2013. The overall objective for DRC in the Kurdistan Region of Iraq is the assistance, protection and promotion of durable solutions to displacement affected populations. In March 2013, DRC started its assistance to Syrian refugees through Non Food Item (NFI) distributions through local partners. In partnership with UNICEF, UNHCR and other humanitarian actors, DRC is now implementing all WASH components in Qushtapa Camp as well as specific shelter/construction work. In February 2014, DRC started assisting local government in Camp Coordination and Camp Management in addition to a range of other projects including livelihoods, mass information and NFI distributions.

About the job
Reporting to the Head of Programs the main objective is to support the Erbil Refugee Council with Camp Management and Camp Coordination technical expertise for the effective coordination and information sharing between all actors (government, NGOs and UN) present in Erbil Governorate. This will ensure that all actors are well informed and implementing to common standards and goals. All activities are envisaged to take place in the Kurdistan Region of Iraq (KRI).

Duties and Responsibilities

  • Provide Camp Management and Camp Coordination expertise to the government authorities dealing with refugee and IDP camps.
  • Oversee coordination in the camps among actors, including government representatives, UN agencies, international NGOs, national NGOs and other service providers and refugee groups by taking a leadership role in existing coordination mechanisms and enhancing the structure where necessary.
  • Support the capacity development of partner organizations through capacity assessment and regular trainings.
  • Line manage DRC staff assisting on camp management. This includes recruiting, coaching, ensuring coordination between staff.
  • Develop and apply strong camp-wide communication strategy to ensure information is being disseminated to all camp residents using a variety of mediums.
  • Work closely with the government security apparatus, police, camp administration and the refugees and IDPs community to ensure the security and safety of refugees and the camps is maintained.

About you
To be successful in this role you must have:

Required qualifications

  • At least 5 years of international practical experience in INGO, among which at least 2 years in complex emergency contexts.
  • Substantial experience operating in a refugee camp environment, preferably undertaking Camp Management and/or Camp Coordination activities.
  • Extensive experience working with national partners, local/government authorities, and UN organisations. Experience with UNHCR advantageous.
Desirable qualifications

  • Knowledge working in the Middle-East advantageous.
  • Knowledge of logistics and procurement processes looked upon favourably.
  • Experience managing community services, youth activities, protection support and similar humanitarian programmes highly advantageous.
  • Experience in project development and proposal writing.
  • Previous experience with secondments to government bodies is advantageous.

Consultancy - Desk Study Review on the Somali Compact and Displacements

Background and context
As of mid-2014, there are an estimated 1.1 million internally displaced persons (IDPs) in Somalia and more than 950,000 registered Somali refugees in the Horn of Africa and Yemen. Many of these persons have been displaced for years and have been displaced multiple times. The search for durable solutions to the protracted displacement situation in the Horn of Africa (HoA) is a key humanitarian and development concern. This is a regional/cross border issue, with a strong political dimension and dynamic, which demands a multi-sectoral response that goes beyond the existing humanitarian agenda.

DRC is committed to pursuing the build-up of an evidence base that will enable relevant stakeholders to more effectively assist in the search and realization of durable solutions. DRC’s research will support a joint research agenda agreed upon by the Regional Durable Solutions Secretariat, established by several strong NGOs working with displacement issues in Horn of Africa.

South Central Somalia is emerging from more than 20 years of conflict, humanitarian disasters and statelessness. Other regions in Somalia have also experienced instability and political unrest although some regions are showing gradual progress towards stability and democratic governance. A new federal government has been in place since 2012 and has won the support and recognition of the international community. Such developments have led to initiatives to support durable solutions, particularly in relation to IDPs, however, the durable solutions have largely been limited to return and in some cases have not been sustainable.  In November 2013, the Governments of Somalia and Kenya and UNHCR developed a tripartite agreement which sets out the legal framework for refugee returns to Somalia with no specific timeframe.

The Somali Compact which outlines priorities for the next three years to support reconstruction following years of conflict is the result of a process, based on the Busan New Deal principles initiated in December 2012, by the Federal Government of Somalia (FGS) and the international community. In March 2013, the FGS and representatives of the Somali Federal Parliament, Somali civil society, the United Nations and the lead donor representative (European Union) established the High Level Task Force (HLTF) to guide and support this endeavor, on the basis of mutual accountability.

The Somali Compact, based on the New Deal Principles for Fragile States, consists of the five Peace Building and State Building Goals. The five goals are; Legitimate and inclusive politics, Security, Justice, Economic foundations, and Revenue and services. These five goals have subsets of three to four priorities per goal. The Compact aims at gaining a new political, security and development architecture, framing the future relations between Somalia, its people, and the international community as well as it includes a Special Arrangement for Somaliland.

‘Delivering Somalia’s New Deal Compact Ministerial High Level Partnership Forum’ will be held in November 2014, in Copenhagen. Here States and other stakeholders will be taking stock and recommitting to the Somali Compact. Current literature / Global lessons learnt on drivers for Durable Solutions emphasises the importance of inclusion of displacement issues in relief to development and stability frameworks. In advance of the Copenhagen forum, a discussion of the level of consideration to the protracted Somali Displacement in the region and inside Somalia and its impact on the further development of Somalia is pertinent:  To what extent do the key strategies/ documents of the Somali Compact take into consideration displacement issues (internal displacement and refugees in the region) and where would the Somali Compact benefit from an added analysis vis a vis the displaced population?

Scope of consultancy
Objective
Against this background and in order to inform DRC’s advocacy and programming platform with regard to durable solutions, DRC is looking for a consultant to conduct a desk study with a few stakeholder interviews to assess the extent to which the key strategies/documents of the Somali Compact take into consideration and mainstream displacement issues (internal displacement, refugees and affected communities in the region).

Specific Objectives
(i)            Identify and analyze the priorities within the five Peace and State Building Goals (PSGs), Inclusive Politics, Security, Justice, Economic Foundations and Revenue and Services with regard to displacement concerns.
a.            Analyze the extent to which the security goal has been prioritized with regard to both the areas of displacement and suitability of returns;
b.            Identify intended and realized priorities of each PSG in relation to initiatives for displaced and displacement affected communities;
c.             Discuss which areas will particularly benefit from an added inclusion of a displacement analysis;
d.            Refer the analysis to similar protracted and fragile environments (ex. Afghanistan) in which government driven development frameworks have taken into consideration displacement issue – and the implications/lessons learnt.
(ii)           Analyze to what extent the Somaliland Arrangement within the New Deal Compact takes into account displacement considerations.
(iii)          Analyze and document the extent to which the current legal and policy frameworks related to returnees/IDPs in various regions of Somalia are able to address specific concerns of displaced and displacement affected communities within the New Deal and Somali Compact.
(iv)         Analyze and document the scope/ opportunities for supporting the Federal Government of Somalia (FGS) towards durable solutions for IDPs and returnees in the current environment in Somalia with particular reference to New Deal goals and the Somali Compact.
a)            Identify potential partnerships with the FGS;
b)            Map the stakeholders and assess their willingness to cooperate with the FGS in incorporating/mainstreaming displacement related solutions to the priorities of the Somali Compact;
c)            Document the FGS potential and willingness to engage with sustainable development initiatives and durable solutions for IDPs and returnees; and reflect on capacity gaps articulated by the duty bearers;
d)            Analyze challenges and opportunities in the implementation of state building and peacebuilding initiatives in relation to displacements vis a vis the Somali Compact and formulate recommendations.

•             Desk review

•             Inception report outlining the methodology, preliminary findings, study report outline and assessment tool for the study;

DRC’S responsibilities
DRC will:
•             Provide Information on the context and project, contact numbers for relevant people;
•             Provide transportation of the consultant as mutually agreed between DRC and consultant;
•             Provide for accommodation and meals of the consultant;
•             Provide consolidated feedback/guidance on draft reports


Reporting arrangements
The consultant shall write and produce a precise final report (maximum 30 pages excluding annexes) written in simple and clear English language. The draft report shall be shared with DRC for comments and inputs for inclusion in the final report by the consultant.

The report should have the following format:
a) Cover page
b) Table of contents, Executive Summary (maximum 3 pages) and main report including; proceedings and achievements of the study, conclusions and recommendations.
c) Annexes
•             Terms of Reference
•             List of persons interviewed/engaged
•             List of literature and documents reviewed
•             List of locations visited

d) Submit 3 hard and 3 soft copies of the Final report to DRC

Duration of assignment
The study will be conducted in a period of not more than 27 days starting from the date both parts sign the contract.

Qualifications 
•             A post graduate course or post graduate degree in Political Science, International development, Law, International relations, Forced Migration or any other area of study related to the terms of reference;
•             Demonstrable knowledge on matters relating to forced migration regionally, Somalia development agenda and the Tripartite Agreement;
•             Proven experience and demonstrable understanding of participatory governance in a development context
•             Track record on issues of displacement and durable solutions;
•             Experience in writing/editing/formulating evidence based regional or global research preferably with INGOs, governments or academia.
•             Good understanding of legal and socio-economic dynamics in the Horn of Africa;
•             Excellent analytical and reporting skills;
Fluency in written and spoken English. Knowledge of Somali is an added advantage.

CCCM / Camp Manager – Central African Republic


Background

Overall objective
The CM will be part of the emergency response team in CAR and be an essential part of programming and implementation of emergency operations.

The aim of DRC’s Emergency Preparedness and Response Strategy is to respond effectively and comprehensively to humanitarian emergencies and thereby to increase the scope and impact of the emergency programmes. Furthermore to strengthen the donor, corporate and private funding base and enhance DRC’s profile among the public and donors as a key actor in emergency operations.
During emergency operations DRC prioritises and mainly engages in five specific emergency sectors:
  • Protection

Main duties and responsibilities

  • Take the lead in establishing the needed support functions
  • Participation in the CCCM cluster and other relevant coordination meetings 

Staff Safety       

  • In close coordination with the in-country safety advisor, CCCM officers and Emergency Team Leader, ensure that staff safety regulations are adhered to during field interventions and activities at all levels

Project and program implementation

  • Take the lead in the implementation of DRC’s Camp Management activities in prefectures outside of Bangui. This includes responsibility for the implementation of assigned projects, primarily funded by UNHCR and CHF, among others setting up and maintaining community structures, staff management, coordination of interventions, reporting, budget supervision, preparing work plans, procurement lists, monitoring framework, initiating corrective actions, managing external and donor relations etc.

Programme development

  • Be a driving force in terms of developing DRC’s emergency operation, especially in the areas of CCCM / Camp Management, Protection, Food Security, NFIs and Shelter, and WASH.
  • Take a lead in developing concept notes and project proposals.

Fundraising

  • Participate in fundraising as agreed

Staff supervision

  • Supervise national and international staff assigned to the emergency operation as agreed

Finance and administration

  • Provide overall budget monitoring, financial management and expense control for the projects assigned in line with DRC or donor rules and guidelines as agreed

Reporting

  • Ensure compliance with internal and external reporting requirements 

Accountability

  • Guided by the DRC Programme Handbook and the DRC Operations Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence
  • Ensure compliance with the DRC procurement policies and donor guidelines
  • Ensure compliance with the DRC accountability framework

Strategic Development


  • Contribute to the development and implementation of DRC’s Emergency Preparedness and Response Strategy
  • Provide feed-back to HQ on lessons learned in the respective field interventions.

Any other duties as agreed with the Team Leader of the HQ Emergency Team.

Qualifications

  • Relevant University degree
  • Excellent understanding of and solid work experience within Camp Coordination and Camp Management, and within one or several of the following areas:
  • Protection management and mainstreaming
  • WASH
  • NFI/Shelter management
  • Distribution
  • Food security
  • Excellent coordination, capacity building, planning and analytical skills;
  • Minimum of 3-4 years proven experience working in emergency contexts, including provision of technical advice to field teams and program development;
  • Excellent advocacy and representation skills and experience with donor liaison and the UN system;
  • Self-motivated and observant of protection issues
  • Previous experience with DRC is considered as an advantage;
  • Previous experience with implementation of UNHCR or CHF grants is considered as an advantage;
  • Proven ability to live and work in an unstable, insecure environment;
  • Detailed knowledge of humanitarian principles, guidelines and standards;
Fluency (spoken and written) in French. English is a must.

Availability: As soon as possible
Duty station: The CM will be deployed to the Ouham Prefecture and other prefectures if necessary in the Central African Republic. Non-Family Duty Station
Contract: 3 to 9 months - subject to funding, can be prolonged.
