The CM will be part of the emergency response team in CAR and be an essential part of programming and implementation of emergency operations.

Main duties and responsibilities
The CM will support the implementation of DRC’s Emergency Preparedness and Response Strategy, with an overall emphasis on Camp/Site management of IDP sites in the Ouham Prefecture. The key responsibilities may include among other:

Assessment
- Be
part of – or take the lead – on assessing the relevance and feasibility of
setting up specific DRC emergency response in-country, with a focus on the
candidates sectorial expertise
- As
relevant, propose and design intervention concepts based on sectorial
expertise
Setting up and consolidating the CCCM / Camp Management activities in the Ouham and others Prefectures as agreed
- Recruit
and capacity building local staff as required
- Setting
up new Camp Management Operations
- Take
the lead in establishing the needed support functions
- Participation
in the CCCM cluster and other relevant coordination meetings
Staff Safety
- In
close coordination with the in-country safety advisor, CCCM officers and
Emergency Team Leader, ensure that staff safety regulations are adhered to
during field interventions and activities at all levels
Project and program implementation
- Take
the lead in the implementation of DRC’s Camp Management activities in
prefectures outside of Bangui. This includes responsibility for the
implementation of assigned projects, primarily funded by UNHCR and CHF,
among others setting up and maintaining community structures, staff
management, coordination of interventions, reporting, budget supervision,
preparing work plans, procurement lists, monitoring framework, initiating
corrective actions, managing external and donor relations etc.
Programme development
- Be
a driving force in terms of developing DRC’s emergency operation,
especially in the areas of CCCM / Camp Management, Protection, Food
Security, NFIs and Shelter, and WASH.
- Take
a lead in developing concept notes and project proposals.
Fundraising
- Participate
in fundraising as agreed
Staff supervision
- Supervise
national and international staff assigned to the emergency operation as
agreed
Finance and administration
- Provide
overall budget monitoring, financial management and expense control for
the projects assigned in line with DRC or donor rules and guidelines as
agreed
Reporting
- Ensure
compliance with internal and external reporting requirements
Accountability
- Guided
by the DRC Programme Handbook and the DRC Operations Handbook, continuously
monitor and develop relevant accountability initiatives in the field as
well as strengthening the effort to document the impact of activities and
our presence
- Ensure
compliance with the DRC procurement policies and donor guidelines
- Ensure
compliance with the DRC accountability framework
Strategic Development
- Contribute
to the development and implementation of DRC’s Emergency Preparedness and
Response Strategy
- Provide
feed-back to HQ on lessons learned in the respective field interventions.
Any other duties as agreed with the Team Leader of the HQ Emergency Team.
Qualifications
- Relevant
University degree
- Excellent
understanding of and solid work experience within Camp Coordination and
Camp Management, and within one or several of the following areas:
- Protection
management and mainstreaming
- WASH
- NFI/Shelter
management
- Distribution
- Food
security
- Excellent
coordination, capacity building, planning and analytical skills;
- Minimum
of 3-4 years proven experience working in emergency contexts, including
provision of technical advice to field teams and program development;
- Excellent
advocacy and representation skills and experience with donor liaison and
the UN system;
- Self-motivated
and observant of protection issues
- Previous
experience with DRC is considered as an advantage;
- Previous
experience with implementation of UNHCR or CHF grants is considered as an
advantage;
- Proven
ability to live and work in an unstable, insecure environment;
- Detailed
knowledge of humanitarian principles, guidelines and standards;
Fluency (spoken and written) in French. English is a must.

Contract: 3 to 9 months - subject to funding, can be prolonged.
