SENIOR CASH ADVISER

To ensure that cash is seen as a strategic issue and not as a sector. To contribute to the elaboration of the best response model using cash whenever relevant and thus support the transition from in-kind to cash where deemed appropriate. To work with humanitarian actors in Lebanon to steer strategic discussions around the best use of cash (scope, modalities, etc) and to provide technical advice for the operationalization. To build capacity of interested parties. To harmonize approaches, build evidence and best practice in country through sharing of experience and setting up of common systems.

The most striking obstacles to cash transfers programming is the lack of collaboration across sectors and between agencies with different mandates. Agencies tend to consider direct assistance from the angle of their own area of expertise whilst there are gains to be made from a holistic approach opening the door for a single cash transfer to cover needs across sectors. It is expected that the person will steer strategic discussion backed up by technical options, paper to frame, what could be the best use of cash for the operation in Lebanon. The double reporting line to Save Food Security and livelihood Adviser on the one hand and the UNHCR Inter-sector Coordinator on the other hand is a sign of the importance given to this position.

Qualifications and experience
Essential
  • A post-graduate degree in an appropriate technical field.
  • A minimum of 8 years work experience in humanitarian/development work.
  • Cash transfer programming and implementation experience is required (min 4 years).
  • Excellent coordination skills such as ability to liaise with various agencies/individuals, organise events, prioritise work and ensure a smooth flow of information and an environment of cooperation and information sharing.
  • Experience in research; collecting and analysing information and present well-written reports.
  • Practised presenter of information to an external audience and in conducting trainings.
  • Excellent analytical skills with ability to influence decision makers.
  • Diplomacy and good interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities.
  • Ability to work independently and to work with people located in different geographic locations and in other organisations.
  • Excellent spoken and written communication skills in English. Arabic is an advantage.
  • Innovative and creative to find lasting solutions to rapid, timely and appropriate humanitarian response.
  • Experience and training in the EMMA tool kit is an advantage.
Desirable
  • Spoken and written Arabic
  • Experience coordinating CTP working groups
  • Experience delivering CaLP trainings
Knowledge of and experience of working in Middle East ideally with refugee communities in Lebanon
