MONITORING, EVALUATION ACCOUNTABILITY AND LEARNING MANAGER- MEE

As a key member of the Regional Program Development and Quality (PDQ) team you take shared responsibility for the transformation of the region to a new operating model, while supporting delivery of Save the Children (SC) strategy within the region. Specifically, you will be responsible supporting countries in the Middle East/Eurasia (MEE) region through:
  • General training, capacity building and support to Country Office (CO) staff for project and country level monitoring including global indicators, Total Reach, Advocacy Measurement Tool, qualitative information for specific thematic areas (eg. Child protection, Livelihoods, Child rights governance);
  • Support COs to:
o Meet or exceed the "Operation Quality" for MEAL;
o Apply SC "Standard Operating Procedures";
o Understand and implement any SC International MEAL initiatives;
o Demonstrate impact and outcomes for children and youth.

Qualifications and experience
  • Significant expertise in Monitoring and Evaluation, with experience working in complex matrix managed organizational structures in both development and emergency contexts;
  • Successful track record of implementing simple and effective M&E approaches and systems, including data collection and management;
  • Excellent facilitation skills, and experience developing program staff skills with different backgrounds and levels of expertise;
  • Previous experience working in the Middle East and/or Eurasia region;
  • Culturally sensitive with excellent interpersonal and communication skills, including ability to coach and mentor;
  • Experience building networks at field and senior levels;
  • A degree in the field of M&E (knowledge management, evaluation) or in a field relevant for SC's thematic focus (child protection, livelihoods, nutrition, health, education etc.) a plus;
  • Strong written and spoken English essential;
  • Arabic and/or Russian language a plus;
  • Ability to travel - potentially 30-40%, and work with virtual teams
