PURPOSE OF POSITION:
Support the strengthening of Disaster Management (DM) of East Asia (EAS) National Offices, with particular emphasis on preparedness and response capability.
KEY RESPONSIBILITIES:
Strategy:
- Contribute
in the development and implementation of the EAS Humanitarian Emergency
Affairs (HEA) strategic guidance and business plan to ensure alignment and
integration with the EAS regional and Global Centre HEA strategies.
- Lead
the evolving adjustments of the EAS HEA Capacity Building Strategy in
harmony with O4 principles and SAP HEA Capacity Building Strategy.
- Support
National Offices in EAS in the development of their HEA strategies and
corresponding HEA capacity building plans in alignment with the regional
and Global Centre HEA strategies.
- Advise
on the inclusion of DM into National Office’s strategies and business
plans to help ensure effective resilience building and disaster
management.
- Support
the building of a strong strategic alliance with SAP HEA and external
entities to meet DM needs of National Offices (NOs) most effectively.
Management: - Manage
the preparedness, response and capacity building components of EAS HEA
Business plan. This includes planning, monitoring, reporting,
documentation and evaluation.
- Support
the Regional HEA & Disaster (RHEAD) in the management of the Asia
Pacific Capacity Building for Resilience Project to help ensure that
activities are coordinated with SAP HEA and operating within the approved
budget and appropriately reported to all donors.
- Provide
the Regional HEA Director with regular reporting of capacity building
accomplishment, critical issues and status.
- Provide
back office support to operational level management, programming and
coordination for all major emergencies in the East Asia Region in alignment
with WVI and International Humanitarian standards.
Technical Support: - Support
EAS NO HEA teams to strengthen their capacity in areas identified as
limiting within the NO DM Scorecard process.
- Provide
technical guidance to NOs to ensure that the National Disaster
Preparedness Planning Process is contributing to effective response
capability.
- Promote
the Emergency Management System (EMS) within EAS NOs and assist NO
Response leadership manage their responses within the framework of EMS.
- Lead
the development of ongoing E-learning resources in collaboration with
GC-HEA and GC-P&C.
- Support
NOs in the acquisition and management of DM related grants.
Operational and Capacity Building Support: - Assist
in capacity building activities of NO National Disaster Management Teams.
- Support
the HEA & Surge Capacity Specialist in deployment of Regional Disaster
Management Team (RDMT) members and the identification of additional surge
capacity to support NO responses as needed.
- Provide
support to RDMT members deployed within EAS as needed.
- Provide
coaching support to selected HEA personnel.
- At
the time of a major emergency, deploy to a response and provide support as
appropriate.
- Support
the organisation and management of the annual HEA managers and RDMT
learning event.
- Provide
support, including co-facilitation of HEA learning events such as
emergency simulation exercises, Do2Learn Learning Labs, Real time
emergency evaluation/lessons learned and other HEA related learnings.
- Promote
sharing of lessons learned, best practices, research and opinions relevant
to HEA staff in the region.
Knowledge Management: - Lead
the development and management of an EAS DM Information Management System
in collaboration with SAP HEA.
- Disseminate
appropriate DM information to various stakeholders within the WV
Partnership and beyond.
- Organise,
facilitate and/or coordinate where necessary HEA emergency learning events
and help in the documentation and dissemination of associated learnings.
Seek for ways to integrate with TD and Advocacy to enhance the well-being
of children.
- Promote
sharing of lessons learned, best practices, research and opinions relevant
to HEA staff in the region.
- Promote
and apply humanitarian standards and tools in alignment to WV HEA
strategic intent.
- Facilitate
mutual learning and collaboration between National Offices within the EAS
region and between regions.
- Participate
in research and analysis that supports areas of HEA and policy engagement
within the Asia Pacific Regions. Document this and share within the HEA
community of practice.
Quality Assurance: - Promote
the embedding of humanitarian standards, quality, accountability and
learning into all dimensions of disaster management throughout the Asia
Pacific Region.
- Support
leadership in identifying and accessing capacity building opportunities
that address disaster management ministry quality issues in National
Offices.
Internal Liaison and Coordination: - Work
collaboratively with other HEA team members to ensure that various
dimensions of Disaster Management are presented systematically to NOs.
- Coordinate
the sharing of EAS HEA initiatives with the HEA community of practice.
- Coordinate
and/or organise forums, working groups and networks related to HEA as
deemed necessary by regional leadership.
- Work
with other members of the EAS regional teams to ensure that HEA is
integrated within the wider ministry of World Vision in the region.
External Relations: - Support
active engagement with international organizations, government agencies,
media, partners and communities to enhance World Vision’s understanding on
the humanitarian emergency needs.
- Provide
support to National Office disaster management teams in engaging external
persons, networks and institutions (including government, private
enterprise, faith based organisations).
- Support
in maintaining good external relations with key regional humanitarian
agencies to foster collaborative relationship and network in addressing
capacity issues in Asia Pacific region.
General: - Collaborate
with the members of the Integrated Ministry team in EASO and personnel in
support functions to promote mutual learning, support and accountability.
- Participate
in devotions and other activities that enrich and develop mutual growth in
Faith.
- Perform
any other tasks assigned by HEA Regional Director.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Bachelor’s
degree qualifications and/or professional qualification in Social Science,
International Development or relevant field.
- Knowledge
of Humanitarian Emergency including humanitarian charter, laws and
standards.
- Understand
minimum standards in SPHERE, Red Cross Code of Conduct, People in Aid,
Child Rights.
- Understanding
WV vision, mission and HEA standards.
- Strong
analytical, organizational, collaborative and facilitation.
- Self
managed, creative and has initiative.
- Familiarity
with bilateral donor proposal writing and reporting standards (USAID,
AIDAB, ECHO, AUSAID, ECHO etc.).
- Cross
cultural skills.
- At
least 3- 5 work years experience in Emergency Relief.
- Direct
experience in staff and organizational development.
- Competent
in the use of Microsoft Office computer programs including Word, Excel and
PowerPoint.
- Must
be willing and able to travel in East Asia Region.
- May
need to work with other virtual teams of different time zones.
