DESCRIPTION
CARE seeks  an experienced Gender Advisor for an anticipated USAID funded Title II Program for approximately 1 year, who will be based in Port Au Prince, Haiti.
Position Summary:
CARE seeks  a Gender Advisor for a Title II program in Haiti. The expert will be required to integrate the processes of gender-based programming, including sexual and gender violence, income generating activities targeted to women, and maternal and child health, through various stages of planning, implementation and monitoring. The expert will be required to identify pertinent gender issues at the beneficiary/ stakeholder levels to facilitate the development of specific gender-equity strategies; design monitoring and evaluation systems (and be able to measure and report on the impact and success of the programs); develop and deliver training, raise awareness of gender issues; develop relevant tools; and research and document best practices within the field of gender equity.  S/he is expected to coordinate action between local and international partners, the authorities, and civil society, rationalize methodologies and find synergies between various projects, and enhance staff capacity. Finally, the Gender Advisor will work closely with the country office senior staff and other project team members to develop and apply a gender strategy to all components of the program.

Responsibilities:
  • Develop excellent partner relationships, especially with the local government and private sector;
  • Provide excellent facilitation and negotiation skills;
  • Demonstrate knowledge of project management skills;
  • Reflect the importance of advocacy, using targeted but tactful communication skills;
  • Be familiar with rights-based approaches, bringing experience with rights promotion activities;
  • Monitor and evaluate;
  • Report on project progress to the donor (USAID);
  • Demonstrate a commitment to including marginalized groups, such as women and female-headed households, in mainstream economic and social activities; and
  • Coordinate CARE's response to project requirements with implementing partners.
Required Skills:
  • Proven knowledge of women's rights
  • University degree in social sciences (sociology, anthropology, development, political sciences preferred);
  • At least 5 years of international project management (staff supervision must include international staff);
  • At least 2 years of gender-based project/program management;
  • Proven experience in program development (proposal design and writing, strategy design);
  • Fluency in French and English
  • Excellent and demonstrable presentation and communication skills
  • Experience working in conflict environments and stressful contexts
