PURPOSE OF POSITION:

The purpose of this position is for its holder to provide leadership in Design, Monitoring & Evaluation (DME), Food Assistance programs as well as developing and implementing WV Burundi’s (WVB) Risk and Compliance Management Program. Under Food Assistance, the holder will provide overall co-ordination and technical guidance to World Vision Burundi’s use of food as a resource in its programming. On the DME/Risk Management function, she/he together with NO leadership and the Risk Management Committee will lead DME events and oversee designing and implementing processes, policies and procedures to identify assess and mitigate both internal and external threats to the achievement of the organizations strategic goals and objectives.

KEY RESPONSIBILITIES:
    Design, Monitoring & Evaluation:
  • Lead the process of assessment and design of new ADP’s including scoping new areas and engaging with Support Offices on ADP development in alignment with WVB strategies, sector guidelines, child well-being outcomes, the Integrated Programming Model and LEAP.
  • Support quality and timely undertaking of proper monitoring of projects; compilation of monitoring data and tracking through semi-annual reports; and building capacity of staff. Support quality baseline and evaluation processes, preparation of terms of references and proper methodologies.
  • Lead NO DPA adoption process, serving as NO point person, providing capacity building for staff, and ensuring quality IPM design and implementation processes.
  • Support the introduction of new, innovative practices, methodologies or approaches in all DME processes.
  • Work with specialists and grant project manager to ensure quality cross check of semi-annual and annual grants reports (EC, AUSAID….) and make sure that reporting donor requirements are met and deadlines are respected.·
    Risk Management and Compliance:
  • Provide leadership in facilitating and advising all departments in assessing risks and designing risk management programs within their own departments.
  • Coordinate the development and implementation of systems, policies and procedures for the identification, collection and analysis of risk related information.
  • Support Risk committee to develop and maintain an updated Risk Register to prioritise specific risks to WV Burundi Ministry and ensure that regular monitoring of risk is carried out by Management.
  • Contribute towards the maintenance of effective internal control systems in the entire World vision office by ensuring that risk identification is embedded in the routine operating procedures of the organization.
  • Provide professional leadership and work with Risk Management Committee to contribute to the development and implementation of the organization’s risk management program in a manner that fulfills the mission and strategic goals of the organization.
  • Coordinate with the Risk Management committee to ensure that WVB complies with donor (grant requirements) and government (statutory and legal) regulations and identify risk areas. Risks identified incorporated and updated in the risk register.
  • Support the risk management committee to map all risks at ADP and NO level and develop/monitor mitigation actions.
  • Facilitate training and dissemination of the risk management guidelines, tools and staff awareness on responsibilities in carrying out the risk management program.
  • Actively participates in Risk Management Committee meetings.

    Food Assistance Management:
  • Provide supervision and leadership for the Food Assistance projects and coordinate with the other sectors within World Vision Burundi in managing the Food Assistance program (ADPs, Regions, IP, QA&RD, P&C, CC, Communications and F&A).
  • Ensure that interventions in Food Assistance are designed and developed not only in alignment with a fully integrated three track ministry approach but also in compliance with WV, GoB, SPHERE and other accepted norms and standards.
  • Direct the provision and/or establishment of needed tools, methodological approaches, technical assistance, training / capacity building, DME support and accompanying business processes that ensure successful food program interventions.
  • Prepare and present comprehensive technical approaches for Food Assistance program and develop guidelines for integration of Gifts in Kind (GIK) as a resource into programming.
  • Coordinate with World Food Program and other donors in satisfying requirements and developing new food programs that are required (fund raising).
  • Ensure Food Assistance management standards are installed and maintained in the food programs in Burundi as per World Vision standards.
  • Ensure quality and accurate reports (monthly, quarterly, semi – annual and end of project) are prepared and submitted to Food Program Management Group (FPMG) and donors.
  • Liaise with major Food Assistance donors regarding food assistance availability and increased levels of support.
  • Explore opportunities for new projects and work with the Program officer to raise resources in food aid.
  • Facilitate capacity building for all WVB staff on Food Assistance management at ADP and NO levels with priority given to project staff.


KNOWLEDGE, SKILLS & ABILITIES:

    Required:
  • The holder of this position must have University degree in International Development, Social Sciences, Statistics, Management or related discipline (Agriculture, Finance/Accounting or Economics).
  • They must have a minimum of 5 years’ experience in DME with an international NGO with regards to the management of resources, finances, people, assets and good understanding of designing, planning, implementation, supervising and reporting on integrated development, relief and/or advocacy projects including food Assistance projects.
  • They should have at least 3 years’ experience as a manager.
  • The holder of this position must be a mature and results orientated leader who can handle sensitive information and discern risk areas of WVB and work with management to mitigate or prevent to protect the staff, organizational image, assets and resources of the organization.
    Preferred:
  • Working experience in community development Master’s degree or additional sector-specific credentials (such as IT, agriculture, health/nutrition, education, project management, DME, databases or statistical analysis), commodities management.
