PURPOSE OF POSITION:
To lead World Vision’s engagement with the African Union (AU), in particular on the AU’s response to Africa’s three main clusters of conflict, fragility and natural disaster: the Horn, the Great Lakes and the Sahel. The position will also coordinate EAR’s key external engagement particularly related to Nairobi based organizations relevant to World Vision’s core business. This is essential to support the Director’s engagement with the African Union, while leveraging regional resources to support EAR’s theme of “engage and influence to execute” programs that benefit children. The position will focus on improving: humanitarian access for children, child protection outcomes and funding for child-wellbeing in humanitarian response. The position will also be responsible for influencing the AU’s position on Post-2015 debates, particularly as they apply to fragile states.
KEY RESPONSIBILITIES:
- Strategic & Executive Support:
- Work closely with and support the Regional Leader in his functions related to external relations, partnership building, networking and communication.
Leadership & Management: - Plan and implement an external engagement, partnership building and networking strategy of the Region.
- Management and general oversight of the regional satellite office in Addis Ababa.
External Relationship and Network Management: - Develop high level relationships across AU entities to facilitate access by senior leadership and other WV personnel.
Policy Engagement: - Lead engagement at the AU towards policy change outcomes through:
- Monitoring developments in the policy.
- Collaborating with Regional Offices (ROs) & National Offices (NOs) to identify timely moments to influence the AU.
- Leveraging NO evidence and analysis issues for advocacy to the African Union.
- Ensuring information exchange with humanitarian advocates to UN on AU policy on Security Council and related matters.
- Pre-position World Vision in order to attract grant opportunities for humanitarian policy impact through:
- Establishing World Vision’s credibility on key technical areas.
- Monitoring opportunities and inform stakeholders of opportunities.
- Carry out additional responsibilities as assigned by the Regional Leader.
- Attend and participate in devotional meetings.
KNOWLEDGE, SKILLS & ABILITIES:
- Required:
- Master’s degree in social sciences, economics, law, International Relations, political science or sociology.
- At least 10 years’ experience in development and 5 years of specialist humanitarian advocacy, including work with the AU.
- Knowledge and commitment to Child Rights is essential.
- Experienced networker with an ability to maintain a good up to date knowledge of the grant opportunities and trends in the humanitarian sector.
- Proven experience in development work with a thorough understanding of sustainable development and sectoral interventions.
- Strong organization and delegation abilities; high performance and quality standards; negotiation skills; ability to motivate teams and inspire teamwork.
Preferred: - Knowledge and commitment to Child Rights is essential.
