Chief Technical Adviser, Zambia, Long Term

NIRAS is currently looking for  a Long Term Chief Technical Adviser for the Project "Decentralized Innovative Programme on Integrated Forest Management" in Zambia financed by the Ministry for Foreign Affairs of Finland.

The programme aims at targeting the grass-root level, working out innovative forest management practices for local communities in four districts, Mwinilunga, Kasempa, Nakonde and Chinsali, in North-Western and Muchinga Provinces in Zambia.

• Master’s degree in forestry or other related discipline 
• Fluency in spoken and written English

Professional Experience Required Only the experts meeting the set criteria will be shortlisted and contacted. Ø

• Minimum 5 years of work experience in Africa
• Proven experience in programme management including design and implementation of Results Based Monitoring
• Positive track record in strategic/policy/sector wide work on Participatory Forest Management (PFM) and plantation establishment including facilitation of stakeholder dialogues 
• Expertise in institutional strengthening especially in decentralization and devolution processes
• Experience in PFM integrated with other land uses and/or watershed management, with elements of resource assessment and management planning
• Proven experience and knowledge in operationalizing cross-cutting objectives of Finnish development policy
• Experience in PPPs and development of outsourcing arrangements
• Experience in Land management and land use planning is an additional advantage
• Working experience in Zambia will be an advantage

Assignment Duration: 24 months/full time

Assignment Commencement: 04/2014 (expected)
