DESCRIPTION
CARE Cambodia seeks a Chief of Party to lead the upcoming, USAID-funded, Integrated Nutrition, Hygiene, and Sanitation Project.  USAID/Cambodia anticipates implementing activities in three provinces – Battambang, Siem Reap, and Pursat – with the Chief of Party based in Phnom Penh.
The project's goal is to improve the nutritional status of mothers and children, measured by rates of stunting and wasting in children under five, and rates of maternal anemia.  USAID intends for the project to achieve four intermediate results: 
  1. Increased household-level practice of Essential Nutrition Actions; 
  2. Increased use of improved sanitation facilities; 
  3. Improved hygiene behaviors 
  4. Increased capacity of private and public sector partners to promote healthy behaviors.  
The successful candidate will provide overall leadership and management for the team to implement strategies and associated activities that result in three main outcomes: 
  1. “Pro-active Behavior Change Communication (BCC) and growth-monitoring promotion”, 
  2. “Increased standardization of hygiene and nutrition BCC materials and approaches among USAID grantees”, 
  3. Project sustainability (“ability of host country counterparts to continue supported hygiene and nutrition BCC at the end of the project”). 
Under the Chief of Party’s strategic direction, the project team will undertake such activities as facilitating “trusted peer education channels”, using communication technology and social marketing; working with community-based volunteers and health center providers on nutrition messaging; and standardizing hygiene and nutrition BCC materials.  Ultimately, the Chief of Party will enable the team to build provider, caregiver, volunteer, and household financial decision-maker capacity to improve overall maternal and child health status in “communities with high levels of poverty and chronic malnutrition”.
As the project will complement other USG efforts in Cambodia, the Chief of Party will collaborate with USAID/Cambodia staff, current health and rural sector implementing partners, counterparts, other USG agency staff, and CARE’s home office to develop and scale-up interventions, manage documenting activity results, create monitoring and evaluation plans, and oversee data collection and analysis.  All activities under the Chief of Party’s supervision will ensure gender-, age, and other demographic-appropriate messaging.  Gender-sensitive interventions may include social marketing, mass media, community mobilization, and other related strategies.  The position is contingent upon award and funding.
Specific duties and responsibilities include the following:
  • Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
  • Identify nutrition, hygiene, and sanitation interventions with the Technical Lead, to select and scale-up best practices.
  • Guide team members to fulfill the project’s strategic goals and objectives.
  • Report against the project’s baseline targets.
  • Manage the project’s operational, financial, and administrative priorities. 
  • Facilitate the project team’s implementation of national and local level communication campaigns.
  • Build partnerships among national- and community-level actors.
  • Function as the primary liaison between USAID, the Ministry of Health, local organizations, and other partners and stakeholders.
  • Create management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
  • Design and oversee an annual project cycle in accordance with the USAID annual planning cycle. 
  • Work with staff and partners to translate project goals and objectives into implementable strategies and plans.
  • Direct and oversee planning and budgeting processes. Prepare quarterly and annual project activity reports, as specified in the contract.
  • Maintain internal control.
  • Supervise the performance of all long- and short-term advisors, consultants, and staff. 
  • Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities.
  • Manage and supervise project staff and partners in the identifying the project’s technical assistance needs, developing suitable scopes of work, recruiting consultants, and executing technical assistance contracts.
  • Maintain productive working relationships with USAID clients, project partners, and key counterparts.
  • Report to the Portfolio Manager in CARE’s home office.
REQUIRED
  • Experience (a minimum of seven years’) managing health, nutrition, and/or water, sanitation, and hygiene programs in developing county contexts and ideally, in Asia;
  • Education, preferably post-graduate education (Master’s or higher) in public health, nutrition, health
  • sciences, engineering or related field and demonstrated experience in management of large, community-based projects and in management of large inter-disciplinary teams;
  • A history of productive involvement with governmental health systems, processes and service delivery models in developing countries;
  • Demonstrated problem solving skills, collaboration experience, creativity and willingness to innovate;
  • Excellent written and spoken English language skills;
  • Knowledge of Khmer language preferred, but not required.
