CARE USA is actively seeking experienced Chief of
Party candidates to provide technical and managerial leadership for future
anticipated Title II Development Food Assistance Programs (DFAP). The
DFAP is likely to be a health/nutrition, agriculture, and resilience focused
food security program.
POSITION SUMMARY
The Chief of Party has overall responsibility for high
quality program implementation, achievement of project deliverables, timely
reporting, management of staff, donor and host country relationships,
fiduciary oversight etc. The COP will also provide technical oversight in
his/her relevant areas of expertise, and lead and/or coordinate all planning
efforts in one or more of the following program areas: The COP has overall
responsibility for managing DFAP activity planning and implementation,
monitoring & evaluation (M&E) efforts, and commodities.
S/he is also responsible for:
- Providing
strategic leadership and supervision of sub-grantees and sub-contractors
while ensuring the security, feasibility, and sustainability of the
program.
- Representing
the program to local USAID Missions and other in-country partners,
international and national program/consortium partners, and the host
country Government and its relevant line ministries, UN Agencies, and
other stakeholders.
- Developing
a comprehensive work plans in coordination with the key program staff,
ensuring coordination, implementation and supervision of all program
activities.
- Develop
resource materials, and coordinating meetings with partners and donor,
active participation in the overall management of the program
- Ensuring
that key staff receive regular formal and informal updates on activities
and that written reports are comprehensive and provided in a timely
manner
- Providing
effective financial management of project funds including budget
development and efficient utilization of program staff and resources in
complete compliance with USAID and CARE USA policies and regulations.
- Providing
oversight to central offices and regions where the DFAP is being
implemented.
- Identifying
opportunities for synergy and integration across DFAP program
activities, with other FFP/USAID programs and/or with local service
providers
- Developing
staff capacity through trainings or other development opportunities to
adjust to changing program needs.
- Supervising
sub-grantees and contractors, contributing to their capacity building as
needed, and ensuring the quality of their work and their compliance with
CARE and Donor requirements.
REQUIRED
- Masters
degree or higher in a relevant field, PhD preferred
- A
minimum of ten years of overseas international management experience,
preferably in administering USAID and/or Food for Peace programs
- Experience
overseeing USG Title II programs
- At
least 7 years’ experience managing USG budgets
- Familiarity
with U.S. Government (USG) food aid legislation and regulations
- Professional
experience in working with USAID-supported cooperating agencies, donors,
USAID missions, and international counterpart organizations; as well as
other USG agencies a plus
- Demonstrated
experience working in partnership with international donors and agencies
- Appropriate
language skills
- Excellent
interpersonal and cross cultural skills.
- Technical
proficiency in nutrition, agriculture, food security, commodity
management, disaster risk management, and gender program design,
implementation, and monitoring and evaluation.
- Demonstrated
experience managing similarly complex projects in various countries,
especially involving multi-million dollar budgets, coordination with
multiple programs, operations research, and managing partner
institutions.
- Demonstrated
knowledge of the cross-sectoral application of strategies to improve
food security, health, livelihoods and nutrition.
- Demonstrated
knowledge and application of state-of-the-art practices and approaches.
- Knowledge
and prior application of participatory methodologies.
- Strong
leadership, analytical and organizational skills.
- Demonstrated
skills in quickly assessing priorities and opportunities and managing a
variety of activities with attention to detail.
- Proven
ability to convene/chair high profile meetings. Understanding of USAID
procurement processes, procedures, and grants management.
- Strong
MS Office skills, including Word and Excel.
- Strong
written and oral presentation skills in English.
