CARE is currently hiring a Assistant Country
Director (ACD). The ACD for Program Quality is responsible for ensuring
that CARE's programs in Haiti contribute to CARE's vision, mission and
programmatic principles. S/He is expected to provide strategic leadership in
the areas of program development, implementation, quality programming,
advocacy, and ensure that CARE's programs bring a significant contribution to
reducing poverty and social injustice, and play a leading role in the
transformation of CARE Haiti into CARE's program approach.
This experienced ACD will be responsible for maintaining
and building upon CARE’s existing long-term programming in Haiti and
integrating humanitarian interventions in line with CARE's mandate that
contribute to and complement CARE's long term programming in Haiti.
He/she will oversee a multi-sectoral team working on five
key areas Food Security and Nutrition, Urban Development, Education, and
Economic Development, plus the Emergency Response Activities mainly focused
on WASH, shelter and food security, and will lead the development of new,
innovative initiatives.
The ACD is responsible for ensuring coordination with the
Program Quality and Learning Unit which includes M&E, governance and
accountability and Gender expertise, and will ensure the application of best
practices, methodologies and recommendations developed by the PQL staff in
the program implementation.
The ACD will lead the project to program shift in Haiti
and the development of the new long term programs, as well as the portfolio
retrofit required to implement the new programs. She/he will provide the
leadership required to the program team for the organizational shift required
for the successful implementation of the program approach.
The ACD is a key member of CARE Haiti Country Management
Team. S/He participates in developing partnerships and good relations with
partners (Government of Haiti, donors, INGOs) and will act as the country
director in his/her absence.
Responsibilities:
Program Development And Resource Mobilization:
- Lead
the country office project to Program shift, develop new development and
humanitarian response programs, ensure they are well aligned with CARE's
program approach, vision 2020 and the CARE global program strategy.
- Ensure
that CARE programs address the underlying causes of poverty and ensure
alignment with the key strategic roles; incorporate gender, risk
reduction, and environmental considerations;
- Lead
and oversee CARE's proposal development and resource mobilization
activities - starting with a sound go, no-go process, and duly consider
appropriate partnerships.
- Coordinate
program development activities closely with Program Support, Finance and
HR, ensuring we have the capacity to deliver on our program designs and
have included adequate budget to cover implementation, monitoring and
evaluation costs.
Program Quality And Management:
- Oversee
program implementation through regular field visits, supervision and
close coordination among program team members, participation in planning
and monitoring activities.
- Ensure
all newly developed programs and initiatives are in line with CO program
strategy and with the CI Programming Principles.
- Working
closely with the Programe Quality and Learning Unit ensure that proper
monitoring and evaluation systems are in place in all programs and
that program lessons are being used to promote improved programming and
learning. Ensure that monitoring and evaluation systems enhance
accountability of COs vis-à-vis the communities with whom we work as
well as other stakeholders (civil society, donors and government
counterparts).
- Ensure
donor and government reporting (narrative and financial) is done
according to high quality standards and in a timely manner.
- Working
closely with the Program Quality and Learning Unit pro-actively use
organizational M&E systems and processes (e.g. PIIRS, UBORA),
emphasizing learning and knowledge sharing.
- As
part of the p-shift implementation, lead the alignment process of
exisiting project porfolio to contribute to the goals in the newly
designed programs
- Emergency
Preparation & Response: Monitor projects deliverables and the
changing humanitarian context in country to ensure effective, quality
projects deliverables and early response/advocacy to any changes in
context. Oversee the regular revision and improvement of the Emergency
Prepardness plan and ensure that disaster risk reduction/management is
included in all programs
Staff Management:
- Establish
effective staffing structure for the program area, promote team work and
integration with other parts of the organization;
- Review
and update job descriptions. Recruit, develop and retain high quality
and committed staff and that they are aware of and follow CARE policies,
procedures and systems, and the requirements of the program approach
- Provide
clear guidance to direct reports on expectations (IOP) and regular
feedback and coaching; Hold weekly/by-weekly meetings with each direct
reports and with the Sector Director teamm and process regular
performance reviews
- Clarify
expectations of all team members, in particular of direct reports.
Provide ongoing feedback and coaching to optimize performance and
commitment, taking corrective action if and when needed.
- Delegate
both program, program support and finance responsibilities to
appropriate level staff and hold them accountable.
Financial and Administrative Management:
- Closely
collaborate with Program Support and Finance departments to ensure staff
is aware and familiar with financial and administrative requirements and
procedures, plan, solve problems and ensure the most effective and
efficient use of resources.
- Ensure
budgets, procurement plans, requisitions and service requests are
developed and shared in a timely manner for all projects and proposals.
- Review
and approve requests for authorization, ensure compliance with donor
reguation and CARE policy
- Monitor
expenditures against budget, take corrective action as needed.
- Ensure
sub-agreements, MoUs etc are consistent with CARE policy
Advocacy, Partnerships and External Relations:
- Establish
and maintain solid relations with: officials, donors, international and
national NGOs, CBOs and other civil society organizations with special
attention to development of partnerships and alliances that will
contribute to the program approach.
- Work
with the leadership team to develop and implement humanitarian and
development policy and advocacy, including engaging in senior level
policy influence;
- Strengthen
relations within CARE at the regional, HQ and CI levels
- Participate
in developing and maintaining a good visibility of CARE.
- Integrate
and actively support networks of peer organizations.
- Ensure
good media relations and acts as CARE spokesperson as required.
Requirements:
- Bachelor's
Degree in International Development or a relevant field
- 8
years of progressive overseas experience in humanitarian and development
programs
- Substantial
experience leading large and complex humanitarian and development
programs
- Demonstrated
experience in emergency response management
- Demonstrated
experience in leading strategic and operational planning
- Previous
experience with CARE specifically participation or leadership in project
to program shift process
- Cross-cultural
communications skills
- Knowledge
and experience of humanitarian and development policy and advocacy in
complex settings;
- Excellent
skills in written and spoken English and French
- Extensive
conceptual skills including development of program strategy
