Task description

Under the direct supervision of Head-of-Office UNHCR Field Office Mopti, the UN Volunteer will undertake the following tasks: • Ensure that UNHCR’s policies, standards and procedures are constantly and coherently applied in the Area of Responsibility (AoR) covering i.e the regions of Mopti, Bandiagara, Douentza, San and Segou. • Ensure that the needs of persons of concern in the AoR are assessed and analyzed in a participating manner and using an Age, Gender and Diversity (AGD) perspective to form a firm basis for planning. • Ensure that protection incidents and gaps in assistance are immediately identified and addressed. • Identify vulnerable groups or individuals who may need special attention or special arrangements and make recommendations on the needs of different groups of refugees. • Assess protection and assistance needs of refugees and asylum-seekers in the region and monitor implementation of refugee assistance programmes. • In co-ordination with implementing partners, handle the reception, registration and provision of assistance to persons of concern to UNHCR. • Provide inputs for project submissions and periodic narrative and financial reports for the annual programme. • Develop and maintain relations with local authorities ensuring smooth negotiations in all aspects of UNHCR's mandate for the benefit of refugees. • Monitor the security situation in the area and intervene as appropriate with the local authorities. • Participate in needs assessment as a member of the Multi-Functional team • In close coordination with programme and project control, monitor project implementation and provide feedback on the progress to the relevant units/sections • Undertake other relevant duties as required. * He/She is the focal point for issues related to Gender-Based Violence (VBG) and the Prevention of Sexual Exploitation and Abuse (PSEA), and as such he/she will be responsible for strengthening prevention activities and holistic care of survivors with special attention to the negative consequences against women and girls and on reproductive health.

Living conditions and remarks

Mopti, also known as "The Malian Venice", has a population of 2,037,330 and is located 650 km north of Bamako, Mali. Although it is possible to get to Mopti by road, air travel is more air travel is more common with UNHAS and UN Mission (MINUSMA) humanitarian flights. Mission (MINUSMA)... Mopti has two main seasons that fall between the dry and rainy seasons. There are few hotels recommended by the United Nations Department of Safety and Security (UNDSS). There are no guest houses, but private accommodations could be rented provided they meet provided that they meet UN security standards. There are small supermarkets and stores, and many goods exist on the local market. Otherwise, expatriates also buy from Bamako. Insecurity in the Mopti region is moderate (security classification The security situation in the Mopti region is moderate (UN security classification: Phase 5). Despite the precarious security situation in many parts of the region, Mopti-Sévaré (the duty station) is a secure city with a low level of presence of international forces, with a low level of threat to humanitarian staff, who conduct all Conduct all activities in a peaceful manner. In response to this, many governments are currently adapting and/or putting in place new social protection policies, systems and schemes.

Context

Cameroon is a lower-middle-income country with a population of 23.3 million people of diverse ethnic and two linguistic groups. Ranked 153rd of 188 countries in the 2016 Human Development Index, the average life expectancy is 58 years; 24% live on less than USD 2 per day and poverty is concentrated in the Northern and Eastern regions, where 90 percent of people requiring humanitarian support reside. At least 75 percent of the people over 15 years of age are illiterate, with wide disparity between men and boys (78 percent) and women and girls (65 percent). Cameroon is confronted with three major complex crises: the crisis in the Lake Chad basin impacting the Far North region; the consequences of the influx Central African refugees in the east and the crisis in the Northwest and Southwest (SW/NW). More than one million people are displaced, and 4.5 million people have humanitarian needs. These challenges are reinforced by structural factors and chronic vulnerabilities that aggravate the impact of crises and affect people's resilience capacity. The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide. WFP’s current Country Strategy Programme (2018-2021) contributes to all four United Nations Development Assistance Framework pillars: (i) increase employment opportunities and measures to protect women, young people, children and socially vulnerable people in target areas; (ii) improve the health of target populations and prevent child malnutrition in all its forms; (iii) improve access to education and quality vocational training; and (iv) strengthen the resilience of target populations addressing food insecurity and environmental, social and economic shocks. WFP Cameroon is currently seeking for International UN Volunteers to provide support and technical expertise to the Field Offices with the design and management of programmes of moderate size or complexity that effectively meet food assistance needs or contribute to policy formulation and / or provide technical advice or oversight on programme strategy and implementation.

Task description

Under the general supervision of the Head of Field Office, and the technical supervision of the CO Head of Policy, the incumbent UN Volunteer will perform the following tasks: 1. Contribute to formulation of WFP-wide programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ and field operations. 2. Provide advice and support to COs on moderately complex issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance. 3. Provide technical advice or mobilise technical expertise on programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies to support government efforts to reduce hunger and malnutrition. 4. Assist counterparts in governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation, and implementation of moderately complex food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels. 5. Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work. 6. Enhance WFP’s leadership status in forums relating to area of specialism, for example food security, nutrition, livelihoods, resilience or engagement in humanitarian, transition and development contexts through direct participation, briefings, information products and other materials. 7. Manage operational research and evidence building on issues relevant to food assistance. 8. Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. 9. Contribute to resources mobilisations efforts for WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability, seeking advice from senior colleagues where necessary. 10. Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes. 11. Lead, motivate and develop a team of staff to enable high performance. 12. Ensure the best use of assigned financial resources for achievement of set objectives within a moderate budget. 13. Contribute to Country Office Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs. 14. Other as required.

These positions are located within the WFP field Offices of Bertoua Batouri and Ngaoundere. Bertoua: is the capital city of the East region of Cameroon, located in the Lom-et-Djérem division and erected as an urban council in 2008. Located 350 km from Cameroon capital, Yaoundé, Bertoua has a population of around 300,000 people. Together with neighboring communities, Bertoua hosts a considerable number of refugees fleeing conflicts in Central African Reublic. It is mainly accessible by a road drive of around four hours and offers all acceptable commodities for a city, including a young state university created in 2022 (University of Bertoua). WFP has a Field Office in Bertoua overseeing two antenna offices in Batouri and Garoua Boulai and implementing emergency and development programmes using General Food for Assistance, Cash Based Transfers and resilience-focused activities Food for Assets in favour of refugees from Central African Republic and host communities. Batouri: is a main town of to the Kadey department in the East region of Cameroon. From a two-hour drive from Bertoua, and a seven-hour drive from Yaounde, Batouri is host to around 50,000 people, living mainly from agriculture, fishing, animal husbandry, petty trade and widespread artisanal mining of precious minerals. WFP has an antenna office in Batouri supporting with the implementation of emergency and development programmes using General Food Assistance, Cash Based Transfers and resilience-focused activities Food For Asset in favour of refugees from Central African Republic and host communities. Ngaoundere: is the capital city to the Adamawa region of Cameroon. It enjoys mild temperatures most of the year and is host to one of the largest universities in Cameroon, University of Ngaoundere, with over 25,000 students. With an estimated population of 230,000 people in 2020, Ngaoundere is located in the north of the Adamawa plateau and offers interesting attractions such as the Benue Natural Park. It offers a variety of hotels of good standard as well as medical facilities. Ngaoundere is accessible by road (12 hours’ drive from Yaounde), by train (14 hours’ trip from Yaounde) or via weekly local flights of around 50 min. WFP has a Field Office in Ngaoundéré which oversees two antenna offices in Touboro and Meiganga, implementing emergency and development programmes using General Food for Assistance (GFA), Cash Based Transfers(CBT) and resilience-focused activities Food For Assets (FFA) in favour of refugees from Central African Republic and host communities. Cameroon is a unique country with a mix of Development-Humanitarian unique operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live, work and travel in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.

Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. How can you make a difference?

Purpose for the post:

As part of UNICEF’s Core Commitment for Children in Humanitarian Action, the Country office is expected to provide support to the UASC and children on the move coordination structures within the Humanitarian Cluster approach as well as address UASC and children on the move from a programming perspective, within the child protection system strengthening approach.

To fulfil this function, under the overall guidance and supervision of the Chief of Child Protection, the UNICEF Child Protection Specialist will be responsible for mitigation, preparedness, and response to UASC and Children on the Move, alongside the nexus humanitarian-peace-development to strengthen programming and coordination efforts in affected areas.

Key accountabilities, duties and tasks

  • Work with the child protection section and other UNICEF sectors to ensure mitigation, preparedness and response to Unaccompanied and Separated Children and Children on the Move is adequately addressed across sectors and humanitarian interventions, alongside the nexus of humanitarian-peace development.
  • Provide technical support to government counterparts, NGO partners, UN system partners and country office partners/donors for programming strategy, advocacy, policy documents, best practices and approaches on child protection and related issues to support program management, implementation, and delivery of results, in the area of Unaccompanied and Separated Children and Children on the Move, including case management.
  • Create linkages between CP working groups, the national task force on case management, and relevant groups/task forces on children on the move to ensure that all UASC are identified, registered and safely reunified and reintegrated with primary caregivers or other family members, family-based care or in a suitable, safe, alternative care arrangement and are provided with an individual case management/care plan.
  • Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders and global partners/allies/donors/academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and reinforce cooperation to achieve sustainable and broad results in child protection
  • Promote and facilitate the inclusion of Unaccompanied and Separated Children and Children on the Move into humanitarian appeal processes and partner proposals.
  • Provide technical assistance for specific Unaccompanied and Separated Children and Children on the Move programs for emergency and non-emergency affected areas, alongside the nexus humanitarian-peace-development.  
  • Develop new or adapt existing training materials to the local context and implement training as needed.
  • As needed, conduct assessments and/or consolidate existing information about Unaccompanied and Separated Children and Children on the Move.
  • Plan and/or collaborate with internal and external partners to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators and measurements to assess/strengthen performance accountability, coherence and delivery of concrete and sustainable results for the assigned sector in child protection programs.
  • Prepare/assess monitoring and evaluation reports to identify gaps, strengths/weaknesses in program and management, identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals.
  • Actively monitor programs/projects through field visits, surveys and/or exchange of information with partners/stakeholders to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Monitor and verify the optimum/appropriate use of sectoral program resources (financial, administrative and other assets), confirming compliance with organisational rules, regulations/procedures, donor commitments, standards of accountability and integrity and ensuring timely reporting and liquidation of resources.
  • Prepare regular/mandated program/project reports for management, donors and partners to inform them of program progress.

 

To qualify as an advocate for every child you will have

  • Advanced university degree in social work, child psychology, or other relevant fields.
  • *A bachelor’s degree in above area/s or other relevant field, combined with 2 additional years of professional experience may be accepted in lieu of an advanced university degree.
  • Excellent communication and interpersonal skills and proven success in facilitating multisectoral and interagency processes to achieve a common goal,
  • A minimum of 8 years of child protection experience with the UN and/or NGO, focusing on unaccompanied and separated children in complex emergencies and case management.

Context

The World Health Organization (WHO) African Region has embarked on a new Global Programme of Work (GPW13) and a new Programme Budget (2020-2021). The region aims to deliver public health outcomes through these two strategic documents using an integrated results-based structure. The overall objective of the Communicable and Non-Communicable Diseases Cluster, in the WHO African Regional Office (AFRO) is to provide leadership and ensure action in supporting Member States in reducing the impact of Communicable and Non-Communicable Diseases (CND) and contribute to attaining Universal Health Coverage (UHC) and the SDGs in the WHO African Region. The Cluster is responsible for the following technical areas - HIV, Tuberculosis and Hepatitis, including other Sexually Transmitted Infections (HTH); Tropical and Vector-Borne Diseases, including Malaria and Neglected Tropical Diseases; Non-Communicable diseases; and Vaccine-Preventable Diseases. The Framework for an Integrated Multisectoral Response to TB, HIV, STIs and Hepatitis in the WHO African Region (2021-2030) was developed to guide the prioritization of evidence-based interventions and actions. The Framework aim to achieve a region free of the burden and the negative effects of AIDS, TB, Hepatitis and STIs and will guide member states to build stronger and integrated systems and services to maximize the impact of interventions against these diseases and monitor the progress of the response to HIV, TB, Hepatitis and STIs. Within the context of the UCN Cluster, the HTH team leads WHO AFRO work on these diseases. Task description

Within the delegated authority and under the supervision of the UCN Programme Manager, as assigned, the UN Volunteer will: 1. Provide support to HTH Programmes and strengthen data management from programmes to Unit level. 2. Develop tailored data collection tools as needed. 3. Create and manage SharePoint repository and automate document extraction from Outlook and store document in relevant folders 4. Context

Over the past two decades, Cambodia has made significant progress reducing poverty and improving access to quality education, health, and other services. Implementation of governance reform such as the Public Administration Reform, Public Financial Management Reform and Sub-national Democratic Development Reform delivered significant gains. Regardless of the achievements, further progress can be made to ensure responsiveness of public institutions to the rights of people, compliance with the highest standards of transparency, and participation of women, men including the marginalized in public affairs and democratic decision-making. Governance is the lynchpin to achieving the 2030 Agenda. Therefore, it is critical to accelerate attaining the Cambodian Sustainable Development Goals (CSDGs). In this context, UNDP Cambodia implements two projects promoting accountability and participation in line with a UNDP Country Programme outcome. 1) The Building Capacities for Civic Engagement, Peacebuilding and Inclusive Dialogue: Towards Inclusive and Participatory Governance (Civic Engagement project) The civic engagement project is organised around three pillars 1) Capacity development of CSOs and government institutions 2) Improving quality in engagement modalities 3) increase exposure and opportunities in which citizens, CSOs and government institutions work together. The target provinces of the Civic Engagement project are Kampong Cham, Kampot, Ratanakiri and Siem Reap. The overall objective of the Civic Engagement project is to pro-mote democratic governance initiatives and a peaceful, inclusive, and equitable society through expanding opportunities for inclusive civic engagement using dialogue in Cambodia. Through partnerships with national and sub-national government and civil society organisations, the project promotes the cultivation of more collaborative mindsets and partnerships between civil society and civil servants. 2) Project for Strengthening Transparency and Accountability in Local Governance through Civic Engagement (STA project). The STA project is organised around two pillars 1) Improved people’s access to info and analytical and critical thinking 2) Sub-National Administrations accountability to people is strengthened. Target provinces include Kampong Cham (Kampong Cham), Ratanakiri (Banlung) and Siem Reap (Siem Reap). The STA project aims to contribute to the National Programme on Sub-National Democratic Development Phase 2. Through civil society, municipal and national government partners, the STA project, intends to make local governance information such as public services, local plans, budget allocations and sub-national administration performance more accessible to people along with supporting people’s monitoring capaci-ties of sub-national administrations performance. The international UN Youth Volunteer will perform M&E, reporting and communication functions for these two projects and other governance related intervention.

Task description

Cambodia is located in Southeast Asia, between Thailand to the west and Vietnam to the east. The climate of Cambodia is tropical, monsoonal and is characterized by heat and humidity. The rainy season lasts from May to October and the hot, dry season from November until April. Phnom Penh is the capital of Cambodia and is the most populated city in the country. Khmer is the official language and the main religion in Cambodia is Buddhism. The Riel is the official currency, however, both US Dollars and Riel are widely used and in cities there is good access to banking and ATMs. The cost of living in Cambodia is relatively low, as compared to many other capitals in Southeast Asia. House hunting is not difficult in Phnom Penh. Housing is widely available in various sizes and at various price points and Wi-Fi coverage is some of the best in Southeast Asia. Houses and apartments are available to suit most budgets and preferences. The usual means of locating suitable accommodation is through estate agents/realtors. International UN Volunteers are required to follow the UN residential security requirements as per the local MORSS when choosing their accommodation. Food and shopping centers are readily accessible. There are few taxi operators in Phnom Penh, so for daily transportation the cheapest, fastest and most frequent mode of travel is by a tuk-tuk (a motor-powered rickshaw). Some UN volunteers chose to purchase their own mode of transportation, be it a car, a motorbike or a pushbike. They are strictly recommended by UN security to wear seatbelts in cars and helmets when traveling on motorbikes, tuk-tuk or bicycling. In terms of health, common diseases in Cambodia are those which exist in other tropical countries like diarrhoea, malaria, dengue and HIV/AIDS. Most of the serious cases have been reported contracted in hilly, rural and densely forested areas. City dwellers like in Phnom Penh can also be at risk due to poor disposal of waste. Generally in cities, people use purified water for drinking and cooking. The recommended vaccinations are those against typhoid, Hepatitis A, Hepatitis B, Tuberculosis and Japanese Encephalitis. While medical facilities in Cambodia are sufficient for the treatment of most routine ailments and minor accidents, illnesses and accidents of more serious nature require medical evacuation, usually to Bangkok or Singapore. While access to health care can be limited, in Phnom Penh hospitals and medical clinics are available with contact information available through the UN system in Cambodia.

UNAMA was established by the UN Security Council Resolution 1401 in March 2002 at the request of the Government of the Islamic Republic of Afghanistan. Its mandate is reviewed annually with the latest mandate renewal being on 17 September 2019 when the Security Council unanimously adopted Resolution 2489 Resolution 2489 (2019) calls for UNAMA and the Secretary-General’s Special Representative for Afghanistan, within their mandate and in a manner consistent with Afghan sovereignty, leadership and ownership, to continue to lead and coordinate international civilian efforts in full cooperation with the Government of Afghanistan. UNAMA maintains a permanent and extensive field presence across Afghanistan, as well as liaison offices in Pakistan and Iran. The Mission has more than 1, 211 staff - comprised of 833 Afghan nationals, 310 international staff and 68 UNVs. (Figures from December 2018.)

Task description

Under the general supervision of the Human Rights Officer/Team Leader, the UNV Associate Human Rights Officer will work with the Human Rights Team in the UNAMA South East Regional Office – Gardez Within delegated authority, the Associate Human Rights Officer will be responsible for: Providing substantive guidance and operational monitoring support on issues related to protection of civilians, elimination of violence against women, children affected by armed conflict, monitoring places of detention/prohibition of torture and human rights aspects of peace and reconciliation/transitional justice; Drafting substantive analysis based on field monitoring and research undertaken by the Team at the direction of the Team Leader or of the Human Rights Service – Headquarters thematic Team Leaders; Supporting preparation of weekly and other internal reports and submissions to the Human Rights Service; Providing substantive advice and organisational leadership, under the supervision of the Team Leader to prepare consultations and advocacy with local governmental officials, community leaders, civil society activists, and communities affected by civilian casualty incidents; Organizing visits to places of detention, including facilities run by the National Directorate of Security, Afghan National Police, Afghan National Army, juvenile rehabilitation centres, and provincial prisons; Ensuring close internal coordination between the Human Rights Team, the Head of Field Office and other UNAMA entities through information-sharing, and providing guidance and advice on the work of the Human Rights Service; Representing the Human Rights Service, as appropriate, at specific official functions, meetings and thematic events related to the mandate, including protection of civilians, children affected by armed conflict, women’s rights and violence against women, detention-related issues and human rights aspects of peace processes with other UN agencies, civil society groups, humanitar

Living conditions and remarks

Afghanistan is a hardship duty station with a volatile security. Living and working conditions for UN volunteers in UNAMA are similar to the living conditions of all other internationally recruited staff members. UN volunteers are provided with safe accommodation in an extensive compound in Kabul with good infrastructure and amenities. The mission has three compounds in Kabul: Compound Alpha, and UNOCA (UN Operational Complex in Afghanistan) the largest one. UNAMA has three different locations in Kabul, most of the substantive offices, including the SRSG’s are located at the so-called alpha Compound and Palace #7, which is close to the city center, while most of the administrative and technical support offices are located at the UNOCA compound on Jalalabad Road, at some distance from central Kabul. Generally speaking stringent security measures are in place throughout the country and UN volunteers as other UN staff, are quite limited to duty stations when it comes to movement. Walking is virtually not allowed. The movement is done inside the “green zone” (only) in armored vehicles driven by national qualified UN drivers. The single unit accommodation in UNOCA and other field locations are fully furnished; this includes, furniture, washing machine dryer, hot plate, iron and iron stand, microwave, plates, cups, spoons, cooking utensils, electric kettle. One bedsheet and pillow cover is provided. The monthly charge for UN provided accommodation is USD 300 which is deducted from the monthly Volunteer Living Allowance. Inside the UNOCA compound are two cafeterias, a restaurant, a Supermarket and 3 small shops which provide a variety of imported canned and frozen food on offer. There is a Fresh vegetable market daily. There is also a social center, a gym hall and a small library with books and DVDs, run by the welfare Office, within the same compound. UNOCA has a new minimarket where basic goods can be bought also. There are also a number of UN cleared supermarkets in Kabul, in Jalalabad, and in Mazar-I-Sharif. The Volunteers are encouraged to bring their own towel and other personal accessories including toiletries and medicines which they may not find easily within the super markets inside the UNOCA Compound. Some degree of medical service is provided in all UNAMA duty stations. There is a UN clinic in UNAMA/UNOCA complex and access is granted in Kabul to other private international clinics (when and if needed). Contact with and outreach to the local community is usually limited. As mentioned, many places are off-limits and the choice of recreational facilities are very poor. For all these reasons, bring a stock of books, DVDs/VCDs, computer games, etc., is highly recommended. Summer in Afghanistan is hot and dry but winter is the opposite – cold and wet. Therefore, both summer and winter clothing and comfortable boots with insulation are necessary. Afghanistan is a unique country and UNAMA is a unique UN mission. It requires more stamina, commitment, and flexibility than elsewhere to make life comfortable. Therefore, flexibility and the ability and willingness to live and work in hazardous and harsh conditions involving physical hardship and little comfort is essential.

The Position:

The post of Programme Specialist is located in the UNFPA Pacific Sub Regional Office in Fiji and reports directly to the International Programme Coordinator. The Programme Specialist oversees project management and implementation and works in close collaboration with the Programme managers, Country Teams; Advisers, M&E team, and Implementing partners. This position will entail travel to Pacific countries.

Job Purpose:

The Programme Specialist will support programme coordination and management of the Transformative Agenda programme. S/he will manage relevant programme components implemented at the regional and national working closely with the nine country teams, regional team, and regional implementing partners, and provide support to reporting and knowledge management. The Programme Specialist will work within an integrated and coordinated approach, which is fundamental to the Sub-regional Office and UNFPA’s overall strategy. 

You would be responsible for:

Programme Management and Implementation

  • Support the development and timely receipt of national and regional annual work plans and budgets from implementing partners and support recruitment of consultants as needed;
  • Ensure that financial and narrative reporting obligations are met: SIS reporting, work plan progress reports, amongst others;
  • Ensure that regular reviews and adjustments are made based on operational matters to achieve optimum results;
  • Bring to the attention of UNFPA management challenges in a timely manner and proposing solutions and alternate strategies for achieving results;
  • Provide oversight and technical assistance to ensure that activities in the agreed annual work plans are implemented in a timely manner, within budget and are of good quality;
  • Participate actively in meetings and desk reviews and undertaking monitoring missions to assess progress in implementation, including appropriate substantive and administrative follow-up actions;
  • Analyze and interpret the political, social and economic environment and identifies opportunities for UNFPA assistance and intervention. Keeps abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;
  • Contribute to the development, formulation and facilitation of programme design and resource mobilisation efforts in close coordination with the Director, Deputy Director, International Programme Coordinator as well as the technical and country programme teams. 

Monitoring and reporting

  • Support organization and execution of the TA Steering Committee meetings, Midyear programme meetings, Annual Regional Planning Meeting and other relevant regional meetings;
  • Coordinate narrative reporting for donor reports;
  • Provide technical support to monitoring and evaluation activities. 

Capacity Development

  • Coordinate the development and support the implementation of a capacity development strategy to strengthen overall capacities in the region;
  • Provide guidance for capacity building for technical and programme support; and synergy between regional programme and other activities at the country level;
  • Provide capacity development support to staff in the priority countries, and to other junior professional staff, associates and consultants. 

Communication, knowledge management and partnerships  

  • Strengthen relationships with key internal and external partners, and contribute to high quality interactions and clear communications with regional donors, partners and stakeholders;
  • Ensure implementing partners working on related activities are communicating adequately with each other to minimize duplication and enhance synergies;
  • Support organization of annual review and planning meetings in collaboration with other UNFPA staff to ensure timely preparation of AWPs and disbursement of funds to implementing partners;
  • Provide support to the process of technical/annual and financial reviews of the TA programme funds through the preparation of internal documents to assess progress of implementation;
  • Assist in advocacy and policy dialogue to further the advancement of ICPD through sub-regional policies and programming frameworks;
  • Coordinate and develop technical and strategic presentations and briefing notes, contribute to speeches, conference papers and other relevant donor briefings;
  • Coordinate the development of relevant advocacy and communication/information materials at the regional and national level for the Transformative Agenda;
  • As a focal point for knowledge management for the TA programme maintaining a repository of information;
  • Contribute to the creation and sharing of knowledge by summarizing and documenting results, lessons learned, successes and best practices, strategies and approaches and identifying training needs of project personnel.

Qualifications and Experience:  

Education:  

An advanced University Degree (Master’s degree or higher) in health, population, demography, gender, International Relations, International Development, or other related social science discipline. 

Knowledge and Experience: 

  • Minimum five (5) years of professional experience in programme management and development relevant to sexual and reproductive health, gender and population and development, including three (3) years at the international level;
  • Experience in programme implementation, monitoring and coordination;
  • Experience in monitoring and evaluation of programmes;
  • Knowledge and practical experience in UNFPA’s core mandate, including SRHR, population, gender, and/of adolescents and youth;
  • Excellent organization skills and attention to detail, deadlines and policy compliance;
  • Ability to work independently and as part of an integrated, diverse team and be comfortable in multiple, high varied settings, and tight deadlines with different work and learning styles;
  • Proficient in MS Office programmes; 
  • Experience in programme and/or technical assistance with the UN System is an asset;
  • Familiarity of the Pacific context is an asset.
