Mission and objectives
Established in 1944, the World Bank Group (WBG) is one of

Context
The Transport Global Practice in the Infrastructure Practice
group: Connectivity is a critical factor of competitiveness, economic growth
and inclusion. Yet, a third of the world’s population lacks access to an
all-weather road and two-thirds of people live more than one hour away from a
large city. The World Bank Group is the largest provider of development finance
for transport globally, with an active transport portfolio of $39 billion in
115 countries. The Transport Global Practice seeks to connect people, goods and
services to jobs, schools, hospitals, local, regional and international
markets, using faster, cheaper, safer and more efficient solutions, while
keeping traffic fatalities, congestion, greenhouse gas emissions, and local air
pollution in check. It responds to the needs of developing countries and
transition economies for modern and reliable transport solutions. These needs
are growing exponentially under the combined effect of globalization,
population growth, rapid urbanization, economic development, and technological
progress – making transport a cornerstone of the global development agenda. The
Western Africa Transport Unit (IAWT4) is responsible for transport operations,
technical assistance activities, and sector dialogue in the Sahel countries,
Senegal, Cabo Verde, Guinea Bissau, and Nigeria. The program includes projects
in the road and railway sectors, urban mobility, regional integration, and
technical assistance initiatives and policy dialogue to support sector reforms
and innovations in topics such as transport sector financing, institutional and
regulatory frameworks, climate change and resilience, and impacts of
connectivity in the education and health sectors. The Volunteer will be part of
a team responsible for: (i) supporting the implementation of a selected number
of projects in the region, with a focus on those related to urban mobility,
rural connectivity, and regional integration; (ii) support technical dialogues
in the transport sector with the authorities in the countries; (iii) support
the preparation of possible new projects in the region, likely those of a
regional integration as well as the support to policy/institutional reforms and
mainstreaming of key initiatives on road safety, gender, green transport
infrastructure and services and the incorporation of the private sector; and
(iv) contribute to projects and knowledge activities in the Transport Global
Practice and in close collaboration with other Global Practices as appropriate.
Task description
This position will focus on transport sector initiatives in
the Western Africa Region and will be posted with the operational teams under
the Transport Unit in that Region. The position is located at the World Bank
Office in Dakar (Senegal), and will include working in countries of the IAWT4
(Sahel countries, Senegal, Cabo Verde, Guinea Bissau, and Nigeria). She/he will
work under the supervision of the Practice Manager of the Western Africa
Transport Unit (IAWT4) and in close association with the Task Team Leaders of
selected operational teams. Under the direct supervision of the Practice
Manager, the Transport Sector Initiative Analyst will undertake the following
tasks: - Contribute as a team member in a portion of the Bank’s transport
portfolio in the West- ern Africa Region, with a focus on technical issues
encompassing chiefly: sector governance issues, transport asset management and
financing, subsidy and tariff policies, urban mobility initiatives (with an
emphasis on those related to the preparation and operation of bus rapid transit
systems), demand management, the provision of multi- modal and logistics
transport infrastructure and services, asset management and operations, gender,
and impact evaluation. - Participate with the teams in operational missions,
supporting the identification, preparation or appraisal of potential new
operations and the supervision of the implementation of a selected number of
ongoing projects. - Act as a road safety focal point for the team and lead the
Assessment of Vehicle Inspection Systems (AVIS) study, the Post-Crash Care in
Senegal study and work on the road safety components of the Dakar Bus Rapid
Transit (BRT) project and the Enhancing Connectivity in the Northern and
Central Agricultural Production area of Senegal (PCZA) project. Other road
safety projects might be added. - Provide analytical support in the preparation
of presentations, documentation, proposals, notes, and other material that
might be required for the dissemination of the unit activities or strategies. -
Organize missions for the Dakar Bus Rapid Transit (BRT) and the Enhancing
Connectivity in the Northern and Central Agricultural Production area of
Senegal (PCZA) project and help draft transaction documentation and studies. -
Support project teams in the preparation of analytical activities including the
application process for resources from trust funds, the revision of outputs,
and the monitoring or the activities of the pertinent consulting companies and
individuals. - Support the Port Management Association of West and Central
Africa (PMAWCA) Sustainable Ports Partnership (SPP) in processing project
documents, facilitating communication and advising the consultants. - Assist in
the preparation of different documents including Aide Memoires, Implementation
Status Reports, Implementation Completion Reports, Concept Notes, and Appraisal
Documents. - Work on other projects in the region and participate in missions
and draft research papers and regional studies.

Required experience
3 years of experience in Finance, Rail or Road Asset
Management and Operations, Digital Development in Transport, Urban Transport,
Infrastructure Development and Construction, International Affairs or other
relevant programs; experience abroad is an asset, as is experience working in
the UN or other international development organization; • Excellent oral and
written skills; excellent drafting, formulation, reporting skills; • Accuracy
and professionalism in document production and editing; • Excellent interpersonal
skills; culturally and socially sensitive; ability to work inclusively and
collaboratively with a range of partners, including grassroots community
members, religious and youth organizations, and authorities at different
levels; familiarity with tools and approaches of communications for

Living conditions and remarks
The assignment will take place in the nation’s capital,
Dakar, a family duty station with missions to the region. The living conditions
in Dakar are good, as well as the access to health services. The yellow fever
vaccine is compulsory and vaccination cards should be presented at the
entrance. Vaccinations against Meningococcal Meningitis and Hepatitis A and B
are also recommended. The basic drugs are available in pharmacies but it is
recommended to bring specific prescription drugs. COVID-19 related vaccination
are needed to access the World Bank facilities at the moment. Access to the
country during COVID-19 pandemic follows special regulations, please check
Government relevant website or relevant embassy or presentation for mor
information. The population of Dakar metropolitan area reaches almost 4 million
people. The total population of Senegal is almost 17 million. Senegal is
located on UTC/ GMT. Senegal has warm climate and sunny days throughout the
year that make it a comfortable duty station. Daytime temperatures are on
average around 30°C. Rainy season is in the northern hemisphere’s summer/fall.
The currency used in Senegal is called Franc CFA (XOF). Many hotels,
restaurants and businesses in Senegal accept the main international credit
cards (Visa, MasterCard, American Express, etc.). It is also possible to
withdraw cash from automatic telling machines found in all the major cities.
Senegal is a unique country. It provides for an interesting and enriching
environment, but also requires a mature level of cultural awareness, as well as
more stamina and commitment than elsewhere to make life comfortable and
affordable. Therefore, flexibility and the ability and willingness to live and
work in harsh and potentially hazardous conditions, involving physical hardship
and little comfort, are essential.
