Context:
IOM is transitioning towards stronger Results-Based Management
(RBM) practices and systems. The RBM Unit supports and provides guidance on strategic
planning at global, regional and country level and is working towards enhanced results
reporting across the Organization.
The RBM Unit is situated within the Department of Strategic
Planning and Organizational Performance, encompassing the organizational units
tasked with the implementation of Risk Management, Monitoring & Evaluation,
Results-Based Management and Operational Compliance.
Under the direct supervision of the Chief of Results-Based
Management, the Results-Based Management Officer (Global Annual Report) will
support IOM’s global reporting requirements. This will include a particular focus
on external reporting of the Organization’s annual progress against IOM’s institutional
strategic priorities.
Core Functions / Responsibilities:
1.
Lead the overall
coordination of the IOM Annual Report process within IOM Headquarters, Regional
Offices and Country Offices, in coordination with the Executive Office and
Governing Bodies.
2.
Propose and seek feedback
from Senior Management on the IOM Annual Report structure including on key
themes to highlight, and ensure the alignment of the Annual Report with IOM’s institutional
strategic priorities and plans.
3.
Provide input into the
structure and content of IOM’s associated data collection tools and reporting
mechanisms which feed into the Annual Report, including in strengthening
institutional methodologies for results-based reporting for global aggregate results.
4.
Analyse and summarise the
quantitative and qualitative data from the data collection tools and reporting
mechanisms. Source and review internal and external secondary data for possible
inclusion.
5.
Draft the results
narratives in coordination with the respective thematic leads/clusters in IOM HQ
through one-on-one meetings and discussions, ensuring the results are
succinctly and logically presented, consist in language and tone, and drafted to
a high editorial standard.
6.
Identify best use of case
studies, visual elements, etc., to creatively convey key messages and results
for a mixed audience. Coordinate with relevant technical focal points regarding
charts and graphs for inclusion, as well as editing and layout.
7.
Coordinate with internal stakeholders
to develop and implement a communications strategy to increase the readership of
IOM Annual Report.
8.
Support strengthening of
IOM Regional and Country Offices’ capacities to contribute to institutional global
results-based reporting.
9.
Provide technical support
for the reporting against IOM’s thematic strategies, regional and country strategies,
to identify opportunities for synergies, and overall alignment with
institutional strategic planning and reporting processes.
10.
Support the preparation of
briefing materials, presentations, and reports associated with the dissemination
of IOM’s institutional results.
11.
Perform such other duties as
may be assigned.
Required Qualifications and Experience:
Education
•
Master’s degree in
Communications, Journalism, Creative Writing, Public Relations, Social Sciences
or related field or a related field
from an accredited academic institution with five years of relevant professional
experience; or,
•
University degree in the above
fields with seven years of relevant professional experience.
Experience
•
Demonstrated experience in strategic
planning, research, and/or monitoring and evaluation
within UN entities, government authorities, and/or International
Organizations;
•
Experience of report
writing for a diverse audience, preferably institutional reports. Previous experience
in copy-editing and/or experience in graphics design especially for
publications will be an asset;
•
Experience preparing
briefing notes, speeches, and formal presentations which articulate relevant subject
matter concisely.
Skills
•
Demonstrated ability to write
accurately in a clear and concise drafting style, to review documents for content
and style;
•
Strong interpersonal and communication
skills;
•
Knowledge of the broad range
of migration related subject areas dealt with by the Organization, preferably at
country-level; and,
•
Knowledge of data management,
analysis as well as report writing.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written).
Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated
during the selection process, which may include written and/or oral assessments.

Other:
Internationally recruited professional staff are required to
be mobile.
