Mission and objectives

Context
Developed in tandem with UNICEF’s new Gender Policy and
Gender Action Plan (GAP), The UNICEF Strategic Plan for 2022-25 emphasizes
structural and norms change to transform the underlying drivers of gender
inequality and reflects an intersectional approach to the compounding social
exclusion and marginalization related to factors like poverty, racism,
disability and migration. With this new, transformative approach, UNICEF is
strengthening the mainstreaming of gender equality throughout our programming
and systems, while increasing investment in gender-related data. The GAP
commands that results related to gender must be clear and specified from the
start of all programmes across all Goal Areas. This will require strengthened
gender analysis and gender data reporting, monitoring and research to inform
evidence -based programming priorities and practices. The regional gender team
is responsible for analyzing and collating gender-related data from country
programmes as part of the annual corporate reporting process, and for working
with selected COs to document promising practices in gender transforming
programming for UNICEF’s annual gender equality report. Furthermore, the
regional gender team has been producing a wide range of technical resources
related to gender research, evidence and programming that need to be made more
readily available internally and externally for a wide range of audiences,
through UNICEF’s SharePoint pages and external website. COs in the region also
produce gender knowledge products that should be more widely disseminated
across the region for cross-learning. The regional gender monitoring, reporting
and knowledge management specialist will support the regional gender team to
re-structure and update its internal and external digital pages to ensure all
UNICEF gender products from LAC are readily available for target audiences,
will devise dissemination strategies for these products and will support the
section to monitor gender-funded programmes across the region and to undertake
its annual reporting function. In addition to duty station specific vaccine
requirements, appointments are subject to confirmation of fully vaccinated
status against SARS-CoV-2 (Covid-19) with a World Health Organization
(WHO)-endorsed vaccine, which must be met prior to taking up the appointment.
It does not apply to UN Volunteers who will work remotely and are not expected
to work on or visit UNICEF premises, programme delivery locations or directly

Task description
Working closely with gender team members, develop a
monitoring plan for all the regionally/globally funded gender programmes in LAC
(regional, multi-country or country based), identifying key reporting and
deliverable dates and donor requirements that the regional gender team needs to
deliver on and/or oversee. Support team members to ensure gender-related
narrative reports are produced by COs/RO teams as per donor requirements, on
time and with the expected technical quality. Work closely with gender
Programme Associates to ensure grant-related narrative and financial reports
are aligned. Organize a SharePoint filing system for the gender team to ensure
that all documentation pertaining to such programmes (technical and financial)
is well organized, updated and easily accessible by all team members.
Systematically collaborate with LACRO’s planning and monitoring team to devise
strategies and capacity development initiatives to improve the quality of
UNICEF gender equality data, analysis and reporting in the region. Provide
technical assistance to CO teams, in particular to gender staff and focal
points, in preparation for CO annual reporting of gender results, including
support for the identification of gender outputs (especially those marked as
gender principal or significant) and indicators that will require reporting
against. This may include the organization and delivery of regional webinars on
gender monitoring and annual reporting. Support the regional quality assurance
and technical review of 2023 CO annual reports, including narrative reports
(COARs), results reports (in the RAM platform) and indicator reporting,
extracting and collating relevant gender information for the regional team’s
analysis. - Collate information from LAC COs on their annual reports against
the global mandatory gender Core Standard Indicators (CSIs) as required by HQ.
- Support the selection and documentation of ‘2023 best gender results from
LAC’ based on set criteria and produce a report with this information for
submission to HQ for global use. - Support the drafting of the gender section
of the regional office annual report (ROAR). - Use available data and
dashboards to generate intelligence to inform the regional gender team’s
mid-term review of the Regional Office Management Plan (ROMP) and 2024 annual
planning exercise, in particular contrasting UNICEF data with broader regional
data related to progress against relevant SDG targets and indicators. In
relation to gender knowledge management (KM): - Support the development and
implementation of dissemination plans for all new regional and country-led
gender products, including those related to regional gender programmes, with a
particular focus on supporting UNICEF COs to utilize these in gender
transformative programming. This includes planning and delivering product
launches and associated communications strategies, in collaboration with the
regional communications team, as relevant. - Identify opportunities and
facilitate gender cross-regional exchange and learning with Country Offices.
This includes producing bilingual monthly email updates to the regional gender
network and support to the organization and delivery of virtual network
meetings. - Represent the regional gender team in the LACRO Knowledge
Management working group. - Review all existing UNICEF regional LAC gender
external ‘landing pages’ or ‘websites’ and all available gender resources that
are yet to be made publicly available, to develop a proposal on how to better
organize, link and harmonize all sites in a coherent, user-friendly manner,
including with relevant links to global, other regional and country websites. -
In tandem, review all internal LAC regional gender SharePoint pages/folders to
develop a proposal on how to better organize, link and harmonize all
folders/pages in a coherent, user friendly manner, including with relevant
links to global, other regional and country pages. - Facilitate appropriate
consultation processes to ensure that the proposed gender LAC website and
SharePoint page structures are aligned with other LACRO KM and communications
initiatives before embarking on their implementation. - On request of regional
team members, provide support to oversee translation, editing and design
processes for new regional gender products.

Required experience
5 years of experience in project and/or knowledge
management, programme monitoring and evaluation, international development
communications or other relevant programmes; experience in gender programming
is an asset, as is experience working in the UN or other international
development organization; • Experience working with multi-country or regional
projects or programmes; ability to work virtually effectively with colleagues
in different countries, time-zones and languages; • Demonstrated experience in
analyzing and synthetizing large volumes of data and information in
user-friendly language and formats and in using digital platforms for knowledge
dissemination for different audiences; • Excellent oral and written skills;
excellent drafting, formulation, reporting and organization skills; • Accuracy
and professionalism in document production and editing; • Excellent
interpersonal skills; culturally and socially sensitive; ability to work
inclusively and collaboratively with a range of partners across the region;
familiarity with tools and approaches of communications for development; •
Ability to work and adapt professionally and effectively in a challenging
environment; ability to work effectively in a multicultural team of
international and national personnel; • Solid overall computer literacy,
including proficiency in various MS Office applications (Excel, Word,
PowerPoint, Teams, etc.) and email/internet; familiarity with database management;
and office technology equipment; • Experience in website and SharePoint
environment management will be considered a key asset; • Self-motivated, well
organized and with the ability to work with minimum supervision; ability to

Living conditions and remarks
Panama is in Central America with a population of 4,300,000
million, the official language is Spanish, but most Panamanians are bilingual.
Panama has a lower crime rate than many other countries in the region. Panama
City is largely a safe city – but care does need to be taken in some areas and
with personal property. It is your choice whether you opt for a house or an
apartment. Beautiful spacious houses, with gardens are available. Those staff
that have opted for an apartment have done so on the basis that they offer more
security and more facilities. Conditions of service The contract lasts for the
period indicated above with possibility of extensions subject to availability
of funding, operational necessity, and satisfactory performance. Travel to duty
station will be provided in the event the duty station is not within commuting
distance from the place of recruitment. The applicable Volunteer Living
Allowance (VLA) is provided monthly to cover housing, utilities, and normal cost
of living expenses. Life, health, and permanent disability insurance are
included (health insurance for up to 3 dependents), as well as final
repatriation (if applicable) and exit allowance for satisfactory service.
