Org. Setting and Reporting
The position is located in the office of the Secretariat of
the Administrative and Budgetary (Fifth) Committee and the Committee for
Programme and Coordination (CPC), Department of Management Strategy, Policy and
Compliance (DMSPC). The incumbent reports to the Deputy Secretary, within
overall supervision of the Secretary of the Fifth Committee and CPC.
Responsibilities
Within delegated authority, the Programme Management Officer
will be responsible for the following duties:
• Coordinates with key clients the development, implementation and evaluation
of the work programme of the Committees, including with the Department of
General Assembly and Conference Management and relevant offices on the
preparation of documentation for the Committees;
• Prepares the draft programme of work, status of documentation and the reports
of the Committees;
• Reviews the notes for the Chair of the Committees, Journal summaries and
entries; identifies problems and issues to be addressed and recommends
corrective actions; liaises with relevant parties; identifies and tracks
follow-up actions.
• Prepares various written outputs, e.g. draft background papers, analysis,
sections of reports and studies, inputs to publications, etc.
• Researches, analyzes and presents information gathered from diverse sources
relating to the work of the Committees.
• Undertakes survey initiatives; designs data collection tools; reviews,
analyzes and interprets responses, identifies problems/issues and prepares
conclusions.
• Provides substantive support to consultative and other meetings, conferences,
etc., to include proposing agenda topics, identifying participants, preparation
of documents and presentations, etc.
• Coordinates activities related to budget and human resources activities of
the Office (programme preparation and submissions, progress reports, etc.) and
prepares related documents/reports (work programme, programme budget, etc.).
• Performs other duties as required, including assisting the Secretary during
informal consultations of the Committees.

Education
Advanced university degree (Master's degree or equivalent)
in business or public administration, law, economics or related field is
required. A first-level university degree (Bachelor's degree or equivalent) in
combination with two additional years of relevant work experience may be
accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible
experience in programme management, administration or related area is required.
Experience in the provision of substantive support to intergovernmental
processes and legislative machinery in an international organization, such as
the United Nations or similar international organization, is required.
Experience in dealing with procedures, policies and practices of
intergovernmental bodies of an international organization, such as the United
Nations or similar international organization, is desirable.
Experience in provision of advice to a presiding officer/Bureau of an
intergovernmental body is desirable.
Experience in preparation and coordination of parliamentary documentation is
desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the position advertised, fluency in English is
required. Knowledge of another official United Nations language is an
advantage.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which may be followed by a competency-based interview.
