Mission and objectives
UNITAD is the Investigative Team mandated by Security Council
resolution 2379 (2017) to support domestic efforts to hold ISIL (Da’esh)
accountable their crimes by collecting, preserving, and storing evidence in
Iraq of acts that may amount to war crimes, crimes against humanity, and
genocide committed by the terrorist group ISIL (Da’esh) in Iraq. Reflecting the
global impact and reach of ISIL terrorist activities, as well as its extensive
recruitment of foreign terrorist fighters, the Council has also requested the
Special Adviser and Head of UNITAD to promote throughout the world,
accountability for acts that may amount to war crimes, crimes against humanity
or genocide committed by ISIL, and work with survivors to ensure their
interests in achieving accountability are fully recognized. In further
recognition of the global nature of ISIL crimes, the Council underlined that
another Member State in whose territory ISIL has committed acts that may amount
to war crimes, crimes against humanity, or genocide, may request the
Investigative Team to collect evidence of such acts, but only with the approval
of the Security Council. UNITAD is based in Baghdad, Republic of Iraq. Based on
the mandate established pursuant to Security Council resolution 2379 (2017) and
the Terms of Reference regarding the activities of the Investigative Team in
Iraq, as approved by the Security Council on 13 February 2018, UNITAD engages,
inter alia, in the following activities: • Collection of a broad range of
existing documentary, digital and testimonial evidence, obtained from actors
including Iraqi national authorities, other national governments, victims and
witness groups, civil society bodies and international and regional
organizations;
Context
• As an active UNITAD team member, efficient, timely,
responsive, client-friendly and high-quality support rendered to UNITAD and its
beneficiaries in the accomplishment of her/his functions, including: • prepares
high-quality analytical reports providing assessments of evidence, the context
in which they were committed, and their links to other crimes; • Undertakes
legal research and prepares detailed legal memos analyzing the facts against
the applicable law and making legal findings on specific crimes and modes of
liability applicable to specific perpetrators; • together with investigators
and analysts, prepares plans to conduct interviews with witnesses and victims;
• Serves as second interviewer in the statement taking of witnesses and
victims, including by preparing draft statements in accordance with the
applicable SOPs; • Makes concrete proposals for investigative steps that can be
taken to close evidence gaps; • Age, Gender and Diversity (AGD) perspective is
systematically applied, integrated and documented in all activities throughout
the assignment; • A final statement of achievements towards volunteerism for
peace and development during the assignment, such as reporting on the number of
volunteers mobilized, activities participated in and capacities developed.
Task description
Within the delegated authority and under the supervision of
the Head of the Economic Crimes Unit or his/her designated mandated
representative(s), the UN Volunteer Criminal Analyst will: • Reviews evidence
to conduct factual analysis evidence related to financial aspects of
international crimes; • Based on the review of evidence, prepares narrative of
facts reports identifying crime patterns, the context in which they took place,
and information on alleged perpetrators; • Prepares relational charts and
timelines; • Effectively utilities the databases available for analysis,
evidence and investigations, including by conducting advanced searches and
preparing analytical output; • Identifies gaps of information and makes concrete
proposals of steps to be undertaken to close those gaps; • Identifies
investigative leads; • Together with the legal officer, carries out research
and contributes to memoranda on legal issues to support the work of the Unit as
well as respective Field Investigation Units; • Together with investigators,
participates in the interviews of witnesses and victims including by
contributing to interview plans and taking detailed notes for signed
statements; • Drafts notes to file and records of meetings and interviews held
with relevant groups and individuals, including victims and witnesses; •
Assists in the compilation, organization and storage of evidence and
information obtained by their respective Field Investigation Units, in
consultation with the Archive and Records Section and the Information Systems
Management Unit of UNITAD; and • Performs any other duties as required.

Requirements
Required experience
3 years of experience in the national and/or international
level in criminal investigations, criminal analysis, or evidence analysis, or
other relevant programmes; experience with international crimes and
international humanitarian law is an asset, as is experience working in the UN
or other international development organization; • Excellent oral and written
skills; excellent drafting, formulation, reporting skills; • Accuracy and
professionalism in document production and editing; • Excellent interpersonal
skills; culturally and socially sensitive; ability to work inclusively and
collaboratively with a range of partners, including grassroots community
members, religious and youth organizations, and authorities at different
levels; familiarity with tools and approaches of communications for
development; • Ability to work and adapt professionally and effectively in a
challenging environment; ability to work effectively in a multicultural team of
international and national personnel; • Solid overall computer literacy,
including proficiency in various MS Office applications (Excel, Word, etc.) and
email/internet; familiarity with database management; and office technology
equipment; • Self-motivated, ability to work with minimum supervision; ability
to work with tight deadlines; • Sound security awareness; • Have affinity with
or interest in international criminal investigations, volunteerism as a
mechanism for durable development, and the UN System.

Living conditions and remarks
Baghdad is a Category E hardship duty station and non-family
duty station. The Rest and Recuperation (R&R) cycle for the Baghdad duty
station is 4 weeks, with the designated place of R&R being Amman. Movement
of international staff is restricted and takes place in UN vehicles. Working
for the UN in Iraq provides an interesting and enriching environment, but also
requires a mature level of cultural awareness, as well as more stamina and
commitment than elsewhere Therefore, flexibility and the ability and willingness
to live and work in harsh and potentially hazardous conditions, involving
physical hardship and little comfort, are essential. As this is an
international UN Volunteer specialist assignment, the HE will be responsible
for arranging volunteer housing. International UN Volunteers receive a
volunteer living allowance to sustain a basic, adequate, and safe lifestyle.
This allowance varies from one location to another depending on local living
costs, but all International UN Volunteers specialists in the same location
receive the same allowance. Below is a summary of the Conditions of Service.
Allowances The purpose of allowances for international UN Volunteers
specialists is to enable the international UN Volunteers to sustain a modest
and secure standard of living at the duty station. The allowances are in no way
to be understood as compensation, reward, or salary in exchange for volunteer
work. Volunteer Living Allowance (VLA): All international UN Volunteers
specialists are entitled to a monthly volunteer living allowance of USD
3,500.00 The purpose of this allowance is to cover the basic living costs of
the international UN Volunteer. The allowance is to ensure that the volunteer
can sustain a basic, adequate, and safe lifestyle. The monthly allowance rate
is a fixed rate for the duty station as established by UNV headquarters. There
are some ATMs operational in Baghdad. The dominant currency in use in Iraq is
USD. The Iraq dinar is used with an exchange rate of approximately USD 1 =
1,220 Ira-qi dinars. The market is mostly cash-based; both USD and Iraqi dinars
are widely accepted. Payments by credit cards are accepted in a limited number
of shops. UN personnel need to be culturally sensitive and adjust to the
culture of the country.
