Under the direct supervision of the Movement Operation Officer, the Associate Movement Operations Officer will be responsible for apply basic theoretical knowledge and administrative skills in supporting the execution and coordination of the resettlement operations and work plans for Operations Assistants in Movement for timely departures of refugees and migrants to their destinations in compliance with the required procedures.

Core Functions / Responsibilities:

1.   Provide technical and administrative assistance for the timely delivery, coordination, and implementation of all operations activities in Niger.

2.   Liaise with relevant counterparts in destination countries, embassies, the United Nations High Commissioner for Refugees (UNHCR), and other local authorities on issues related to refugee processing and movement operations in Niger.

3.   Closely coordinate movements related to selection mission processing, interviews, visa processing, full pre-departure activities, and pre-departure orientation where required. Generate movement statistical and narrative reports and submit to the supervisor at the end of each activity.

4.   Review and recommend the endorsement of bills and invoices from transport contractors, and other services providers prior to payment.

5.   Draft Terms of Reference TORs, participate in the recruitment of national Operations assistant staff and participate in annual staff performance reviews in close coordination with supervisors.

6.   Investigate designated Operation business components and recommend improvements.

7.   Attend Movement Operations meetings as requested and draft updates for the supervisor.

8.   Monitor coordination of movements from camps, with the airport, transit center, medical, and other partners as needed and check if compliance and requirements are met. Follow-up for timely assignment of medical and operations escorts to preflight. Control record keeping of pro-flight files, and timely closure of files.

9.   Strictly comply with IOM Data Security and Privacy guidelines.

10.              Track and follow up on the timely preparation and signature of loan fund forms (Transportation Warrants, Promissory Notes) as applicable in the Unit.

11.              Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  Master’s degree in Law, Project Management or Travel, Transport and Logistics or a related field from an accredited academic institution of relevant professional experience; or

  University degree in the above fields with two years of relevant professional experience.

Experience

  At least two years of work experience at the Airline or travel agency in the area of operations and coordinating the work of others.

  Previous working experience with NGOs or international organizations, is an added advantage.

Skills

  Knowledge of Canadian, European and US IOM resettlement procedures is an advantage.

  Required IOM functional competencies: effective communicator, successful negotiator, creative and analytical thinker, active learner, team player, and cross-cultural facilitator.

  Accuracy in handling and reporting data, with attention to processes and detail.

  Mature individual and able to work on overtime, when requested and independently.

  Strong computer skills - Word, Excel and Internet; past experience with Movement Operations-related databases and systems (including iGATOR, MiMOSA, SAR and Amadeus) is a distinct advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
