Org. Setting and Reporting
This position is located in the Office of the United Nations
Special Coordinator for the Middle East Peace Process (UNSCO) in Jerusalem.
The incumbent reports to the Chief Mission Support of UNSCO (political) and
UNTSO (peacekeeping). As part of the integrated Front Office of the Chief
Mission Support, the incumbent supports both missions’ programme of work in
multiple duty stations across six countries. The incumbent contributes to the
implementation of the missions’ mandates by providing professional, logistical,
and administrative support.
The Special Coordinator represents the Secretary-General and leads the UN
system in all political and diplomatic efforts related to the peace process,
including in the Middle East Quartet. He serves as the Secretary-General’s
Personal Representative to the PLO and the Palestinian Authority and as his
Envoy to the Middle East Quartet. UNSCO, under the guidance of the Special
Coordinator and Deputy Special Coordinator/Resident and Humanitarian Coordinator.
UNSCO also coordinates the humanitarian and development work of UN agencies and
programs in the Occupied Palestinian Territory, in support of the Palestinian
Authority and the Palestinian people. The first United Nations Special
Coordinator was appointed and the office of UNSCO established in June 1994
following the signing of the Oslo Accord. UNSCO is a field office under the
auspices of the Department of Political and Peacebuilding Affairs and works in

Responsibilities
Within delegated authority, the Administrative Officer will
be responsible for the following duties:
Human Resource Management
• Effectively coordinates actions relative to the administration of human
resources activities, e.g., recruitment, placement, promotion, performance
appraisal, job classification reviews, separation of staff members, training
etc., ensuring consistency in the application of UN rules and procedures.
Budget and Finance
• Monitors and reviews the work programme and budget by conducting regular and
special reviews to assess progress of actual work versus the program plan.
Coordinates the production of programme reports.
• Supervises and/or provides guidance on financial administration and
management information issues and practices to colleagues.
General Administration
•Oversees work related to procurement, billing and receipt of income from
various services, operational travel program, procurement monitoring and
evaluation of vendor contracts/payment to vendors and individual contractors
for services.
•Reviews adequacy of departmental space requirements.
•Oversees the identification of office technology needs and maintenance of
equipment, software and systems, coordinating enhancements as necessary.
•Supports the HoMs and CMS in UN Management reform initiatives related to
operations, including formulating policy guidance for the organization,
management, and implementation of overall strategies, policies, in the areas of
administration, enterprise risk management, audit management, delegation of
authority framework, inter-agency cooperation.
•Acts as an intermediary with military component , UN common system, national
authorities, and UNHQ counterparts.
•Undertakes ongoing review of all service providers and services arrangements
with a view to strengthen partnerships and improve services.
•Collects and analyzes data to identify trends or patters; provides insights
through graphs, charts, tables and reports to enable data-driven planning and
decision-making.

Education
• Advanced university degree (Master’s degree or equivalent)
in business or public administration, human resources management, finance,
accounting, or related field.
• A first-level university degree with two additional years of qualifying
experience may be accepted in lieu of an advanced university degree.
Work Experience
At least five (5) years of progressively responsible
experience in human resources, budget, finance or general administration is
required.
Experience in handling complex organizational issues at the international level
in the Middle East in political and/or peacekeeping settings or comparable
international organization is required.
Hands-on experience with UN administrative policies and practices, data
analysis, audit, enterprise risk management and delegation of authority
framework is required
Experience in supporting the military component, liaising with UN common system
entities, national authorities, UNHQ counterparts and service providers is
required.
Experience in drafting reports and guidance documents, policies, and standard
operating procedures is required.
Experience providing services to or in a field operation of the United Nations
Common System or a comparable international organization is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the position advertised, fluency in oral and written
English is required.
