The United Nations Verification Mission in Colombia is a Special Political Mission established in 2016 by the UN Security Council to verify the Final Peace Agreement's implementation and assist Colombia in its commitment to ending the conflict and building peace. The Mission verifies the implementation of five points of the 2016 Final Peace Agreement between the Government of Colombia and the FARC-EP. The UN Mission supports Colombians' efforts to resolve conflicts through dialogue and, in that framework, verifies the implementation of the ceasefire between the Government and the Ejército de Liberación Nacional-ELN, also mandated by the Security Council. The United Nations Verification Mission in Colombia (UNVMC) verifies the implementation of five sections of the 2016 Final Agreement: section 1 on comprehensive rural reform; section 3.2 on the reintegration of former combatants of FARC-EP in economic, social, and political matters; section 3.4 on security guarantees for individuals in the process of reintegration and communities and organizations across the country; section 5.1.2 on the restorative sentences imposed by the Special Jurisdiction for Peace (SJP); and section 6.2 on the Ethnic Chapter of the Final Agreement. The United Nations Verification Mission in Colombia verifies the Temporary National Bilateral Ceasefire, CFBNT, between the Government of Colombia and the Ejército de Liberación Nacional-ELN: Verifies compliance with the Temporary National Bilateral Ceasefire, CFBNT, between the Government and the ELN. At the parties' request, it is part of the Monitoring and Verification Mechanism together with the Colombian Episcopal Conference, the Government and the Ejército de Liberación Nacional-ELN.

Context

This UNV assignment is part of the FTS initiative to support the new mandate. To offer a better service and cover the increased needs of the mission, an international UNV is required to assist and maintain the ICT infrastructure: Application development (which includes the analysis of functional requirements, project documentation and deliverables), Serve as System administrator of Mission available platforms such as FSS, Ebilling, iNeed, Umoja and apps available; Handle administrative and operational matters related to Information and Communications Technology. Assists in the design, development, and installation of information systems. Undertakes analysis of well-defined modules within the system, develops enhancements and new features to existing systems; may design and implement small, stand-alone systems as needed (e.g. to meet individual user requirements).Maintains assigned portions of systems, providing operational support for system applications, analysing and implementing system changes/upgrades, etc. Prepares, updates, and maintains the system’s documentation and related technical/procedural manual. Assist as Tier 2 for Helpdesk support services to +600 users. Maintain the IT Network and Infrastructure in HQ / Regional/Subregional and Local Offices.

Task description

Under the direct supervision of the Chief, FTS the UN volunteer will be responsible for the following duties: Network Administration: • Assists with the implementation of network projects in accordance with Mission requirements and applicable UN policies and standards. • Assists with the review of network configuration to ensure maximum efficiency and optimal usage of resources. • Supports the management of network backup and security enforcement policies. • Assists other personnel and/or contractors assigned to the Network Administration Unit. • Works as part of the team to ensure the integrity of the various internetwork connections within the mission's Internet and MPLS. • Assists with the implementation of new and emerging technologies for voice, video, and data integration. • Operates and maintains the various implemented Data Security projects with an emphasis on network security, monitoring, resourcing, and other UN standard technologies. • Ensures the proper administration of access control lists, including rights and privileges; participates in security incident response activities. • Participates in planning, implementing, operating and maintaining security controls; performs regular vulnerability assessments of production systems to identify weaknesses to bring to the attention of supervisors. • Participates in all network implementations. • Assists with the drafting of documentation and reports. • Performs other related duties as required. IT Service Support: • Works as part of a team of service coordination staff. • Assists with receiving and logging service requests in the automated request management system. • Assists with tasks related to scheduled service requests, including equipment replacement, equipment installation/de-installation, software installation, LAN connection, returns to stock, site surveys, etc. • Assists with the provision of basic training to end-users on the use of standard systems and applications. • Provides input into the eventual drafts for end-user and/or technical documentation. • Logs all actions in the automated tracking system, including site survey information, steps taken to resolve the problem or to complete the task, problems encountered, current status, escalation status, and other related metrics. • Escalates problems/tasks to the appropriate parties in accordance with established procedure; monitors problems to resolution; detects problem patterns and consults with the supervisor to recommend solutions. • Assists with quality assurance procedures to ensure client satisfaction. • Keeps abreast of information systems and technology developments to make recommendations to supervisors. • Serves as a team member for various special projects within FTS. • Performs other related duties as required. Applications Support: • Assists with and may lead a team in the planning, specification, design, development, implementation and support of computer application systems and programs using UN-established standards for IS technologies, programming languages and tools; • Serves as the focal point for coordination, monitoring and expedition of computer application systems development projects, involving extensive liaison with diverse organizational units to initiate requests; prepares standard terms of reference; processes and follows-up on administrative actions and resolves issues related to project implementation, e.g. organization of and participation in training, procurement of equipment and services, etc. • Maintains functional specifications for computer application systems, programs and procedures; performs ongoing reviews with users and developers; liaises with users to define and specify requirements; assists with version management, data recovery and deployment to users' offices;

Context

The Centralized Warehousing Unit (CWU), currently under the Supply Chain and Service delivery pillar of United Nations Verification Mission in Colombia comprised of Cells for Receiving and Inspection (R&I), Warehouse Operations, Stock Control and Property Disposal (PDU) functions. These Cells perform all processes of receiving, inspecting, storing, picking, packing, shipping, and disposing of materials in support of all customers and clients. The management, operations and accountability of Assets and materials from several Units such as Field Information Technology, Life support, Engineering, Medical and Transport are under the overall supervision of the CCWU and carried out by CWU. Umoja is used to implement both Inventory Management and Warehouse Management solutions as well as to integrate with financial accounting to enable financial posting (Umoja Inventory transactions).

Task description

The UNV Warehousing Officer under the direct supervision of the Chief, Centralised Warehousing Team and will be responsible for the following duties: • Support the warehouse operations. Assist in storage control, Movement and receipts/issue of inventory. • Match physical quantities against receipt/release documents and ensure that inventory records match physical inventory. • Update and track inventory files and shipping documents, ensure proper filing routines. • Control the storage conditions (general condition and cleanness, etc.) • Control that the stacking of items is appropriate and safe. • Check the quality of the inventory, if the bottom layer is elevated from the floor and if items are damaged. • Check that the Layout & Storage plan is updated and matches the physical placement of inventory in the storage area. • Check the completeness of documents, handling and filing routines, in the storage area and in the warehouse office (receipt, signatures, updating, etc.) • Ensure the correctness of documents, such as Incoming/Outgoing Shipment reports and follow up on pending purchase order. • Report inventory discrepancies. • Inspect the general condition of the warehouse premises. • Assist in the disposal process of written off equipment. • Security and safety checks. • Assist in the production of the weekly/monthly Stock Reports with relevant stakeholders in the office as per the office instructions/procedures. • Undertake quarterly physical verification exercise of inventories and counting and controlling. • Updates all physical verification records and data entry in Umoja.

Based on demand from the country offices, it has just developed a knowledge management strategy that specifically aims to ensure that UNICEF staff (and partners) have access to the latest information in a timely manner to better inform their programmes. The resulting strategy indicates some directions such as on revamping the document library, introducing different knowledge management forums, adjusting the website, as well as continuing and improving existing products and promote innovations models to learn and share knowledge. What is now required is the development of a sustainable implementation plan for the strategy, identifying the priorities and within the resources available. etc., and to put it into action. While the strategy is comprehensive, the effort for implementation needs to continue to be ‘light’. To get to this point, it is necessary to have a UN Volunteer to design, operationalise, test, adapt and establish the structure.

Task description

Under the direct supervision of Child Protection Regional Adviser, the UN Volunteer will undertake the following tasks: · To produce or maintain knowledge management products such as e-bulletins, document library, discussion forums, webinars, internal/external website, in line with the strategy and action plan. · To develop an implementation plan for the KM strategy, operationalize and test the same, and follow up. · To support the knowledge capture, such as through producing a reporting and monitoring dashboards, and webinar documentation and recording. · Support the LACRO child protection section in facilitating knowledge gathering, exchange and use across the areas of child protection, and cross sectorial on the themes of migration and violence against children. Results/Expected Outputs Consolidation of a knowledge management strategy for Child Protection Section in place and in line with the technical requests of the LAC UNICEF country offices, considering a light, effective and easy to manage knowledge management system that reinforces LACRO's technical leadership role in child protection in the region.

Panama is in Central America with a population of 4,300,000 million, the official language is Spanish, but most Panamanians are bilingual. Panama has a lower crime rate than many other countries in the region. Panama City is largely a safe city – but care does need to be taken in some areas and with personal property. It is your choice whether you opt for a house or an apartment. Beautiful spacious houses, with gardens are available. Those staff that have opted for an apartment have done so on the basis that they offer more security and more facilities. The US Dollar is used as a legal currency in Panama. There are also coins of the Balboa, which is the national currency, similar in shape and value to the US Dollar. Please make sure to leave Panama only with US Dollar currency, as there are some international difficulties changing the Balboa abroad. Panama has a tropical climate with practically the same average temperature of 27°C year-round with 78% humidity. The rainy season in Panama is from March until November each year, we recommend you bring an umbrella. The air conditioning may be cool at times in the office and in local shops, so we suggest you bring a jacket or sweater. The voltage in Panama is 110v, 60 cycle with two and three prong plugs. Wall plugs are mostly for 110v. In some properties there may by 220v for air conditioning or similar. Current fluctuations are common and electricity cuts are still possible. Context

Under the supervision of the Procurement Analyst, the Travel Assistant provides travel related services in a large Country Office ensuring high quality and accuracy of work in order to obtain the optimum travel services. He/she analyzes and interprets rules and guidelines regarding travel and entitlements and provides solutions to a wide spectrum of complex issues related to travel. The Travel Assistant closely monitors travel expenditures and internal cost and ensures their timely and accurate billing, settlement and cost recovery. The Travel Assistant promotes a collaborative, client-focused, quality and results-oriented approach in the delivery of travel services.

Task description

Within the delegated authority and under the supervision of Procurement Analyst or his/her designated mandated representative(s), the UNV Travel Assistant will support in the following: 1. Implementation of operational strategies • Ensures implementation of operational strategies focusing on achievement of the following results: • Full compliance of UN/UNDP rules and regulations, policies and strategies on travel management. • Ensure implementation of cost saving measures through negotiation with travel service provider, arrangement of the most economic route and appropriate itinerary. 2. Supports travel management processes for CO, NIM/DIM projects and at the request of other Agencies focusing on achievement of the following results: • Processing of requests for travel in T&E module Atlas. Ensures availability of budget according to COA. • Processing of cost-recovery bills in Atlas for the travel services provided by UNDP to other Agencies. • Follow-up with contracted travel agent to ensure provision of high quality professional service and most competitive price. • Provision of information to the staff on travel including entitlements, travel route and hotel arrangement. • Arrangements for security clearance when required. • Processing travel authorization and travel claims in line with travel entitlements for staff, consultants, UN and visitors, ensuring that the travel arrangement follow the UN rules of most direct route and most competitive prices. • Hotel reservations for visiting UN/UNDP officials. • Processing requests for visas for all UN travelers, as well as requests for Resident Permit and Diplomatic Identification Card for international staff as it may be required. • Processing of application and renewal of UNLP for UN staff. • Preparation of routine correspondence, faxes, memoranda and reports in accordance with CO SOP. • Reconciliation of settlements to be paid by the Finance Unit. • Review of T&E Dashboard and ensure its compliance 3. Contributes to implementation of sourcing strategy focusing on achievement of the following result: o Collection and analysis of market situation on travel service area. Conduct of surveys/biddings of travel services. o Assist in the conduct of DSA survey; survey and analysis of most competitive hotel prices and quality of hotel services; submission of report to HQ and distribution of the Hotel list to all UN agencies. o Preparation of LTAs for travel and hotel services on behalf of UN Agencies o Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results: o Participation in the training for the programme, operations and projects staff on procurement and travel. o Sound contributions to knowledge networks and communities of practice. • Any other related tasks as may be required or assigned by the supervisor. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities: • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; • Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities. • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers; • Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. • As an active UNDP team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNDP and its beneficiaries in the accomplishment of her/his functions,

Living conditions and remarks

The assignment will take place in the nation’s capital, Abuja (Hardship Classification C). Abuja is housed by many expatriate and diplomatic communities. Cost of living in Abuja varies but could be termed as high considering the class of people residing in the capital city. Terrorism is the main threat in the Abuja. General crime is also prevalent. UN staff members are advised to stay only in UNDSS assessed hotels and residential areas. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women’s political participation is one of UN Women’s primary areas of work, recognizing the role of women’s leadership in strong and stable democratic processes and inclusive societies. It is covered under the Entity’s Strategic Plan 2022-2025 Impact Area 1 – Participation and Governance in Public Life: “Women and girls participate in leadership and decision making and benefit from gender responsive governance”. Two of the key initiatives to accelerate gender equality in this thematic area are the support for achieving the 50/50 gender balance in decision-making at all levels, including through temporary special measures (TSMs) such as quotas, and monitoring progress through data collection and dissemination for SDG indicators under the custody of UN Women.

In this context, UN Women has recently launched a global portal on electoral gender quotas, which requires constant monitoring of legislative changes in electoral or other laws, and regular updating and dissemination of information on quotas and other TSMs. In addition, it has developed the methodology to measure women’s representation in executive positions and is now engaged in regular compilation of data on Cabinet positions. Finally, UN Women continues its works on collecting data for SDG indicator 5.5.1b (on women’s representation in local government) and disseminating relevant information through the dedicated website on local government.

To support this work, UN Women now wishes to engage a consultant to monitor legislative changes and update the content on the new quota portal and the website on local government; support data collection on women’s representation in the executive for the Map on Women in Politics 2024; and support the preparation of knowledge products on women in politics

Duties and Responsibilities

Under supervision of UN Women’s Political Participation Advisor and the Policy Specialist on Local Government, in HQ, the consultant will support the work on women’s political participation and be responsible for the following tasks:

A. Legislative change monitoring, review, and analysis

  • Conduct ongoing monitoring of legislative changes (electoral, political or parity laws) in regard to electoral gender quotas at national and local levels, including through media monitoring and national legal framework reviews.
  • Review legislation to update and upload information on parliament quotas and electoral systems to the new UN Gender Quota portal on a regular basis.
  • Provide regular updates to the WPP team on reforms of national electoral laws and quota laws or bills under discussion.  
  • Respond to ad hoc requests for information on TSMs and quotas in selected countries as needed, including providing a summary of existing legislation and overview of proposals for law reform that are under discussion.
  • Review national legal frameworks to update information on local government organization, quotas, and electoral systems for at least 160 countries and upload the new information on the local government website.

B. Data compilation support

  • Support the global data compilation on women’s representation in local government, as of 1 January 2024, by updating data request forms and checking the data quality for answers received from National Statistical Offices.
  • Support the global data compilation on women in executive positions, as of 1 January 2024, including by updating data request forms, collecting information from at least 170 government websites, checking information submitted by Missions to the United Nations, preparing summary database tables, classifying information on ministerial portfolios and providing support to the preparation of the Map on Women in Politics 2024.

C. Support for development of knowledge products

Contribute to the development of key messages, infographics and other knowledge products on women’s political participation and gender quotas, including by preparing analysis and drafting data-based inputs. 

Deliverables

  • Information on electoral gender quotas is updated and uploaded on the UN Gender Quota Portal.
  • Information on local government, quotas and electoral systems is monitored, researched and uploaded on the Women in Local Government website.
  • Global data compilation on women in local government and women in the executive for 1 January 2024 are supported; summary tables with information collected are prepared; and quality checks for dissemination of data are performed.
  • At least two brief knowledge products on women’s political participation and quotas are supported.

The UN Partnership on the Rights of Persons with Disabilities (PRPD) is dedicated to the implementation of the Convention on the Rights of Persons with Disabilities (CRPD). Bringing together   different UN entities, governments, persons with disabilities and civil society for the purpose of joint programming and partnerships, it works through three strategic approaches: catalytic program  funding, knowledge management and context relevant capacity building to support inclusive systems
and policies. 

The PRPD recognizes a rights-based approach to disability, as detailed in the CRPD and its associated guidance. This means that sustainable change will require empowerment and meaningful participation of persons with disabilities and their representative organizations (rights holders) and acceptance and capacity of duty bearers to fulfill their obligations and to be accountable. However, Ghana and many countries still struggle to transform the CRPD into concrete policies, systems,
programs and services that uphold the rights of persons with disabilities. It is urgent that the government of Ghana and implementation partners deliver on SDG commitments through CRPD  compliant  interventions.
To support the attainment of Ghana’s SDG commitments related to disability, the main bottlenecks and priorities in relation to the fulfilment of the CRPD are clearly understood. It is also important to understand who the key stakeholders are and what capacity gaps they might have, which needs to be  addressed for the effective implementation of the CRPD and other national disability provisions. To address this, the UN in Ghana with support from the UNPRPD conducted a situational analysis to identify the gaps and propose key interventions to address them. The UN in Ghana is implementing a joint project aimed at addressing the key gaps identified with funding from the UNPRPD Multi-Partner Trust Fund. The project is being implemented by the UNDP and UNFPA in partnership with the National Council on Persons with Disabilities Disability (NCPD) and the Ghana Federation of Disability Organisations (GFD), with technical collaboration from UNICEF and UNESCO. 

The Programme Associate will be a member of the Inclusive Growth and Accountable Governance Cluster (IGAGC). The person will be the focal point for the management of the joint UN disability project. With cross-sectoral and integrated approach, the IGAG focuses its interventions in inclusive growth, human rights, governance and peacebuilding. 

Duties and Responsibilities
Support the project team to ensure effective project planning and implementation.

  • Compile and summarize information and data for the formulation of project work plans, draft annual/quarterly budgets, proposals on implementation arrangements, and on other specific project related topics or issues.
  • Provide comprehensive support in all aspects of project implementation in accordance with the project documents, annual work plans and other agreements between UNDP and responsible partners. Ensure quality of delivery by consultants, beneficiaries, and contracted companies; and communicate findings to the supervisor.
  • Ensure compliance of project business processes with UNDP Project Operational Policies and Procedures (POPP) and UNDP Standard Operating Procedures (SOP). When necessary, provide guidance to project staff on business processes, administrative and other requirements and procedures.
  • Ensure gender, youth and diversity is integrated and mainstreamed throughout the implementation of programme outputs. and youth in the project implementation, including in data collection and compilation. Prepare the required background materials for use in discussions, briefings, and correspondence.
  • Have overall oversight and direct management of the project in a flexible and participatory manner, adopting a facilitative approach, while retaining strong result-driven programme planning and implementation.

  • Establishes and maintains good working relationships with the relevant stakeholders and development partners with interest on disability inclusion. 
  • Identifies and works with key partners/stakeholders to ensure synergies with other projects/initiatives and to avoid duplication of activities among actors. 
  • Identifies opportunities for mobilizing additional resources to facilitate the implementation of key interventions aimed at enhancing disability inclusion beyond the project.  

Provide support to the effective monitoring, evaluation, and reporting on progress of project implementation

  • Support implementation of the project monitoring system in alignment with its Monitoring and Evaluation framework to ensure effective information sharing, provision of feedback, and elaboration of high-quality progress reports.
  • Collect, analyze and present information for monitoring and evaluation of project implementation against project targets as well as for audit purposes. Identify gaps in implementation and provide support in bridging those gaps in consultation with supervisor and partners.
  • Assist in the organization of field and study visits, missions, workshops, roundtables, and conferences within the project.
  • Identify sources of information related to disability inclusion policy-driven issues. Identifies and makes synthesis of best practices and lessons learnt directly linked to programme goals and aspiration.
  • Contribute to the preparation of technical policy briefs and programme support documents on disability inclusion.
  • Assist in implementation of effective risk management for the project with a well-documented
  • risk mitigation plan in place. Support monitoring of previously identified and emerging risks.
  • Regularly monitor expenditures and commitments against the project budget and relevant plans, and provide finance-related information to support project implementation. When necessary, recommend corrective actions and draft various correspondence concerning finance, operations, and budgetary issues.
  • Prepare and consolidate required project reports on a timely basis and in line with monitoring and reporting guidelines and donor requirements.

 

 Support knowledge building, knowledge sharing and capacity building relevant to the assigned project.

  • Participate in training and organize briefings on internal procedures for the project staff. Provide support to other capacity building activities, including to the design and delivery of tools, materials for workshops, or platforms that tap into the collective intelligence of communities and mobilize action.
  • Provide support in the dissemination and sharing of relevant data and lessons learned within the CO and regionally. Keep pulse on emerging best practices nationally, regionally, and internationally that relate to disability inclusion.

Org. Setting and Reporting

This position is located in the Policy and Coordination Unit (PCU) of the Programme, Planning and Budget Division (PPBD) in the Office of Programme, Planning, Finance and Budget (OPPFB), Department of Management Strategy, Policy and Compliance (DMSPC). The Programme Budget Officer reports directly to the Head of the Unit and the Director of PPBD.

PPBD is committed to ensuring the highest standards in the preparation and presentation of the programme budgets of the United Nations. These budgets are formulated in line with the agreed results-based budgeting methodology. PCU is responsible for the preparation, dissemination and coordination of budgetary practices, policies and guidance related to all aspects of programme budgets and for the continuous pursuit and development of improved solutions that address challenges affecting the programme budget. Given its central role, it consolidates budgetary information and presents it to a broad range of stakeholders, including internal and external clients, senior managers, specialized, oversight and intergovernmental bodies. This position would focus primarily on the strategic and programme planning portion of the programme budgets of the various UN Departments and entities funded by the regular budget.

Responsibilities

Within delegated authority, the Programme Budget Officer will be responsible for the following duties:

Programme plan:
• Reviews, analyses and finalizes the programme plan and its revisions on the basis of departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
• Provides substantive support to relevant intergovernmental and expert bodies in their review of the programme plan and its revisions; secures approval from the General Assembly.
• Ensure legislative mandates are accurately translated into program budgets.

Budget preparation:
• Reviews, analyses and finalizes cost estimates and budget proposals, in terms of staff and non-staff requirements from Departments/offices including programmatic aspects.
• Reviews, analyzes and finalizes statements of programme budget implications in light of additional mandates.
• Provides substantive support to relevant intergovernmental, oversight and expert bodies in their budget review; assists in securing approval from the General Assembly.

Budget administration:
• Monitors budget implementation and recommends reallocation of funds as necessary.
• Monitors and forecasts expenditures to ensure it remains within authorized levels.
• Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports.
• Provides substantive support to relevant intergovernmental and expert bodies.

General:
• Provides advice and guidance, including training staff on budgetary and financial policies and procedures, including results-based budgeting.
• Keeps up to date on documents/reports/guidelines/audit observations that have a bearing on matters related to programme budgets, ensuring compliance with recommendations and decisions from intergovernmental, oversight and specialized bodies as well as with United Nations policies and procedures.
• Provides inputs to reports, presentations, and correspondence for intergovernmental bodies and for management on budgetary issues.
• Provides support with respect to representation of the Secretary-General in meetings of legislative organs.
• Researches, analyses and summarizes large volumes of information in an attractive and accessible manner in support of presentations to senior managers and inter-governmental and expert bodies and leverages the findings to recommend new policies, or adjustments to existing ones.
• Supports the review of budgetary practices and processes with a view to streamlining such practices and processes, including through automation.
• Explores opportunities for enhancing information systems related to budgeting, and proposes and tests such improvements, when applicable.
• Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
• Incumbent may be asked to perform other related duties.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, public administration, political science, strategic planning, or related field is required. A first-level university degree (Bachelor's degree or equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

A minimum of seven years of progressively responsible experience in finance, budget, business or public administration, statistics, information systems, or related area is required.

Of the seven years, at least two years of experience in results-based budgeting in a large international organization is required.

At least one year of experience in the simplification of business processes and procedures, including automation is desirable.

At least one year of experience in analysing budgetary challenges (mainly programmatic), proposing policy solutions to address them, and drafting corresponding budgetary policies is desirable.

At least one year of experience in providing training on budgetary matters is desirable.

Two years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
