OBJECTIVES OF THE PROGRAMME
The mission
of WHO’s Health Emergencies Programme is to help countries, and to coordinate
international action, to prevent, prepare for, detect, rapidly respond to, and
recover from outbreaks and emergencies.
In the
context of the WHO Health Emergencies Incident Management System (IMS), at the
country level, and in close collaboration with the Health Cluster, the
incumbent will provide rehabilitation technical leadership to the Health
Operations Pillar of the response to ensure the effective delivery of the
rehabilitation response by WHO, national partners and Emergency Medical Teams
in North West Syria.
DESCRIPTION OF DUTIES
Based on
priorities set by the WHO Head of Country Office and the Incident Manager,
under the overall guidance of the health operations lead, the incumbent will
act as rehabilitation technical specialist. In close collaboration with the
health cluster and the Trauma technical officer, S/he will provide support to
the WHO Country Office (WCO) and partners to improve the provision of appropriate
rehabilitation care, with a role linking work in Information Management,
Coordination, Health Operations and OSL.
The
incumbent will undertake duties in the following areas:
· Work
with the health operations team and health cluster to lead on the development
and implementation of the rehabilitation response strategy as part of the
overall WHO strategic response plan.
· Lead
on the development and roll out of locally appropriate technical tools
· Work
with RCCE to ensure appropriate messaging on when to seek medical attention
with regarding to post-disaster injuries
· Work
with the MHPSS team to ensure an integrated approach to MHPSS and
rehabilitation service delivery for those with life changing injuries.
· Work
with the Health Cluster to ensure appropriate coverage of rehabilitation
services and to strengthen referral pathways within NW Syria.
· Work
with local partners and EMTs to support the scale up of local services to
ensure coverage for all areas of NW Syria, including specialised inpatient
rehabilitation services, prosthetic services and trauma rehabilitation services
· Support
the development and delivery of training in trauma rehabilitation, in
particular in areas of ortho-plastic reconstruction and spinal cord injury
care.
· Work
with the health cluster to support the effective day to day management of the
Trauma and Disability/Rehabilitation Working Group.
· Work
with OSL and the health cluster to support the safe and effective distribution
rehabilitation and assistive technology supplies delivered by WHO
· Participate
in any other activity that may be required to strengthen trauma and rehabilitation
capacity
REQUIRED QUALIFICATIONS
Education
Essential: First university degree in in
physiotherapy or a related rehabilitation discipline.
Desirable: MpH, master’s degree or
doctorate in a related field.
Experience
Essential: Minimum 5 years of experience
in the field of rehabilitation; minimum 5 years of relevant experience in
humanitarian situations including in insecure environments.
Desirable: Previous experience of coordination
in conflict or disaster settings; Experience of developing and delivering
trauma related clinical resources; Previous experience working with WHO or
other UN agencies; Pre-existing knowledge and experience of the trauma and
rehabilitation sector in north west Syria.
Skills
· Knowledge
of the clinical management of traumatic injuries in emergencies
· Knowledge
and understanding of the humanitarian architecture in NW Syria including UN
agencies, partners and other key actors.
· Ability
to develop and articulate a strategic vision in a complex and rapidly changing
environment.

REMUNERATION
WHO salaries for staff in the Professional category are
calculated in US dollars. The remuneration for the above position comprises an
annual base salary starting at USD 64,121 (subject to mandatory deductions for
pension contributions and health insurance, as applicable), a variable post
adjustment, which reflects the cost of living in a particular duty station, and
currently amounts to USD 3137 per month for the duty station indicated above.
Other benefits include 30 days of annual leave, allowances for dependent family
members, home leave, and an education grant for dependent children.
