Mission and objectives

The UNFPA, United Nations Population Fund, promotes gender equality, reproductive health, youth empowerment. The organization was created in 1969, the same year the UN General Assembly declared “parents have the exclusive right to determine freely and responsibly the number and spacing of their children”. Together with partners, UNFPA works in 150 countries, and in Ukraine since 1997. Our mission is to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled. UNFPA in Ukraine works for: • creating conditions in which every young person can fulfil the potential, lead a healthy lifestyle, know their reproductive rights and take an active social life; • conducting sexual and reproductive health campaigns to improve access to health and care services and improve its quality, especially for young people; • combating gender stereotypes in society (through the media, compulsory education for civil servants on gender mainstreaming, the improvement of national gender policy and anti-discrimination expertise of school textbooks); • providing information and services to gender-based violence survivors through the creation of crisis centres, supporting the work of mobile teams of psycho-social and support, providing expert support and raising general awareness in society.

Context

Under the overall supervision of the Sexual and Reproductive Health Technical Working Group (SRH TWG) Coordinator, this position is responsible for maintaining, strengthening, leading and managing the SRH TWG Information Management function. The SRH TWG is an “area of responsibility” under the Global Health Cluster and the mechanism through which SRH in emergencies is coordinated within the inter-agency humanitarian system. The SRH TWG and its bodies objective is to serve as forum where humanitarian partners collectively identify progress, gaps and propose solutions to ensure women, men and young people in pre-crisis, crisis and post-crisis situations have access to the Minimum Initial Service Package (MISP) at the onset of emergencies, comprehensive reproductive health services as the situation stabilizes, and into post crisis. Most clusters have recognized having an information management capacity as part of cluster coordination as good practice. In countries where the Cluster System has been initiated, UNFPA and WHO have a joint responsibility for either establishing and/or leading a SRH coordination body (often called a “SRH TWG”) under the Health Cluster or for actively identifying and supporting another agency to take on this role. In Cluster countries, the incumbent will represent UNFPA in an inter-agency capacity to support information management within pre-existing SRH coordination bodies in order to promote the highest standards of SRH response, in line with global guidance. Improved information management is necessary to feed into elaboration of programming strategies, humanitarian funding processes, mainstreaming SRH into other sectors, engaging in advocacy and preparing situation reports (“sitreps”). Information management is therefore an integral part of a coordinated approach to SRH.

Task description

Data collection and management • Engage in robust analyses of secondary data to ensure readily available information on known trends and patterns on SRH for collaboration with SRH partners and Health Cluster. • Consolidate existing assessments on the SRH situation and/or work with relevant agencies and national NGOs, the displaced and host populations to conduct relevant participatory analyses of SRH. • Undertake new assessment missions as necessary/appropriate to determine the magnitude and scope of SRH and identify strategic inter-sectoral approaches for addressing it. • In collaboration with national and international SRH actors, map current institutional response capacities. • Creation of interactive maps of all SRH related activities. • Work with the SRH coordination groups to adopt a standardized SRH incident report/intake form and other relevant forms as necessary. • If necessary, develop monthly report formats that capture relevant information that support the analysis and evaluation of program progress and outcomes. • Document best practices and approaches for responding to issues of SRH to deepen the knowledge base among relevant partners. • Prepare regular analytical reports on emerging issues. Programme support • Provide accurate, complete and up-to-date information for effective budget preparation, programme and project design, implementation, management and evaluation purposes. • Ensure project efficiency and effectiveness is enhanced through effective implementation follow-up, with implementing partners. • Ensure that progress reports and project work plans are prepared in a timely manner, and that effective technical assistance is provided, particularly when sharing the relevant information with concerned partners. Knowledge sharing and communications • Ensure appropriate knowledge sharing with donors, Health Cluster and with all strategic partners is effectively promoted. • Ensure gender and sex aggregated data and inputs relevant to the SRH TWG are provided. • Ensure effective communication and networking through partnership and collaboration; as well as help strengthen coordination amongst SRH partners. • Capacity building sessions on information management for SRH TWG partners.

Requirements

Required experience

3 years of experience in Informational Management for a humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc. • Familiarity with KOBO, ODK, Excel, R, SQL, Python, for data collection and analysis and key statistics. • Understanding of ArcGIS software: ArcGIS online, ArcGIS pro, Dashboards, instant maps. • Professional experience with SRH or any other aspect of humanitarian response, including understanding of monitoring and evaluation (M&E). • Familiarity of the Cluster Approach and the Transformative Agenda systems and procedures.

Required education level

The impact of the full-scale war of the Russian Federation against Ukraine, launched on 24 February 2022, will be significant at national, regional and global levels as per initial analysis and forecasts from the IMF and OECD. Today Ukraine is facing its most serious challenges since achieving independence in 1991. The conflict in the east forced more than one million people to leave their homes to save their lives. Recovery and Peacebuilding of the conflict-affected areas, as well as support of internally displaced people (IDPs) are among the top priorities for UN system in Ukraine. The UN volunteer should obtain D3-type before arrival to Ukraine. The UN volunteers should apply for a visa via http://visa.mfa.gov.ua submit an application form, book an appointment and check the status of consideration. UNDP Administrative Unit will facilitate to issue a Note Verbal. As regard to the living conditions, Ukraine has reasonable health, education and transportation facilities. Ukraine has a mostly temperate continental climate, although the southern coast has a humid subtropical climate.
