Context:
Under the overall supervision of the Senior Regional
Resources Management Officer in Dakar; and the direct supervision of the
Regional Finance and Budget Officer (RFBO) for West and Central Africa (WCA),
the Finance Officer (Migrant Protection, Return and Reintegration) will assist
the Resources Management Officer (RMO) in monitoring and supporting the
Emergency Trust Fund for Africa (EUTF) budget, accounts and financial reports
of all the Country Offices in the Region that manage Joint Initiative (JI) Project,
in addition to the Special Measures Project (SMP) and MPRR (Migrant Protection,
Return and Reintegration) Project in the SLC Region.
Core Functions / Responsibilities:
1.
Assist the RMO to monitor
and oversee the financial management of all activities including oversight of
financial expenditure and accountability; and undertake financial analysis of
all activities in the offices implementing the EU funded projects.
2.
Assist the RMO to oversee
and coordinate the preparation and review of EU financial reports in accordance
with IOM regulations and EU regulations and established procedures.
3.
In coordination with
Project Managers, the RO Coordination Unit and RMO, prepare budget reports, proposals
and revisions in Project Information and Management Application (PRIMA).
4.
Contribute to the budget
control process and analyse variances between the budget and actual expenditures
for all the JI projects.
5.
Contribute to the creation
of draft general instructions and Standard Operating Procedures (SoPs) to be
shared with all WCA IOM Offices in the areas of general administration, finance
and human resources.
6.
Contribute to the capacity building
initiatives to train local staff on EU and IOM’s administrative/financial policies
and procedures.
7.
As assigned by the RFBO, undertake
travel to offices in view to building financial management capacity of administrative
and finance staff in the field.
8.
Assess monthly financial
reports for all JI Projects and advise to resolve anomalies and unusual trends.
9.
Contribute to ensure
compliance with all administrative and financial rules, instructions, regulations
and procedures related to the EU funded project(s).
10.
Perform such other duties as
may be assigned by the RFBO.
Required Qualifications and Experience:
Education
•
Master’s degree in Business
Administration, Finance, Accounting, Auditing or related fields from an accredited
academic institution with two years of relevant professional experience; or,
•
University degree in the above
fields with four years of relevant professional experience.
Experience
•
Experience in accounting, financial
management and reporting;
•
Experience in preparing clear
and concise financial and management reports;
•
Experience working in and with
international institutions;
•
Experience with internal control
assessment, internal or external audit;
•
Previous work experience in
the Region is an advantage;
•
Previous working experience
in emergency operations is an advantage; and,
•
Experience with EU budgeting
rules is mandatory.
Skills
•
Knowledge of International Public
Sector Accounting Standards (IPSAS);
•
Knowledge of IOM/UN accounting
system, software and procedures, Common System regulations, policies and procedures
are a distinct advantage;
•
Familiarity with financial oversight
and public administration is an advantage; and,
•
Knowledge of MS Office products
and good computer literacy skills are required.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required
(oral and written). Working knowledge of either Portuguese or any local language
is an advantage.
Proficiency of language(s) required will be specifically evaluated
during the selection process, which may include written and/or oral assessments.

Competencies will be assessed during a competency-based interview.
Other:
Internationally recruited professional staff are required to
be mobile.
