Org. Setting and Reporting
This temporary position is located in the Inspection and
Evaluation Division, Office of Internal Oversight Services (OIOS/IED) at United
Nations Headquarters in New York and is available until 31 December 2023 with
the possibility of an extension subject to the availability of the post. The
Evaluation Officer will serve as team member in the evaluation of the United
Nations Resident Coordinator System and report to the Chief of Section and the
Director of OIOS-IED.
The Office of Internal Oversight Services is the internal oversight body of the
United Nations and assists the Secretary-General in fulfilling his oversight
responsibilities in respect of the resources and staff of the Organization
through the provision of audit, investigation, and inspection and evaluation
services. The Office of Internal Oversight Services is an independent office
reporting to the Secretary-General and to the General Assembly. The Inspection
and Evaluation Division focuses on the conduct of independent inspections and
evaluations on behalf of the Secretary-General and the Member States. IED
evaluations and inspections are meant to assist intergovernmental bodies and
programme managers in assessing the relevance, efficiency, effectiveness and
impact of Secretariat programmes. In accordance with its mandate, set forth in
General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244
and A/RES/59/272), the role of IED is to help assure the accountability of
Secretariat programmes for attaining their mandates, while in the process
foster institutional learning and improvement through reflection by programmes
and Member States on performance and results.
Responsibilities
Within delegated authority, the Evaluation Officers will be
responsible for the following duties:
• Scopes, plans, designs and contributes as team member to inspection or
evaluation assignments of the United Nations Secretariat’s funds and programmes
activities and carries out all the tasks involved in the assignments.
• Reviews relevant documents and reports; liaises with relevant parties;
ensures follow-up actions.
• Researches, analyzes and presents information gathered from diverse sources.
• Reviews and analyzes issues and trends, preparation of evaluations or other
research activities and studies.
• Undertakes survey initiatives and other data collection activities; designs
data collection tools; reviews, analyzes and interprets responses, identifies problems/issues
and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis,
sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences,
etc., to include proposing agenda topics, identifying participants, preparation
of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.;
makes presentations on assigned topics/activities.
• Participates in or leads field missions, including provision of guidance to
external consultants, and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project
preparation and submissions, progress reports, financial statements, etc.) and
prepares related documents/reports (pledging, work programme, programme budget,
etc.).
• Collects and analyzes data to identify trends or patterns and provide
insights through graphs, charts, tables and reports using data visualization
methods to enable data-driven planning, decision-making, presentation and
reporting.
• Performs other duties as required.
Work implies frequent interaction with the following:
Counterparts, senior officers and technical staff in relevant Secretariat units
and in UN funds, programs and other UN specialized agencies.
Representatives and officials in national governments, international
organizations, consultants
Results Expected:
Develops, implements, monitors and evaluates assigned programme/projects.
Provides thorough, well reasoned written contributions, e.g., background
papers, analysis, sections of reports and studies, inputs to publications, etc.
Develops and maintains effective working relationships. Promulgate coherent
policies, and consistent adherence to these by clients. Efficiently uses of
resources.
Competencies
Professionalism: Knowledge and understanding of theories,
concepts, methodologies and approaches relevant to programme and project
evaluation and self-evaluation. Possession of good research, analytical and
problem-solving skills, including ability to identify and participate in the
resolution of issues/problems; ability to apply good judgment in the context of
assignments given. Ability to plan own work and manage conflicting priorities.
Knowledge of management principles, policy analysis, and peacekeeping and
peacebuilding arena. Tact and persuasiveness in convincing programme managers
of usefulness of evaluation techniques and recommendations as a management tool
for enhancing quality. Takes responsibility for incorporating gender
perspectives and ensuring the equal participation of women and men in all areas
of work. The ability to analyze and interpret data in support of
decision-making and convey resulting information to management.
Teamwork: Works collaboratively with colleagues to achieve Organizational
goals. Solicits input by genuinely valuing others' ideas and expertise; is
willing to learn from others. Places team agenda before personal agenda.
Supports and acts in accordance with final group decision, even when such

Education
Advanced university degree (Master's degree or equivalent
degree) in social science, public administration, business administration,
economics, or related area.
A first-level university degree in combination with two additional years of
qualifying experience may be accepted in lieu of the advanced university
degree.
Successful completion of both degree and non-degree programs in data analytics,
business analytics or data science programs is an advantage.
Work Experience
A minimum of five years of progressively responsible
experience in conducting programme evaluation is required.
Two years of experience conducting evaluation in an international organization
is required.
Experience in the use of surveys, interviews, focus groups, document analysis
or other evaluation quantitative methodologies is required.
Experience in evaluating the United Nations development system is desirable.
2 years or more of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the post advertised, fluency in English is required.
Knowledge of French is desirable. Knowledge of another official language of the
United Nations is desirable.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which will be followed by a competency-based interview.
Special Notice
This position is temporarily available until 31 December
2023 with a possibility of extension. The appointment, or assignment, and
renewal thereof are subject to the availability of the post or funds, budgetary
approval, or extension of the mandate.

If the selected candidate is a staff member from the United Nations
Secretariat, the selection will be administered as a temporary assignment.
While this temporary assignment may provide the successful applicant with an
opportunity to gain new work experience, the selection for this position is for
a limited period and has no bearing on the future incumbency of the post.
Subject to the funding source of the position, the eligibility for this
temporary job opening may be limited to candidates based at the duty station.
This temporary job opening may be limited to “internal candidates,” who have

staff rule 4.16 or staff selection process including the review of a central
review body established according to staff rule 4.15.
Staff members are subject to the authority of the Secretary-General and to
assignment by him or her. In this context, all staff are expected to move

Staff members of the United Nations common system organizations who will reach
the mandatory age of separation or retirement within the duration of the
