OVERVIEW
OF THE FUNCTIONS OF THE POST
UNESCO’s
Capacity Development for Education (CapED) Programme is a global initiative
created in 2003 to provide least developed countries with the capacities they
need to achieve national education priorities that reflect internationally
agreed goals. CapED currently supports 20 countries through a capacity
development approach in line with SDG4 in key areas of UNESCO’s Education
Sector: sector-wide policies and planning, skills development and
teachers. The CapED Programme is managed by a dedicated team at UNESCO
Headquarters responsible for strategic planning, partners engagement, resource
mobilisation, monitoring, and support to Field Offices implementing country
programmes.
Under the
overall authority of the Assistant Director-General for Education and the chief
of the Executive Office, the guidance of the Chief of Unit, and the direct
supervision of the CapED Team Lead within the Unit for Strategic Planning,
Monitoring, Field and Institute Coordination (ED/EO/SPM), the incumbent will
support the CapED Coordination Team, particularly through the monitoring and
reporting of activities. Specifically, the incumbent will:
- Assist in the monitoring of
programme performance: contribute to monitoring on progress and programme
performance based on the CapED Results Matrix and country work plans,
suggesting corrective actions as necessary. Assist in coordinating
technical advisory services to colleagues in the field for the design,
implementation, and reporting of a limited number of CapED country
programmes in close cooperation with thematic coordinators.
- Assist in the Programme’s
financial monitoring: contribute to budget monitoring functions for a
limited number of CapED country programmes, ensuring that proposed changes
in work plans are in line with the Programme’s overall priorities and
strategic approaches.
- Assist in the Programme’s
overall coordination and management: assist in the preparation of concept
notes, strategic papers, work plan templates, monitoring tools, including
theories of change, and guidance notes. Assist in the preparation of
proposals, donor reports and evaluations. Promote cooperation and
coordination with the UNESCO family, including Headquarters Divisions,
Field Offices, Regional Bureaux and Specialized Institutes.
- Assist in increasing the
Programme’s visibility: prepare briefs on the CapED Programme. Assist in
the preparation of annual donor meetings, including reporting, as well as
any other event at UNESCO Headquarters related to the CapED Programme.
