Org. Setting and Reporting
This temporary position is located in the Inspection and Evaluation
Division, Office of Internal Oversight Services (OIOS/IED) at United Nations
Headquarters in New York and is available until 30 September 2023 with the
possibility of an extension subject to the availability of the post. Inspection
and evaluation assignments are undertaken in all areas of work of the United
Nations Secretariat, i.e., in the maintenance of international peace and
security, promotion of sustainable development, delivery of humanitarian aide,
protection of human rights, upholding of international laws, as well as in
management support services. The incumbent will report to a Chief of Section
and to the Director of OIOS/IED.
The Office of Internal Oversight Services is an independent office reporting to
the Secretary-General and to the General Assembly. The Inspection and
Evaluation Division (IED) focuses on the conduct of Independent inspections and
evaluations on behalf of the Secretary-General and the Member States. IED
evaluations and inspections are meant to assist intergovernmental bodies and
programme managers in assessing the relevance, efficiency, effectiveness and
impact of Secretariat programmes. In Accordance with its mandate, set forth in
General Assembly resolution A/RES/48/218 B (and later resolutions A/RES/54/244
and A/RES/59/272), the role of IED is to help assure the accountability of
Secretariat programmes for attaining their mandates, while in the process
foster institutional learning and improvement through reflection by programmes
and Member States on performance and results.
Responsibilities
The Associate Evaluation Officer will be responsible for the
following duties:
• Assist the evaluation project leader with the planning, development and
conduct of assigned projects, such as in-depth evaluations of complex
programmes, thematic evaluations and ad hoc evaluations or equivalent studies
• Carry out, under supervision, all the tasks involved in the assigned
evaluations, conducting data collection and analysis
• Assist in drafting reports, monitoring project development and implementation
• Review the results of projects, relevant documents and reports
• Identify problems and issues to be addressed and recommend corrective
actions; liaise with relevant parties; identify and track follow-up actions
• Assist in policy development based on evaluation findings concerning
programme relevance, effectiveness, efficiency and impact
• Undertake evaluation outreach activities
• Assist in developing and conducting training workshops, seminars, etc. to
support evaluation, programme monitoring and management review exercises done
by other departments; make presentations on assigned topics/activities
• Provide substantive support to consultative and other meetings, conferences,
etc. Contribute to efforts to strengthen the role of evaluation in the United
Nations Organization so as to improve programme efficiency and effectiveness
• The Associate Evaluation Officer may, as required, provide support to the
Division on Division-wide operational or administrative matters, i.e., work
planning, risk assessment, workplan monitoring, Division-wide change
initiatives, human resource management, budget management, and general
administrative matters, functioning as part of the Division.
• Contribute to the collection and analysis of data as well as identification
of trends or patterns and provides draft insights through graphs, charts,
tables and reports using data visualization methods for data-driven planning,
decision-making, presentation and reporting.
• Perform other duties as required.
Work implies frequent interaction with the following:
Counterparts, officers and technical staff in relevant Secretariat units and in
UN funds, programs and other UN specialized agencies.
Representatives and officials in national governments, international
organizations, consultants
Results Expected:
Provides well researched and sound analysis of issues and developments
affecting programme/project development, administration and implementation,
etc. Provides thorough, well reasoned written contributions. Effectively, and
in a timely manner, liaises and interacts with colleagues and concerned parties
internally and externally.
Competencies

Education
Advanced university degree (Master’s degree or equivalent)
in Law, Business Administration, Social Sciences, Public Administration,
Programme Evaluation, International Affairs, Economics, International
Development or a related field is required.
A first-level university degree is required; preferably in programme evaluation
social science, public administration, business administration, economics or a
related field.
Successful completion of both degree and non-degree programs in data analytics,
business analytics or data science programs is an advantage.
Work Experience
1 year or more of experience in data analytics or related
area is desirable (none if successful YPP or P-1 with a related degree).
A minimum of two years of progressively responsible professional experience in
project/programme management, programme evaluation, administration, or a related
area OR no experience for candidates with the successful completion of the
United Nations Young Professionals Programme Examination (YPP), the United
Nations National Competitive Recruitment Examination (NCRE) or the General
Service to Professional Examination (G to P) is required.
Languages
English and French are the working languages of the United
Nations Secretariat. For the position advertised, fluency in English is
required. Knowledge of French is desirable. Knowledge of another official
language of the United Nations is desirable.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which may be followed by a competency-based interview.

This job opening is temporarily available until 30 September
2023 with the possibility of an extension subject to the availability of the
post or funds, budgetary approval, or extension of the mandate. If the selected
candidate is a staff member from the United Nations Secretariat, the selection
will be administered as a temporary assignment.
Pursuant to section 7.11 of ST/AI/2012/2/Rev.1, candidates recruited through
the young professionals programme who have not served for a minimum of two
years in the position of their initial assignment are not eligible to apply to
