Org. Setting and Reporting
This position is located in the Business Partner Service
(BPS), Office of the Under-Secretary-General (OUSG), Department of Management
Strategy, Policy and Compliance (DMSPC), New York. The Business Partner Service
provides support and advice to the Department as a whole in the areas of human
resources, budgetary and financial administration, resource planning and
general administration. The incumbent will report to the Chief, Business
Partner Service.
Responsibilities
Within delegated authority, the Administrative Officer will
be responsible for the following duties:
HUMAN RESOURCES MANAGEMENT
• Initiates and coordinates actions covering the entire span of human resource
activities, e.g., recruitment, placement, promotion, performance appraisal,
vacancies, job classification reviews, separation of staff members, training,
etc., ensuring consistency in the application of UN rules and procedures.
• Provides expert advice with respect to conditions of service, duties and
responsibilities, and privileges and entitlements under the Staff Rules and
Regulations.
• Reviews post incumbency reports for purposes of vacancy management and
staffing table control.
• Collects and analyzes data to identify trends or patterns and provide
insights through graphs, charts, tables and reports using data visualization
methods to enable data-driven planning, decision-making, presentation and
reporting.
• Manages, guides, develops and trains staff under his/her supervision.
BUDGET AND FINANCE
• Initiates and conducts studies to improve budget reporting systems and
cost-effective utilization of program resources.
• Monitors and reviews the work programme and budget by conducting regular and
special reviews to assess progress of actual work versus the programme plan.
Coordinates the production of programme reports. Defines requirements and
ensures cost effective utilization of program resources.
GENERAL ADMINISTRATION
• Manages, supervises and carries out the work programme of the Unit under
his/her responsibility.
• Provides advice and support to managers and staff on administrative matters
with emphasis on Umoja.
• May lead, oversee and coordinate the preparation and implementation of work
programs and projects.
• Produces major/complex reports and/or responses for management, legislative
and oversight bodies.
• Provides expert guidance and leadership to more junior staff.
• Performs other related work as required.

respect. Identifies clients’ needs and matches them to appropriate solutions.
Monitors ongoing developments inside and outside the clients’ environment to
keep informed and anticipate problems. Keeps clients informed of progress or
setbacks in projects. Meets timeline for delivery of products or services to
client.
Managing Performance: Delegates the appropriate responsibility, accountability
and decision-making authority. Makes sure that roles, responsibilities and
reporting lines are clear to each staff member. Accurately judges the amount of
time and resources needed to accomplish a task and matches task to skills.
Monitors progress against milestones and deadlines. Regularly discusses
performance and provides feedback and coaching to staff. Encourages risk-taking
and supports creativity and initiative. Actively supports the development and
career aspirations of staff. Appraises performance fairly.
Education
Advanced university degree (Master’s degree or equivalent)
in business or public administration, human resources, finance, management, or
related area is required. A first level university degree (Bachelor's degree or
equivalent) in combination with two additional years of relevant work
experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of seven (7) years of progressively responsible
experience in administration, human resources management or related field is
required.
Experience in the implementation of human resources policies, procedures and
practices in an international organization is required.
Experience in handling complex organizational issues, managing large staffing
tables and administration of staff is required.
Experience in providing strategic and operational human resources advice for
recruitment and talent acquisition is required.
A minimum of two years of experience in human resources data analytics and
visualizations is required.
Experience with presenting key performance indicators, trend analysis and
recommendations to senior management is required.
Experience in preparing responses for legislative and oversight bodies in an
international organization is required.
A minimum of two years of experience supervising and managing a team of human
resources practitioners is required.
Experience in using ERP systems for staff administration, such as Umoja, is
desirable.
Experience in using e-staffing management tools, such as Inspira, is desirable.
Languages
English and French are the working languages of the United
Nations Secretariat. For the position advertised, fluency in English is
required. Knowledge of another official United Nations language is an
advantage.
Assessment
Evaluation of qualified candidates may include an assessment
exercise which may be followed by competency-based interview.
