Requirements

Taking ownership of incidents/problems; actioning and updating logged tickets and ensuring escalation paths are followed.
Implementing, supporting and maintaining robust procedures that ensure the effective operation and availability of corporate systems.
Analyzing and supporting corporate systems (servers, computers, network, active directory etc.), performing checks, updates, and backups.
Building computers in accordance with the authorized standard images and installing approved software. Work with management to determine Technology to will improve business outcomes
Strong, demonstrable task and time management skills and prioritization
Keeping up to date with new technologies, systems and assisting with evaluations.
Undertaking small- to medium-sized IT projects as instructed by the IT Services Manager

Primary Purpose: You will play a key role in ensuring that as Young 1ove grows and evolves existing programs and develops new programs towards the goal of reaching 1 million youth in Eastern and Southern Africa with proven life-saving information. This includes analysis of large-scale randomized evaluation data in Southern Africa in the quest to bridge the ‘last mile of evidence’ – achieving both internal and external validity on ‘what works’ at scale. This also includes designing small-scale decision-focused randomized controlled trials to answer curriculum enhancement and delivery model questions. Moreover, you will be responsible for designing non-randomized M&E systems and tools to assess whether we are achieving impact at scale. 

Primary Duties & Responsibilities 
  • Lead project design and implementation and provide technical oversight on key quantitative research activities of the organization. This includes, but is not limited to, ensuring activities are implemented with fidelity to the research design, planning and coordinating project activities as well as analyzing project data using Stata and reporting on results. 
  • Conduct background research and literature reviews on current and new high-potential programs for Young 1ove and codify theories of change to facilitate evidence-based program design. 
  • Develop and maintain paper and digital data collection tools and databases for all field information; possible types of information including survey monitoring data, pilot data and more. Lead survey design and data analysis for Rapid Impact Assessments – a fusion of prediction & causal techniques drawn from the technology sector (such as Google and Amazon) and economics, public policy and public health – to rigorously assess the impact of day-to-day changes made in our curricula. This process enables us to get leading indications of impact before running largescale RCTs. 
  • Clean, manage and analyze large datasets and translate them into actionable insights and better decision-making on a day-to-day basis. 
  • Produce reports containing relevant insights and conclusions for internal, academic and stakeholder audiences. 
  • Supervise Research Assistant(s) and Surveyors in activities such as surveying, monitoring, data entry, data cleaning and data analysis. 
  • Collaborate across multiple departments and support building out a small research team into a cutting-edge, rigorous M&E unit that fuses research and practice for the organization.
Qualifications
  • Bachelor or Masters degree in economics, statistics, public policy, public health, or a related discipline from an internationally recognized university 
  • At least 2-3 years of relevant experience in program design and/or evaluation, including the design and execution of surveys, focus groups & interviews, preferably within the context of randomized controlled trials or scaled M&E systems and in low income or developing country settings
  • Excellent working knowledge of STATA (or similar statistical software) 
  • Proficiency in SurveyCTO and Tableau preferred 
  • Demonstrated ability to manage various tasks effectively & coordinate amongst project members and departments 
  • Fluency in written and spoken English

Opportunity: 
The ACS Botswana M&E and Learning Officer will provide knowledge management, learning and communications support to the project. In collaboration with the ACS MELA Core team, they will be responsible for ensuring the development and monitoring of ACS Botswana project metrics and measurement activities, documentation of the ACS Botswana process and learnings, and communication of programmatic achievements, learnings and knowledge on country, regional and global levels.  They will be expected manage relationships with ACS stakeholders, including Government of Botswana, USAID, civil society and private sector organizations, and ACS core staff to support moving Botswana towards Universal Health Coverage (UHC).  As ACS’ work continues to grow in Botswana, so will the M&E and Learning Officers’ scope of work.  This position is based in Botswana and will report to the ACS Botswana Deputy Country Lead and collaborate closely with the ACS Core Senior Evaluation and Learning Technical Lead.

Responsibilities:
Knowledge Management
  • Implement internal knowledge management processes and consult with Core Team and partners to determine knowledge gaps and potential knowledge products for ACS Botswana.
  • Collect, track and document all project level deliverables in our internal KM system, Summit, and ensure that the system is being actively used by team members.
  • Contribute measurement and learning data to the Botswana Country Lead to develop necessary USAID reports.
Learning
  • Ensure that tools for documenting learnings are applied, including process documentation, vital voices, etc.
  • Help to oversee the implementation of local learning and research agendas and ensure that they are fed back up to the regional and project level.
  • Work with ACS Core Team staff to help connect ACS Botswana learnings with regional learning agenda.
  • Work with other project staff to translate learnings into shareable materials and digestible messaging on lessons learned for different audiences.
Monitoring and Evaluation
  • Lead the development of ACS Botswana M&E reporting
  • Collaborate with ACS Core Team to develop ACS Botswana project metrics and measurement activities, including theory of change, monitoring and evaluation plan, and indicators for success that align with our overall monitoring, evaluation, learning and accountability approach.
  • Assist with developing and implementing a methodology for systematically gathering data and documenting evidence and lessons learned from interventions supported by the ACS Botswana project including various templates and processes.
  • Contribute to the ACS learning and research and ensure utilization of information generated.
  • Ensure that project implementation is of acceptable quality; timely and according to the planned schedule.
Strategic Communications
  • Develop and implement ACS communication strategy; ensure it meet the needs of all key stakeholders to advance work and mission.
  • Manage a schedule for external communications with the team and key stakeholders.
  • In collaboration with Core Technical Team members, supports the production, layout/design of presentations, concepts notes, briefing materials and other ACS Botswana communications products.
  • Manage organizational brand through various channels and ensure consistent messaging and adherence to branding guidelines.

Qualifications:
  • A minimum of first degree in Monitoring and Evaluation, Statistics and Economics, Public Health, Population studies or related qualification. 
  •  5-10 years of relevant work experience in a research institution, government, bilateral or multilateral development agency, consulting firm, NGO, or think tank is desired. Master’s degree in related fields will be an added advantage.

  • A minimum of first degree in International Development, Public health, Economics, Health Economics, Public/Social/Health Policy, Health Systems, Health Planning or related qualification. Master’s degree in related fields will be an added advantage.
  • Minimum 3-5 years of extensive direct work experience related to health financing and related fields.
  • Strong analytical, problem solving, and quantitative skills, with experience in analytical tools for costing and expenditure tracking etc.
  • Experience working in/with public or private sector health financing organizations.
  • Ability to work independently and collaboratively as part of a team and deliver high-quality results within tight timeframes.

The Trafficking in Persons (TIP) Office has requested a performance evaluation to better understand what key characteristics contribute to the effectiveness, efficiency and sustainable use of knowledge gained in TIP criminal justice trainings. The scope of this evaluation will specifically focus on training methodologies for training conducted as a part of Training & Technical Assistance (T&TA) and through bilateral/regional projects in Africa. The purpose of this evaluation is to determine what key characteristics of TIP trainings of criminal justice system officials contribute to the strongest and most sustainable results. Evaluators will assess trainings provided by two T&TA contractors and the training components of two bilateral/regional grantee projects, in order to provide the TIP Office with information on variables in training and follow-up that appear to have the most positive impact on knowledge retention, behavior change, and criminal justice outcomes.

Scope of Work:
  • Collect baseline and 6-month follow-up data
  • Review background materials and available information;
  • Contribute to the revisions of the data collection tools and protocols as necessary;
  • Conduct data tabulation and analysis; and
  • Contribute to the evaluation report

Deliverables, Level of Effort, & Schedule:
  • Contribute to the development and revisions of protocols and data collection tools, including pre-testing and revisions, as directed by the Team Lead or International Evaluation Specialist, based on the background review documents
  • Work with evaluation assistant in planning and arranging logistics for the field work, including preparing necessary paperwork for surveys, reaching out to and scheduling interviews with stakeholders; identifying suitable stakeholders for interviews; and ensuring meeting locations
  • Conduct information and data collection activities (observing trainings, conducting key informant interviews and focus group discussions) in Botswana, as determined by the Team Lead or International Evaluation Specialist, and as guided by the evaluation plan and data collection tools
  • Upload/share interview notes with the Team Lead or International Evaluation Specialist within 24 hours of completion of interview/discussion
  • Conduct follow-up surveys with training participants 6 months after the training
  • Contribute to the development of the draft and final evaluation reports, incorporating feedback from DoS and the DevTech team
  • Remain flexible as unforeseen circumstances arise, manage focused and effective communications with the DevTech team to problem solve, lend subject matter expertise and guidance as necessary, and ensure issues are addressed in a timely manner


Qualifications:
  • Master’s Degree in International Development, Monitoring and Evaluation, Statistics, Law, Criminal Justice or a related field.
  • Strong knowledge, skills, and experience in qualitative and quantitative evaluation tools
  • Fluency in English and Tswana
  • Must be resident in Botswana

Experience Requirements:
  • Minimum years of 5 years of professional experience in evaluations; designing methodologies, data collection, data analysis and report writing.
  • Experience conducting key informant interviews, focus group discussions, in person and telephone surveys and observations
  • Extremely organized and thorough with data collection
  • Experience in data management; analysis of quantitative and qualitative data using analytic software
  • Demonstrated experience using qualitative evaluation methodologies, and triangulating with quantitative data
  • Able to review, interpret and reanalyze as needed existing data pertinent to the evaluation
  • Experience with the US State Department and/or USAID a plus
  • Demonstrated work experience and knowledge in criminal justice and/or human trafficking is a plus
