Girl Networks Monitoring, Evaluation & Learning Consultancy

Key Deliverables
The consultant will work in close collaboration with the Directors of Girl Effect’s Evidence, Networks and Girl Specialist teams to effectively deliver against the requirements below. The consultant will also engage with London and country-based Evidence and Girl Specialist teams to develop fit-for-purpose frameworks and tools and provide technical support and training as required. The details of the deliverables below will be refined with the selected consultant, along with clear guidelines on outputs and workplans for completion.

The deliverables will include:
Develop monitoring frameworks for girl networks:
  • Work with London and country based colleagues to develop and align monitoring metrics across girl network programmes in multiple geographies
  • Design appropriate data gathering methodologies for frequent and efficient data capture by both Girl Effect and partner implementing agencies
  • Develop reporting processes and dashboards/templates for timely feedback on programme performance to Girl Effect and partner stakeholders
Provide specific MEL support to a number of live girl network pilot projects including:
  • Development of pilot learning questions
  • Design of pilot assessment research methodologies
  • Support country Evidence teams with study implementation and research quality assurance
  • Oversight of data analysis and reporting to provide actionable recommendations for both programme design and MEL systems in main phase roll-out
  • Support country teams with partner liaison/training to allow for data capture to be seamlessly incorporated into implementing agency MEL systems, with careful consideration for staff capacity and resource implications
  • Represent Girl Effect as required in Steering Groups relating to programme monitoring, evaluation and learning activities
Expected Results/Outcomes:
These will be finalised in collaboration with the selected consultant but are likely to include:
  • Successful completion of two girl networks’ programme monitoring frameworks
  • Delivery of study designs for a number of pilot network programme initiatives, outlining learning questions, methodology, field tools and analytical frameworks (exact number will be defined in contract once timelines of consultancy/contract are agreed)
  • Effective support to country Evidence teams in implementation of frameworks/assessment studies
  • Delivery of at least one pilot network research report with recommendations for programming
  • Representation at Steering Group meetings as required (by phone or in person)
Consultancy Oversight
The consultancy will be directed by the Director, Evidence who is based in Girl Effect’s London office.
Successful Consultants should display the following skills and experience:
  • Experience of working on girl-centred, gender transformative programmes that promote gender norm change, in a programme design or M&E role
  • Understanding of international best practice on content development for programmes targeting adolescent girls in a development context
  • Experience of designing, conducting and applying research to support practical outcomes, within the international development sector
  • Experience of developing and/or implementing monitoring, evaluation and learning frameworks
  • Demonstrated ability to translate research findings into actionable recommendations for programme strategy and designAbility to communicate technical concepts and research findings clearly to colleagues, in particular those whose first language is not EnglishExcellent interpersonal skills and the ability to engage appropriately with local researchers, contractors, and senior project staff
  • Track record of delivering research findings on time, on budget and to a high standard.
  • Excellent written and fluent spoken English
  • Candidates who have knowledge of communication for development or social marketing are highly desirable
  • Ideally country experience in one or more of Ethiopia, Rwanda or Nigeria

Consultancy candidates must have the right to work in the UK at the time of application, and be eligible to obtain visas as required for potential Ethiopia, Rwanda and Nigeria business visits.
