Contract Length: 12 Months
The Role:
The Shelter Adviser will act as the lead technical adviser
on the on-going shelter/Non Food Items response in Syria. The role is to
support both the Non Food Items and Infrastructure teams in strategizing,
planning, and monitoring of high quality programming.
The role includes developing strategy and technical
methodology for shelter programs as well as advocacy/representation in
technical working groups. The Shelter/ Non Food Items Advisor should also support
the implementation teams with coaching and training in best practices as well
as addressing technical challenges that arise.
The Shelter Adviser will be expected to lead on identifying
research and development needs, updating of sectorial assessments, programme
design, master budgeting, coordination, and support fundraising, recruitment
and procurement.
Required Qualifications and Experience:
Essential
- Significant
management experience working in sheltering in an emergency response
contexts or fragile states
- Previous
first phase emergency response experience is essential
- Education
to MA/MSc/MEng or equivalent in Architecture, Planning, Civil or
Structural engineering, construction, or another relevant subject, or
equivalent field experience
- Strong
understanding of public health issues in emergency shelter or settlements,
with attention to specific needs of women and children.
- Sound
knowledge of transitional shelter and settlements programme options
including technical design, construction management, host family support,
collective centres and camps
- Previous
demonstrable experience in running Non Food Items and/or Cash distribution
programmes
- Previous
experience of managing a team
- Experience
in remote management/ monitoring and the ability to build Shelter team
technical capacity remotely
- Previous
experience of project management
- Experience
of and commitment to working through systems of community participation
and accountability
- Demonstrated
monitoring and evaluation skills
- Excellent
communication skills
- Ability
to work both in an Advisory and a hands on implementation capacity
- Proven
capacity to supervise, train and coach staff
- Experience
of representation and ability to represent Save the Children International
effectively in external forums.
- Experience
of preparing successful funding proposals for donors
- Ability
to write clear and well-argued assessment and project reports in English
- Excellent
communication skills
- Strong
influencing skills and experience in advocacy
- Politically
and culturally sensitive with qualities of patience, tact and diplomacy
- A
high level of written and spoken English
- The
capacity and willingness to be extremely flexible and accommodating in
difficult and sometimes insecure working circumstances.
- Commitment
to the aims and principles of Save the Children International. In
particular, a good understanding of the Save the Children International
mandate and child focus and an ability to ensure this continues to
underpin our support
Desirable
- Experience
in WASH or Health programmes
- Specific
experience of designing and managing DFID and ECHO projects
- Language
skills in English and/or Arabic
- Experience
or knowledge of working and living in relevant regions/contexts
