Project Description: 
The Liberia Teacher Training Program (LTTP) is a USAID-funded initiative being implemented by FHI 360 in collaboration with Research Triangle International. The overarching goals of LTTP are to support student learning through classroom interventions and strengthening the capacity of the Ministry of Education (MoE) to manage such a system. Another major goal is to improve early grade reading and mathematics in Liberia. The interventions proposed in LTTP target reforms in three areas: (1) policies, systems and capacity development of the central MoE, County and District Education Offices; the RTTIs and the Universities; (2) pre- and in-service policies and teacher professional development and (3) improved teacher training programs and reading/math delivery systems. One of the sub-results under component 3 involves the strengthening of pre-service teacher preparation program with emphasis on reading and math. 

Position Description:
The USAID-funded Liberia Teacher Education Program is seeking a Program Officer, Education Management Information System.   The EMIS Program Officer is a member of the EMIS team. A fundamental part of a properly functioning education system is its ability to base planning and policy on data from every level of the system. To this end, LTTP is providing the technical support to the Liberian MoE to build a robust EMIS system.  As such the EMIS Assistant will assist the EMIS Associate Director and EMIS Program Officer II in the collection of data needed to achieve this program goal.  
This position will be based in Monrovia, Liberia.

Essential Job Functions:
  • Conduct a communication needs assessment with the various counties in Liberia. Using this information, improve, coordinate and train the Education Officers from various counties on the best communicative channels for the 2014 Annual School Census 
  • Work closely with the MoE EMIS unit to disseminate the ASC outputs in a user friendly manner with key stakeholders.
  • Assist in the training, design and institutionalization of the standardize tools at the central Ministry with the EMIS Unit.
  • Work closely with the EMIS Technical Advisor and the EMIS Program Officer II in developing training plans and for the MoE and County office staff. 
  • Provide assistance during the execution of the 2014 ASC training of 4000 schools.
  • Set up a framework for the MoE employees to follow in editing and managing the 2014 ASC Statistical Yearbook.
  • Provide assistance during the coordination of the 2014 GIS school mapping exercise
  • Assist in the documentation of LTTP related EMIS activities for USAID quarterly and annual reports. 
  • Provide assistance for EMIS procurement, and other EMIS related operational activities. 
  • Other job related duties as assigned.
Minimum Requirements:
  • Bachelor’s degree in one of the following or related fields required: International Development, Communications, or Education. 
  • 2 year(s) of relevant experience required
  • Experience coordinating activities in low-tech environments is a strong asset;
  • Experience in working, developing, delivering and organizing professional development training programs and workshops—particularly in the Liberian setting; 
  • Experience in international development projects in post-conflict situations preferred—along with evidence of ability to act on “own initiative” to solve problems;
  • Prior experience with low capacity government institutions.
  • Prior knowledge of USAID rules, regulations and procedures.
  • Report writing skills and strong attention to detail 
  • Ability to multi task and strong organizational skills
  • Operating systems: Windows (7, 2000 and XP). 
  • Software skills: Microsoft Office applications, GIS 
  • Language skills: Fluency in English required
  • Cross-cultural awareness and capabilities
  • Professionalism and maturity to handle working in a security compromised area of the world
