qualified candidates for the position of Deputy Chief of Party
(Deputy Project Director) in Manila, Philippines.
Position Description:
Based in Manila, Philippines, the Deputy Chief of Party
(DCOP) will support the Chief of Party in providing overall leadership for
the project, directing all project activities and staff.
S/he will also serve as the external face to the project to the donor and the
broader development community. The DCOP will be responsible for leading a
broad spectrum of activities, including strategic planning, overall program
execution and evaluation, technical thought leadership, communication and
relationship management with key partners/stakeholders, facilitation of
global knowledge sharing, and financial/human resource management. The
DCOP will ensure the program is well executed per high quality
standards.
Specifically, the DCOP will:
- Works
with the Chief of Party to manage and support all technical aspects of
the project
- Build
and maintain strong, collaborative relationships with key partners,
including the Philippines government and USAID
- Work
with the project team to ensure program quality according to
organization standards including all programs, tools and systems are
implemented in an effective, efficient and integrated manner.
- Support
development of annual work plans for timely submission to and approval
by USAID to implement those plans.
- Provide
technical leadership and guidance to support project
- Support
program staff in identifying and assessing market need and feasibility
for new products and services within existing payment areas;
- Support
the COP in preparing annual budgets and assuring adequate budget control
- Supporting
implementation of financial and administrative performance improvement
recommendations.
- Ensuring
that the project focus remains on achieving results and capitalize on
synergies of project elements
- Manage
complex and innovative programs
- Backstop
technical specialists and other project staff
- Manage
the day‐to‐day operations of the
project.
Knowledge and Skills
- Experience
directing a multi-year, multi-million dollar development project;
technical experience in ePayemnt systems
- Proven
leadership ability with teams of diverse backgrounds in a matrixed
environment.
- Experience
in strategic communications, public relations, policy advocacy and media
engagement.
- Experience
in ePayments, financial services and m-money
- Exceptional
communication and relationship management skills with a range of
stakeholders
- Strong
proven record with strategy development and analytical capacity
building.
- Excellent
problem solving, program management and program implementation skills.
- Maturity
and ability to maintain composure under stressful situations and tight
deadlines.
- Demonstrated
relevant experience and background in ePayment development
- Proven
track record of managing and implementing projects focusing on ePayment
and financial services for the poor
Minimum qualifications:
- Advanced
degree in economics, business or related field
- 10
or more years of relevant, progressively responsible experience, with a
proven track record of managing and implementing projects focusing on
ePayment and financial services for the poor.
- Demonstrated
experience in effectively backstopping and supporting long and short‐term
technical specialists
- Technical
expertise in ePayments, financial services for the poor, and mMoney are
strongly desired.
- Superior
project management skills
- Extensive
and substantive international experience in working with counterparts at
various levels of government, as well as with non-government
organizations (including private sector associations/organizations) in
managing international development assistance projects.
