PURPOSE OF POSITION:

The Program Officer is a specialist who can be deployed to an emergency site within 24 to 72 hours up to six months per year.
The Program Officer is responsible for developing and maintaining key program information including context analysis, needs assessment, as well as project design and proposal development and information management. The Program Officer is required to build relationships with key stakeholders (Government, UN, donors and International Non Governmental Organisations (INGOs), WV partners) for the critical duration of the response.
During periods of non-deployment, the Program Officer supports the disaster preparedness activities of the organization, with a focus on , training and capacity building development of policies and tools that promote program quality, networking with donors, peer agencies and institutions and representing WVI to external stakeholders.


KEY RESPONSIBILITIES:
  • Establish, resource and staff the programmes unit to meet response needs.
  • Facilitate programme planning process with all functions to ensure alignment with context, humanitarian needs and response strategy as well as operational feasibility and technical quality.
  • Support Finance in the allocation and tracking of response funding to ensure response strategic priorities are funded and effective leveraging of available funding.
  • Facilitate donor liaison & advocacy to resource operations plan to address humanitarian needs.
  • Develop and submit proposals to donors to resource operations plan.
  • Support Finance to establish a grant management system to ensure fulfilment of donor programming requirements.
  • Plan, implement, analyse and share findings from assessments and programme monitoring.
  • Develop programme design based on response strategy, context and humanitarian needs.
  • Design and support the implementation of the programme monitoring system.
  • Plan and manage baselines, evaluations and reviews.
  • Ensure that internal and international humanitarian accountability standards are incorporated into project design, monitoring and evaluation systems and outputs.
  • Establish response information management system to meet response needs.
  • Compile and analyse relevant information to inform response design, programme management, operational improvement and promote learning.
  • Share information (including analysis) with internal and external stakeholders on a regular basis to meet their information requirements.
  • Ensure the design of programmes takes local capacities into account, build on them and maximise community participation.
  • Develop and support implementation of community consultation and information provision mechanisms.
  • Establish and support implementation of complaints and feedback mechanisms.
  • Orient and train response staff on international standards and their application.
  • Coordinate Humanitarian Accountability planning and learning with other accountability focused INGOs and LNGOs.
  • Ensure that function meets WV minimum quality standards and supports improvement reflection, learning and innovation.
  • Building disaster management capacity of national and regional office teams and staff through various training methodologies, including learning labs, simulation exercises, workshops and presentations.
  • Identifying and validating qualified candidates for the “programming” section on the Emergency Roster of the GTRN.
  • Developing a Programming “interest group” to share information and enhance relationships within the network of programmes staff who may deploy during a disaster response.
  • Coaching and mentoring national and program sector leadership and staff on emergency program design issues.
  • Engaging in continuous learning to ensure cutting-edge analysis, applied research and documentation of lessons learned and best practice for program design and frameworks related to emergency response.
  • Contribute to the development and roll-out of high-priority policies, systems and tools that enhance disaster preparedness and program quality.
  • Develop and maintain strategic relationships with key external stakeholders such as academic institutions, governments, international and UN agencies for positioning WV emergency response functions and acquisition of resources.
  • Represent WVI to external audiences in the media and other forums as required.


KNOWLEDGE, SKILLS & ABILITIES:

Required:
  • A degree or equivalent in International Development, Political Science/International Relations, Economics, Sociology, or other related field.
  • 3-5 years experience in emergency response programming including field operations.
  • Experience in various DME processes (assessments, baselines, monitoring systems, evaluations), particularly in disaster response contexts.
  • Demonstrated ability in grant acquisition and management during disaster response operations.
  • Demonstrated ability to design multi-sector programmes (i.e. log frames) that are evidence based (i.e. is informed by analysis of needs and context).
  • Experience and abilities in training, mentoring, facilitation and networking.

    Preferred:
  • Knowledge of design requirements and regulations of major donors including the United States, Canada, the EU, Australia and UN agencies.
  • Good knowledge and understanding of international humanitarian standards (Sphere RCCC, HAP Minimum Standards in Protection) and familiarity with other operational guidance tools and standards.
  • Demonstrated ability to integrate the humanitarian accountability framework into DME processes.
  • Experience in organising and managing large amounts of program information during a disaster response.
  • Demonstrated experience in contextual analysis in conflict-prone settings.
  • Demonstrated understanding of the UN structure and how it functions in emergency settings with experience engaging with various agencies.
