Emergency WPE Coordinator

The Emergency Women’s Protection Empowerment (WPE) Coordinator will be responsible to assist the South Sudan country program with setting up and implementing emergency WPE response programs for conflict-affected populations in South Sudan.

SCOPE OF WORK:
The Emergency Women’s Protection Empowerment (WPE) Coordinator will be responsible to assist the South Sudan country program with setting up and implementing emergency WPE response programs for conflict-affected populations in South Sudan.

This position will be based in Juba at the start but could be moved to one of the field sites (existing or new) depending on the program expansion. The position reports to the Deputy Director of Programs or Emergency Field coordinator.

KEY RESPONSIBILITIES 
  •  Proposal writing/development:
  1. Evaluate field needs for technical interventions and make program recommendations as needed
  2. Suggest possible interventions for emergency WPE programming in other areas, as needed and if possible, in collaboration with the country program and the Technical Unit
  3. Prepare emergency WPE response proposals for donors, such as ECHO and OFDA, based on own findings and recommendations as required, and in collaboration with the country program and the Technical Unit (TU)
  • Program set-up:
  1. Recruit the required staff for the emergency WPE program in collaboration with the country program adhering to the IRC Global HR Policies and Procedures 
  2. Supervise the Emergency WPE team/Emergency WPE Managers when on the ground
  3. Train the WPE team on emergency response GBV programming and assist with the development of tools for program implementation in collaboration with TU
  •  Program implementation:
  1. Prepare high quality and timely donor reports
  2. Select and implement appropriate monitoring systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality
  3. Provide a comprehensive handover to the Emergency WPE  Manager and country program WPE Coordinator, including ensuring transfer of all related documentation, program monitoring data and staff performance information
  • Collaborate and coordinate with relevant stakeholders and actors
  • Participate in coordination forums such as the GBV sub-cluster or Working Groups and camp coordination meetings
  • Coordinate and work in line with the country program WPE Coordinator and WPE Managers to ensure program continuity and consistency
  • Professional Standards:
 All IRC staff is required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies

 REQUIREMENTS:
  • Bachelor in health (MPH), social work, humanities or other related subjects, or equivalent programming experience
  • 5 years experience managing technical projects including 2 years implementing WPE programs in emergency and conflict contexts
  • Demonstrated understanding of gender-based violence response protocols and service provision
  • Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
  • Demonstrated experience in capacity building and mentoring of national and international staff
  • Superior internal and external communication and coordination capabilities and excellent team management skills
  • Demonstrated ability to communicate technical expertise and standards and implement best practice approaches to implementing rapid, consistent, high quality emergency projects
 WORK ENVIRONMENT:
Security level red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

 HOUSING:
Lodging in Juba is in a private bedroom, with en suite bathroom, in a shared IRC guesthouse. In field sites sleeping accommodations range from tent to traditional hut to permanent structures. Field compounds have latrines and showers. All IRC sites have electricity and internet at least several hours per day. Food is the individual’s responsibility.
