PURPOSE OF POSITION:
The Donor Relations Manager - Grants will be responsible for providing leadership and direction to the Pacific Timor Leste (PTL) Grants Team in alignment with World Vision International (WVI) and Pacific Timor Leste (PTL) strategic goals for PTL's 4 implementing countries: Timor Leste, Papua New Guinea, Solomon Islands and Vanuatu. This position exists to raise funds from grants donors for PTL field work and to educate and build mutually beneficial relationship with donors and supporters. The Relationship Manager - Grants will:
- Grow
the financial income from Grants for PTL communities.
- Contribute
grants information to a network view of opportunities for Donor/Supporter
engagement.
- Provide
leadership to create a new, highly motivated, high performing and highly
regarded PTL Grants fundraising team.
- Proactively
identify opportunities for Reciprocity of Ministry where PTL communities
and donors/supporters are able to minister to each other, grow the
ministry and directly contribute to the achievement of child well-being
outcomes.
KEY RESPONSIBILITIES:
Business Development:
- Scan
the environment to identify, develop, grow, and pursue prioritised grant
funding opportunities in order to grow the PTL grant portfolio and achieve
grant targets.
- Ensure
the pursuit of opportunities is driven by community need by assessing the
strategic fit between supporter and PTL field priorities; define the
process for decision making as to whether or not to pursue bid
opportunities.
- Coordinate
discussions across the blended offices to prioritise PTL project concepts
in order to maximise the opportunities for successful grants applications.
- Support
Grants Team to develop and finalise high quality proposals for submission.
Relationship Management: - Work
with donor leads to develop and maintain relationships with existing and
potential supporters.
- Ensure
opportunities are created for connections between communities and
supporters to maximise Reciprocity of Ministry.
- Ensure
PTL has visibility of the entire WV relationships with all potential
donors, including Desk and Post relationships and those with various
branches of multilateral donors.
- Build
and maintain strong and collaborative working relationships with other PTL
colleagues/teams, and other members of the WV Partnership, including
Support Offices.
- Develop
and maintain professional relationships with consultants to support
delivery of the Grants Strategy and grants proposals as required.
Leadership: - Provide
strategic direction for Grants acquisition and develop a vision for the
team that is clearly communicated and understood.
- Establish
and support a sense of team to promote cross-functional and PTL Blended
Office collaboration.
- Ensure
that the team is adequately and appropriately resourced through sourcing
of talent, professional development, succession planning and budgeting.
- Facilitate
a performance oriented culture and operational excellence within the
teams.
- Appropriately
manage Grants Team operational and project budgets, demonstrating
financial management and stewardship skills.
- Structure
team (size and skills) to align with departmental and field needs,
identified business opportunities, and revenue targets.
- Build
the bid preparation and grant management capacity of PTL staff including
provision of tools, templates, resources and training/briefings.
- Provide
supportive leadership to motivate and provide maximum opportunity for team
members to succeed in their roles and career objectives.
Process Development: - Develop
procedures and protocols to support achievement of the Donor/Supporters
strategy, ensuring these fully leverage organisational expertise and are
integrated with existing policies and procedures.
- Ensure
quality submissions and effective tendering through defining and managing
the process by which grant proposals/tenders are developed, reviewed and
approved prior to submission.
- Ensure
adequate and accurate systems and procedures are established for the data
management, monitoring and reporting of Grants.
- Support
the Grants Team to create and document Business Process Design for Grants
Management.
Management Reporting: - Report
to the Director Donor/Supporters on Bid Proposal, Bid Submission and
Contract of Grant.
- Regularly
update the Director Donor/Supporters and Support Office Grants Managers on
bid pipeline management and achievement of income targets.
- Ensure
supporter needs relating to project deliverables and compliance are met
for the portfolio of contracts for which the Grants Team takes on project
implementation / contract management responsibilities.
- Negotiate
contract details with funding bodies, project partners, and subcontracted
consultants on behalf of PTL.
- Effectively
communicate key Grant activities when required to internal and external
audiences.
KNOWLEDGE, SKILLS & ABILITIES:
Required:
- Bachelor
degree of international development, social science or related fields.
- Ability
to engage and influence senior stakeholders, and build solid professional
relationships and partnerships.
- Excellent
interpersonal communication skills and ability to work closely and
supportively to lead a team.
- Good
analytical/problem solving skills and an eye for detail.
- Understanding
of development principles.
- Proficiency
in English and extremely high level of written and verbal communication
and presentation skills.
- Computer
competencies including word processing, presentations, spread sheets, and
databases and information management.
- Commitment
to life-long learning.
- Flexible
and ability to adapt.
- Can
work independently as well as work well in a team.
- Commitment
to and understanding of transformational development among the poor.
- Professional/academic
research and writing, at least 5 years’ experience in development work and
fundraising with public donors.
Preferred: - Master’s
degree in international development, social science or related fields.
- Willing
to work under pressure.
- Exhibits
gentleness, humbleness and patience.
- Prior
experience living/working in a developing country, preferably with an INGO
or NGO.
