Location: Bangui, Central African Republic, with
frequent travel to different prefectures
Duration: 12 months

BACKGROUND:
For the past three years, Internews and its local partner,
the Association of Journalists for Human Rights (le Réseau des Journalistes
pour les Droits de l’Homme – RJDH), have worked very closely to connect and
support a unique network of 13 community radio stations with one another and
create and set up a Community Radio Correspondents Network (CRCN) through a
Coordination Centre in Bangui run by the RJDH.
Since the beginning of the current crisis in December 2012,
the RJDH has consistently reported on the crisis and produced scores of stories
on the rebellion, the ensuing humanitarian crisis, its impact on communities
across the country and the efforts made by the humanitarian community to
address some of the most pressing humanitarian needs in CAR.
The objectives of this project are to:
- Create
access to timely, accurate and well-targeted information for local
communities by supporting, rebuilding and establishing community
radio stations and reinforcing community correspondents’ networks in the
conflict affected regions.
- Establish
two-way communication flows between the media and humanitarian agencies to
ensure affected communities have access to timely, accurate and
well-targeted information so they can make informed decisions to protect
their lives and livelihoods and participate in the transitional process
aimed at returning the country to constitutional order, effective
government and civil peace. This program will support the RDJDH
Coordination Center in the production of centralized news and information
outputs, including an e-newsletter, a news website, a crisismap and
setting up a radio production facility for the production of a national
radio program.
- Build
the capacity of the RJDH, the network of community radios and
community correspondents to continue to report accurately and
reliably on the humanitarian crises, and the ongoing political situation
and mitigate conflict through conflict sensitive reporting.
This project will also assist the humanitarian community to
be more effective, transparent and accountable by enabling communities to
better access relief services, understand aid operations and communicate with
aid providers.
KEY RESPONSIBILITIES:
The Research and Monitoring & Evaluation (M&E)
Manager (RMEM) will be responsible for:
- Design
and roll out of research and M&E tools for the effective
implementation of this project, as required and in coordination with
Internews M&E standards. This includes designing, conducting and
reporting on audience research, regular M&E and learning reviews to
capture lessons learned and best practices during the life of the project,
as required. A final brief best practices and lessons learnt document will
be produced before the end of the assignment.
- Hire,
train, mentor and supervise a local team of enumerators to conduct
audience research and M&E work.
- Analyse,
produce, and strategically disseminate and present user-friendly,
results-oriented reports on the findings of the assessment studies to be
shared widely in country and to larger audiences.
- In
coordination with the Project Director / Humanitarian & Media Liaison
Officer (PD/HMLO), share and present the results (i.e. reports) of these
assessments with the humanitarian community, government officials, local
media and other media development partners as required, through
presentations and/or email and social media.
- Provide
key guidance to other organizations on developing and operationalizing
protocols/instruments for on-going assessment, as time permits.
- Compiling
regular situation reports on the outputs and activities of the Research
and M&E work.
- Producing
regular multimedia materials (i.e. blog posts, photos, podcasts, etc.)
documenting the life of the project for external audiences, as required.
- Contributing
to overall written program reporting, including fundraising efforts, as
required.
- Liaising
with international media and promote the project Internews' work, as
required.
- Any
other duties as required.
QUALIFICATIONS:
- Fluency
in spoken and written French and English.
- Proven
research design and implementation skills, including in approaches to
evaluation.
- Ability
to train, mentor, and manage teams of local researchers, including
newcomers to the research sector.
- Strong
command of qualitative and quantitative research design and data analysis
techniques including use of packages such as Atlas, (or Nudist or NVivo)
and SPSS (or Epi-Info, SNAP, SAS), as appropriate.
- Extensive
experience working in relief operations in challenging environments,
preferably in Sub-Saharan French-speaking Africa. Previous experience
in CAR will be an asset.
- An
understanding of the vision/mission, core values and objectives of
Internews.
- Excellent
administrative and organizational skills.
- Willingness
to work in demanding, stressful, and, at times, dangerous situations under
difficult living conditions with respect for basic security rules.
- Psychological
resilience and a sense of humor.
- Relevant
university degree.
- Very
good working knowledge of the mandates and modalities of the international
humanitarian sector.
DESIRABLE:
- Knowledge
of citizen journalism and familiarity with ways to leverage social media
will be an asset, as will knowledge and experience of mapping,
crowd-sourcing and mobile technology.
