The USAID | DELIVER PROJECT is a USAID-funded global technical assistance project implemented by John Snow Inc. whose objective is to improve the availability of priority public health products in public and private services in USAID-supported countries. The USAID | DELIVER PROJECT is recruiting for a Technical Advisor to support essential medicines project activities.The Technical Advisor will supervise the execution of project activities in the areas of supply chain design and implementation for the essential medicines program. The successful candidate will be a leader in the project for supporting the development and dissemination of innovative and practical supply chain approaches and lead to improved product availability for customers. This position entails collaboration with USAID | India, the Ministry of Health and Family Welfare (MOHFW) and global partners engaged in essential medicines supply chain activities, and supervision and management of team members.
RESPONSIBILITIES
- Guides
and monitors project activities.
- Provides
technical and process guidance to team members and tasks.
- Facilitates
strategic planning of team members.
- Leads
preparation of team work plans, budgets, and reports, and monitors team
progress in achieving work plan objectives and team expenditures against
budget.
- Coordinates
and collaborates with relevant country team leaders, back-stoppers and
other advisors on country teams to ensure quality delivery of essential
medicines interventions.
- Participates
in the development of country strategic and annual work plans.
- Provides
technical assistance to MOHFW for essential medicines logistics functions,
including conducting and building capacity in quantification, system
design, system implementation and ongoing system improvement initiatives.
- Drafts
technical and progress reports.
- Identifies
opportunities and targets for advocacy with the goal of strengthening for
essential medicines commodities.
QUALIFICATIONS
- A
master’s degree in Public Health, Business Administration, International
Development or a related discipline
- Seven
or more years of experience in public health, international development or
related discipline
- Experience
working in developing countries
- Proven
ability to mentor and manage a team of advisors
- Proven
ability to write concise and analytical reports, technical briefs, and
other documents
- Excellent
English oral presentation and communication skills
- Skills
and experience in the areas of quantification, system design and
implementation, LMIS review and analysis, LMIS computerization, operating
essential medicines and HIV & AIDS supply chains in countries and
stakeholder coordination
- A
proven track record of working with USAID
- Experience
working with international partners including the Supply Chain Management
Systems Project, World Health Organization, the Global Fund for AIDS, TB
and Malaria, United Nations development agencies, World Bank, etc.
- Suitable
computer skills with spread sheet and word processing and other software,
preferably Microsoft Word, Excel and PowerPoint and statistical and
quantitative data analysis
Salary commensurate with experience.
