Technical Officer - Data Management

 SHIPP seeks a Technical Officer for Data Management to support the coordination of HIV prevention related data, for both analysis of HIV in South Africa and internal project monitoring and evaluation. The Technical Officer for Data Management will help develop a system for consistent data collection and analysis.

Data Collection and Management:
  • Design and implement systems for the collection of data, both internal and extrenal to the project
  • Collect and analyze data, as per the above and track the project inputs, activities, processes, outcomes and impact measures of the programs.
  • As needed, provide professional support to partner organizations and subcontractors for the development of their own data collection systems and procedures.

Support to the M&E systems:
  • Support the SHIPP M&E team leaders in the documentation of the project monitoring plan 
  • Identify the core information needs of SHIPP, USAID and other key stakeholders, identifying the requirements for collecting baseline data and brief with the technical leaders
  • Support the preparation of an annual calendar for M&E activities.
  • As requested, oversee and execute M&E activities included in the work plan, with particular focus on results and impacts as well as in lesson learning.
  • Support the coordinate the preparation of program reports, speifically the data needed for reports. Guide staff and managers in preparing progress reports in accordance with approved reporting formats and ensure their timely submission.  This includes quarterly progress reports, annual program reports, program inception reports and ad-hoc technical reports.
  • Prepare consolidated progress reports for the Country Director, Deputy Directors and Program Managers including the identification of problems, causes of potential bottlenecks in project implementation, and provide specific recommendations.
  • Check that monitoring data is discussed in the appropriate forums and in a timely fashion.  If necessary, create discussion forums to fill any gaps.
  • Undertake visits, as necessary, to the various project teams to support implementation of data collection, management and M&E and to identify where adaptations might be needed.
  • Provide ongoing feedback and promote knowledge management, parntering with the Knolwedge Manager, and support continuous improvement initiatives through the introduction of methodological innovations, application of results based management and by promoting the effective dissemination and use of M&E findings, lessons and recommendations.
  • Gain feedback from project outputs and analysis of evaluation forms to identify areas for improvement and new project ideas.
  • Manage the resource room contents and ensure all is filed properly.
  • Provide direction and leadership to the resource library in respect of acquisitions, binding, cataloguing, processing and management of information.  This includes managing the access to information and the library budget.

Documentation:
  • Participate in quarterly, semi- annual and annual report writing process using Performance Monitoring Plan (PMP) as a guiding tool
  • Participate in the preparation of quarterly, semi-annual and annual work plan
  • Assist in documentation of lessons learnt and success stories

Administration and general duties:

  • Keep accurate and current data collection, management and M&E records of project specific activities.
  • Attend monthly staff meetings and operate in accordance with the policies and procedures of the organisation.
  • Remain up-to-date with on developments and trends in the M&E environment.
  • Perform other duties as signed by Chief of Party
Qualifications and Experience

 
 
  • Education to a degree level or equivalent experience is required.
  • Excellent analytical and problem-solving skills.
  • Attention to detail.
  • Strong customer service ethos and proactive approach to service provision, as well as the ability to organise partnerships and maintain good relations with key partners.
  • Excellent interpersonal, leadership and negotiating skills.
  • Ability to work under pressure, priorities, schedule and balance workloads in the face of conflicting and uneven demands.
  • Ability to encourage innovation in an open, team-based environment. Creating an environment conducive to teamwork, continuous learning and innovation.
  • Excellent oral and written communication skills.
  • Experience with data management and knowledge of systems in South Africa, specifically within the South African Government
  • Fluency in English required and solid communication skills (oral and written) are expected; proficiency in other South African languages is an advantage
  • Extensive knowledge of relevant literature related to topic area.
  • Demonstrated ability to develop new concepts, techniques, and programs
  • Has appropriate computer skills necessary to conduct project activities such as data research, and data management, data evaluation, and analysis of study data in low tech environments
