Senior Technical Officer (AIDS Councils Support) - Gauteng Province

The USAID Sexual HIV Prevention Programme (SHIPP) of South Africa strengthens the leadership capacity of the several key stakeholders to achieve HIV prevention technical assistance. Senior Technical Officers are key members of cross-functional leadership capacity teams (LCTs), who will work across the health and education sectors and across jurisdictional levels. Senior Technical officers will be technical resources alongside permanent government staff and will be responsible for daily on-the-job learning, coaching, and mentoring. Senior Technical officers will actively support the implementation of SHIPP activities and ensure high-quality implementation of HIV prevention initiatives at national, provincial and district levels through close collaboration with the SHIPP quality improvement and evaluation team. Specifically, technical officers will coordinate technical support and capacity building across the team of seconded staff at their assignment location. Senior Technical officers will train and mentor the permanent staff at the assigned institution or organization, to build the leadership capacity of relevant government and community stakeholders. 
 Key Responsibilities:
  • Serve as the focal person for the Gauteng AIDS Council (GAC) Secretariat
  • Provide logistic support for the GAC
  • Document all GAC processes
  • Develop strategies and support  to ensure  that all community based GAC activities  result in  material changes for communities visited and how the GAC functions
  • Identify opportunities to enhance the GAC  responsiveness to topical HIV and AIDS challenges
  • Render technical support to the Gauteng
  • Conduct site visits and support the programmatic teams to evaluate progress towards the achievement of technical strategic objectives.
  • Support the use of data for action
  • Source; document and coordinate the implementation of good practices
  • Identify capacity gaps; conduct training and mentoring to address needs.Enhance the functionality of District ; Metropolitan and Local AIDS Councils
  • Support and monitor constructive implementation of district HIV and AIDS, STI and TB plan within a multi-sectorial context.
  • Ensure compliance on implementation of SHIPP in the Province and Regions
  • Carry out any other relevant tasks that may be required by the project, upon request by key stakeholders.
  • Serve as liaison with Gauteng Province and SHIPP in managing the project grants support
  • Support and oversee grantees’ (NBOs, FBOs, and CBOs) progress in meeting action plan goals
Requirements:
  • Educational level required: An MA in health or education policy development, implementation, or evaluation, public health, or other directly related discipline;
  • Demonstration of stakeholder involvement across sectors;Experience in capacity building, training and/or identifying needs to improve capacity
  • Previous work with government and non-government organisations preferred.
  • Expertise in respective technical area of assignment.
  • Familiarity with HIV prevention, District health system and education programmes.
  • Proven track record of experience in community development.
  • Experience with capacity building and development of grantees.
  • Experience working with grantees to ensure project compliance.
  • Excellent communication skills to suit a variety of audiences
  • Ability to use Microsoft Office
