Background:
The overall objective of this assignment is to ensure that water supply initiatives  employed under the emergency response are accommodated with sanitation facilities and also health hygiene promotion initiatives in order to sustain investment in the water supply and sanitation sub-sectors in Namibia.
Job Description:
  • Support the development of service standards for the provision of appropriate sanitation facilities;
  • Oversee the implementation of the codes of practice and guidelines for sanitation;
  • Working with appropriate stakeholders and partners, develop an integrated approach towards combined potable water supply and sanitation service standards;
  • Compile tender documents for outsourcing the construction of sanitation facilities as part of the community-led approach adopted by GRN;
  • Support the capacity development of selected, unemployed community residents particularly young people for e.g. the application of self-build approaches following existing manuals and guidelines;
  • Support the supervision of the construction of the sanitation facilities through the capacity development of Directorate of Water Supply and Sanitation Coordination regional inspectors and extension staff members;
  • Support the implementation of the Community-led Total Sanitation approach;
  • Capacity Development ensures that a sustainable internal capability at local level.

Candidate's profile:
  • At least a Masters in a relevant field e.g. sanitation technology or related engineering, or alternatively a Honours Degree in the same area;
  • At least ten (10) years practical experience for a Masters Degree, and a minimum of twelve (12) years for lower degrees;
  • Above experience with preference in the implementation of the full range of sanitation and preferably also water supply technologies that are used in Namibia;
  • Familiarity and ample experience with WASH and CLTS principles;
  • Experience of providing capacity development in WASH technologies using a full range of interventions backed up with demonstrable success indicators and specifying references;
  • Experience with self-build approaches in infrastructure will be a distinct advantage;
  • Experience in the preparation of tender dossiers;
  • Experience in working in similar assignments in Southern Africa, preferably in the public sector, will be considered an asset;
  • Some experience with Sector Budget Support, and with the EU-approach to Sector Budget Support would be desirable;
  • Knowledge of and preferably also some practical experience of performance monitoring systems used to track performance progress;
  • Demonstrated cross-cultural sensitivity, interpersonal skills, team working skills and negotiation skills;
  • Computer literacy, excellent report writing skills and ability to produce quality documents;
  • Excellent communication skills and ability to communicate fluently in English (written and spoken), while mastering any of the other languages spoken in Namibia would be an asset;
  • Valid international driving licence is highly recommended.
