Invitation for Expressions of Interest - Technical Advisor to the PFM Reform Coordinating Unit

Project background

Government of the Republic of Botswana wishes to invite interested parties to express interest in providing services as Technical Advisor to the PFM Reforms Coordinating Unit, in the Ministry of Finance and Development Planning (MFDP). This project is for a period of  2 years commencing October 2013 with 365 days input (approximately 19 months over a 24-month period, for the maximum budget of €299,000). The European Union (EU) is providing financial assistance to carry out the assignment.
Following a Public Expenditure and Financial Accountability (PEFA) assessment by Government in 2008 a comprehensive and integrated PFM Reform Programme was formulated in July 2010. A repeat assessment was carried out in June 2013.
The scope of work of the advisor includes working full-time with the Coordinating Unit (CU) to advise the MFDP on technical and capacity issues relevant to all aspects of PFM reform process, support the CU in building comprehension among staff in the Ministry and in line Ministries, support component managers in developing annual action plans and budgets within the framework of the Sequenced  Implementation Plan (SIP), support the CU to ensure that the M & E system to track implementation of the SIP is operationalized, provide specific support and training to strengthen sector wide planning approaches as part of the transition to MTEF budget implementation, assist with development of sector planning guidelines and formats and advise on appropriate definition of sectors to guide the overall planning framework in Botswana.
Interested parties are requested to send written Expressions of Interest (EOI), including a profile of their corporation/company/group or as individuals, a description of their full range of PFM expertise and a listing of relevant present and past assignments in the area of PFM reform implementation before the 30 August, 2013.

Required Expertise

The following selection criteria will be applied to candidates:
  • Technical and Professional capacity: Qualifications and skills must include a post-graduate degree in Public Sector Management, Public Finance, Development Economics or equivalent, knowledge and expertise in sector wide planning approaches, training and capacity building skills, strong communication & interpersonal skills, computer skills and fluency in written and spoken English and strong report & proposal writing skills.
  • At least 10 years working experience in the various disciplines of public financial management, PFM reform and at least 7 years proven planning (sector wide) experience are required.  
  • Economic and financial capacity: Interested parties are requested to submit documents showing their average annual turnover of the past two years. 
Interested parties are also cautioned that this is not an invitation to tender. Tender dossier will be sent to shortlisted parties only.

Responses to such requests will be published on www.finance.gov.bw PFM Reform webpage and other international websites used to advertize the EOI by 19 August 2013 at the latest.
