Background:
The project will support the implementation of the Promotion of Administrative Justice Act (PAJA) and the Promotion of Access to Information Act (PAIA) in selected national and provincial departments and municipalities in South Africa. Working mainly with the Department of Justice and Constitutional Development, the South African Human Rights Commission and the selected public institutions (mainly in the provinces of the Eastern Cape and Mpumalanga), the project seeks to achieve greater mainstreaming of these laws into the business and information processes of the selected public institutions and the empowerment of selected communities to use the laws and engage with the public institutions.
Job Description:
  • Providing advisory services to the DoJ&CD and other governmental and non-governmental partner institutions;
  • Hands-on subject-matter and strategic advice to the DoJ&CD and other institutions for the systemic implementation of the PAJA and PAIA;
  • Supporting the relevant units in the DoJ&CD to develop a concept on how to link the PAJA and PAIA related implementation activities;
  • Developing, updating and/or adapting the project design on the basis of the five success factors of Capacity WORKS;
  • Responsibility for carrying out checks on the use of funds and financial planning in consultation with the officer responsible for the commission at GIZ; and
  • Identifying the need for short-term assignments within the available budget, planning and steering the assignments and supporting the local and international short-term experts.
Candidate's profile:
  • Profound expertise in German administrative law with a deep understanding of its practical application and ten years of related working experience;
  • Working experience with GIZ's Capacity WORKS management model and reporting requirements;
  • Client and partner orientation, efficient work practices, interdisciplinary thinking and training experience;
  • Good spoken and written German and excellent English language skills; and
  • Experience of working with a multi-cultural team and partners in the governmental and non-governmental sectors.
