Mission and objectives
In Afghanistan, UN Women works in four thematic areas i.e.,
Governance and Participation, Ending Violence Against Women, Women Economic
Empowerment, and Women Peace and Security (WPS). On Women Peace and Security,
UN Women is catalysing the UN system and supporting Afghanistan to deliver on
the women, peace and security agenda and enhanced capacities and opportunities
for gender equality advocates to participate in peace processes at all levels.
UN Women ACO assists the Government of Afghanistan to implement their
commitments on women, peace and security and more women and civil society
organizations and those actors with gender equality agendas, influence peace,
and security processes. UN Women’s priority outcomes for WPS in Afghanistan are
the following: (i) supporting an enabling environment for the implementation of
WPS commitments; (ii) ensuring that women are represented and meaningfully
participate in all peace and security, peacebuilding and recovery processes,
including formal and informal peace negotiations processes; and (iii)
supporting gender-responsive security sector and justice reforms. Under the
overall guidance from the Country Representative and Deputy Representative, the
WPS Analyst will report directly to the Head of WPS Thematic Area and will
support engagement with civil society, as well as with government counterparts
and support coordinating, and monitoring of UN Women interventions implemented
through civil society organizations and selected government institutions.
Context
Afghanistan is one of the world’s most complex emergencies,
and the world’s largest humanitarian crisis. Afghan people are grappling with
the impact of conflict, poverty, economic decline, and natural disasters. In
this context, Afghan women and girls face unique vulnerabilities and require
urgent support as gender inequality is interwoven with conflict dynamics and
humanitarian needs. It is essential that Afghan women and girls can continue to
shape the development of their country, and that their gains are protected. UN
Women remains fully committed to supporting Afghan women and girls and to
putting them at the center of the global response to the crisis in Afghanistan.
UN Women has been in Afghanistan for two decades. UN Women’s programming approach
is informed by analysis of the political, economic and humanitarian situation,
risks to and capacities of partner organizations, and needs of Afghan women and
girls. UN Women Afghanistan currently has four key programme priorities: (1)
Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s
Economic Empowerment, and (4) Women, Peace and Security. Under the overall
supervision of Human Resources Specialist, Human Resources Analyst is
responsible for implementation of HR strategies and polices to ensure
compliance with UN Women rules and regulations. S/he will work closely with
Programme and Operations within the ACO, to provide effective human resources
management services in full compliance with UN Women rules and regulations.
Task description
Supports in the administration and implementation of HR
strategies and policies in ACO in full compliance with UN Women rules,
regulations, and HR policies and guidelines. • Provide general, standard
information to the staff on HR strategies, rules and regulations; • Provide
advice on guidelines for temporary personnel; • Identify ways in which the
administrative needs can be met within existing policies; • interpret processes
and procedures, anticipate and manage operational requirements. Supports the
provision of HR administrative and logistical services to ACO in full
compliance with UN Women rules, regulations, and HR policies and guidelines •
Process, draft, edit, proofread and finalize a variety of correspondence and
other communications; • maintain files/records, monitor deadlines; • Provide
administrative coordination in administration of national benefits and
entitlements; • Input and track all transactions related to positions,
recruitment, benefits, earnings/deductions, retroactivities, recoveries,
adjustments and separations through ERP system; • Facilitate responses to audit
findings and recommendations; • Assume overall responsibility for leave
management; record management; • Process payment, and administer entitlements
for international staff as approved; • Validate and coordinate local payroll
and related issues; • Oversee issuance on non-contract staff, including
extensions and separations; verify staff contracts due to expire and on that
basis initiates required extension or separation action; • Facilitate staff
separation process. Facilitate and coordinate recruitment processes in full
compliance with UN Women rules, regulations, and HR policies and guidelines. •
Draft job descriptions and vacancy announcements; • Assist in reviewing and
processing requests for classification; • Screen candidates and facilitate and
participate in interview panels; • Prepare recruitment
recommendations/supporting documentation for Central Review Board (CRB)
including drafting selection process report as required; • Coordinate position
management, assure funds availability, prepare position establishment, liaise
with headquarters and assure that action is completed; • Provide regular
recruitment status reports; • Provide advice to local recruitment in
programmes/ projects. Coordinate staff performance management and learning and
development in full compliance with UN Women rules, regulations, and HR
policies and guidelines. • Monitor compliance with the performance appraisal
review in the office and staff learning and development; • Facilitate the
preparation of Office learning plan and individual learning plans in
consultation with the Operations Manager and HR Analyst. Maintain data in
relation to HR in full compliance with UN Women rules, regulations, and HR
policies and guidelines. • Maintain, further develop and update internal
database and files on HR matters, and staffing tables in a confidential and
secure manner; • Generate a variety of standard and non-standard statistical
and other reports from various databases; • Update position data in ERP system,
association of positions to chart fields (COAs), update of COA information; •
Participate in local salary surveys as needed. Facilitate knowledge building
and knowledge sharing globally • Organize and conduct training courses,
workshops, information sessions, orientations and consultations for staff; •
Provide a synthesis of lessons learnt and best practices in HR administration;
• Liaise with HR headquarters in HR administration and staffing to disseminate
information on a variety of HR matters. Key Performance Indicators: • HR
activities in the office are in full compliance with UN Women rules,
regulations and HR policies and guidelines • Timely provision of HR operations
services and guidance to country offices and project presences • Timely
recruitment of staff on appropriate contract modalities • Timely coordination
of performance appraisals and learning and development activities • All HR data
are administered in confidential and secure manner.

Requirements
Required experience
3 years of experience in • Good knowledge and expertise in
HR administration, processes and policies; • Ability to handle confidential
information; maintain discretion; • Ability to anticipate HR requirements in
terms of staffing levels and staff development; • Ability to find innovative
solutions to complex HR challenges within a framework of policies and rules
which must be respected. • Demonstrated effectiveness in using competency-based
tools and processes in recruitment and selection. • Ability to facilitate
business processes re-engineering, implementation of new systems; •
Communicates clearly and convincingly, both orally and in writing, adapting
style and content to different audiences. • Ability to build trust in
interactions with others; • Ability to provide advice and support; • Good
analytical skills; • Good IT skills. • Relevant experience in human resource
management with focus on staff planning; performance management, contract
administration, benefits-entitlements administration, recruitment and staff
learning and development. • Work experience with an international multicultural
organization • Experience in the usage of computers and office software
packages (MS Word, Excel, etc.) • Experience in handling web-based management
system and ERP human resources system is an advantage. • Work experience in the
UN system is an asset.
