Mission and objectives
UNDP is the UN’s global development network, an organization
advocating for change and connecting countries to knowledge, experience and
resources, working with them on their own solutions to global and national
development challenges. UNDP in Mozambique supports the Government of
Mozambique to achieve sustainable development, create opportunities for
empowerment, particularly for women and the most vulnerable, protect the
environment, deal with disasters and build resilience, establish strategic
partnerships; to improve the quality of life for all citizens.
Context
Since 2017, the Province of Cabo Delgado in Mozambique has
been facing an escalating conflict, compounded by a fragile situation of chronic
underdevelopment, consecutive climatic shocks, and recurrent disease outbreaks.
Currently, over 900,000 people are facing severe hunger and over 1.3 million
people need urgent humanitarian support. As of October 2021, over 800,000
internally displaced people are located in relocation camps or informally
hosted by already vulnerable communities across the Provinces of Cabo Delgado,
Nampula, and Niassa. Violent attacks by Non-State Armed Groups (NSAGs) have
significantly heightened protection risks, especially for women and girls. The
government of Mozambique has responded with military action and reclaimed a
number of areas that had been occupied by NSAGs. Prior to the arrival of the
first foreign troops on the ground in July 2021, UNDP had initiated stabilization
interventions to assist the government of Mozambique in its efforts to
re-establish the presence of the State in the reclaimed areas, paving the way
for reconstruction and a subsequent safe and voluntary return of IDPs to their
areas of origin. UNDP is already working in the districts of Macomia, Quissanga
and Palma. Benefiting from decades of experience in stabilization activities
elsewhere on the continent and in the world, and with an office fully
established in Pemba in 2021. UNDP’s stabilization engagement in Mozambique is
part and parcels of the Government’s priorities in Cabo Delgado, as embodied in
the reconstruction plan (PRCD), and contributing to the Strategy for the
Resilience and Integrated Development of the North (ERDIN) as well as to the
Recovery and Peacebuilding Assessments (RPBA). Along those lines, the present
programme is fully integrated with other components of UNDP cooperation in
country, as part of its new 2022-2026 programme cycle, with particular
complementarity with UNDP’s decentralization programming, as well as with its
program on Rule of Law and Access to Justice and social cohesion and peace
building work.
Task description
Within the delegated authority and under the supervision of
Senior Stabilization Officer, the UNV Monitoring and Evaluation (M&E) and
Reporting Officer will: • Assist with the management, coordination, monitoring
and reporting of UNDP’s projects and activities Pemba Sub-Office. • Develop and
implement a robust monitoring and evaluation system that will ensure tracking
of project/ programme results at different levels (outputs, outcomes and
impact) for UNDP’s projects activities. • Assist with the collection, analysis
and management of data and information. • Create and maintain a database for
project performance indicators, track progress toward indicators, analyze data
and verify the quality of the data • Ensure all grants have updated work-plan
and performance management plan (PMPs) in tandem with all approved proposals,
regularly reviewing and updating as needed. • Suggest strategies to improve the
efficiency and effectiveness of the project by identifying bottlenecks in
completing project activities and developing plans to minimize or eliminate
such bottlenecks; • Recommend further improvement of the logical framework •
Prepare project progress reports, monitoring reports, and other relevant
documents. • Contribute to the preparation of reports on the findings and
lessons learned • Contribute to internal and external communication strategy to
disseminate good practices • Lead and/or coordinate all Pemba based
assessments, evaluations and performance evaluation tasks including planning
and reporting on the same. • Liaise with the project team based in the Pemba
Sub-Office to plan, organize and conduct field missions and meetings with local
authorities, community members and other stakeholders to plan, manage and
monitor projects and activities. • Collate/ prepare country/regional reports
related to internal reporting such as the quarterly and annual reports. •
Review monthly progress reports from partners and ensure they have evidence to
back-up and provide feedback to the respective staff. • Prepare Issues Log and
Risk Log for the project; • Ensure data collected includes performance measures
and indicators for Gender and Social Inclusion • Participate in programme
design and proposal discussions, including theory of change development, log
frame design and budgeting for M&E. • Support the implementation,
dissemination and use of evaluations assessments and monitoring data in
programme development, adjustment or review. • Capacity building and training
of M&E support staff (evaluators) on M&E technical and conceptual
areas. • Supervise and mentor M&E support staff in executing M&E plans.
• Any other related tasks as may be required or assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers
programme mandate within their assignment and promote voluntary action through
engagement with communities in the course of their work. As such, UN Volunteers
should dedicate a part of their working time to some of the following suggested
activities: · Strengthen their knowledge and understanding of the concept of
volunteerism by reading relevant UNV and external publications and take active
part in UNV activities (for instance in events that mark International
Volunteer Day); · Be acquainted with and build on traditional and/or local
forms of volunteerism in the host country; · Provide annual and end of
assignment self-reports on UN Volunteer actions, results and opportunities. ·
Contribute articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.; · Assist with the UNV
Buddy Programme for newly-arrived UN Volunteers; · Promote or advise local
groups in the use of online volunteering or encourage relevant local
individuals and organizations to use the UNV Online Volunteering service
whenever technically possible.

Required experience
3 years of experience in - /at national and/or international
level in Non-Profit Organisation, or other relevant programmes; experience with
UNDP is an asset, as is experience working in the UN or other international
development organization; · Project management and/or reporting, monitoring and
evaluation experience is an advantage. · Experience in coordination and
facilitation of multi-stakeholder projects is an advantage.

Living conditions and remarks
Mozambique has a total population of about 29 million people
and is located on the southeast coast of Africa. To the East, is the Indian
Ocean, Tanzania, Malawi and Zambia is to the north, to the west is Zimbabwe and
South Africa and to the South, Swaziland and South Africa. The total area of
Mozambique is 799 380 Km square from North to South. It is tropically hot and
humid. The hottest and wettest months in Maputo are December to February, when
the average daily minimum temperatures are around 22°c and the average daily
highs of 30°c. The rain season is between October and April. Winters (June to
August) are mild with the average daily temperature ranging from 13°c to 24°c.
Basic health facilities and food are available everywhere. The security
situation is reliable, but some precaution is needed at the same time.
Communication and transport services are available at various costs. Regarding
accommodation and food, houses and apartments can be rented from US$ 1000 to
US$ 2,300 per month and meals at the restaurant cost between US$ 10 and US$ 30.
Food, household commodities and clothing can be found in shops and local
markets at reasonable prices. An entry visa is required for all travellers and
must be obtained from Mozambican Embassy prior to travelling. The metical is
the local currency and the exchange rate stands at USD 1 equivalent to about 64
meticais (MZM) as of February 2022. Commercial banks are operational in the
country and Visa cards are accepted. Pemba is categorized as a family non-duty
station offering a limited variety of accommodation options. As this is a UN
Volunteer assignment, the UN Volunteer will be responsible for arranging
his/her own housing and other living essentials UN Volunteers are part of the
malicious insurance plan.
