Mission and objectives
UNDP believes that the people of Indonesia should have ownership
over the programmes and projects we support. All UNDP programmes therefore
actively promote the spirit of mutual respect, support and accountability and
subscribe to the principle of national ownership as enshrined in the Jakarta
Commitment – a declaration put forward by the government and its development
partners in 2009 to strengthen aid effectiveness in Indonesia. In the true
spirit of national ownership, all of UNDP’s assistance in Indonesia is
implemented by national entities, including line ministries and the Ministry of
National Planning and Development, and at the subnational level by line
departments, provincial and district authorities as well as community groups.
While each programme supported by UNDP has specific and varied objectives, capacity
development is one aim that all UNDP programmes – in Indonesia and worldwide –
have in common. This takes on many forms including institutional reform,
leadership development, education, and training for members of the public such
as journalists, and women’s communities. In line with this logic, UNDP advisers
work side by side with Indonesian counterparts to strengthen capacities in
technical matters, policy formulation and budget planning, amongst others.
Context
UNDP is the leading United Nations organization fighting to
end the injustice of poverty, inequality, and climate change. Working with our
broad network of experts and partners in 170 countries, we help nations to
build integrated, lasting solutions for people and planet. In regard to the
2030 Agenda and the Sustainable Development Goals (SDGs), it is a
well-established fact that the achievement of the SDGs requires substantial
financial and technical resources. In case of Indonesia, the government is strongly
committed to implementing the SDGs and has integrated them into national
development plans and processes. The financing needs of SDGs in Indonesia for
the 2020-2030 period are projected to reach around US $ 3.2 trillion in the
business-as-usual scenario, while in the high intervention scenario, it is
estimated to reach US $ 1 trillion annually (SDGs Roadmap, 2019). UNDP is
supporting the government and partners to find innovative solutions to finance
the SDGs. In 2018, UNDP Indonesia established the Innovative Finance Lab
(IFLab) with the objective to unlock and leverage new finance to close the SDGs
financing gap. IFLab is a dynamic new country platform for financing the SDGs.
The Lab operates as a collaborative space for Government, the private sector,
investors and entrepreneurs, religious organizations, civil society, other UN
agencies and other interested stakeholders to engage and develop solutions for
financing the SDGs. It maps and analyzes financing gaps and opportunities,
co-designs and tests new financing solutions, helps to align investments with
SDGs as well as measuring progress and evaluating impact. The UNDP’s IFLab is
hosting a Joint Programme entitled “Accelerating SDGs Investments in Indonesia
(ASSIST)” that brings four UN agencies (UNDP, UNEP, UNICEF, and UNIDO) together
to support Government of Indonesia in accelerating its SDGs achievement through
the increased financing from innovative financing mechanisms and instruments
from both government and non-government sources (e.g., public, private, and
Islamic capital).
Task description
Under the direct supervision of the Head of Innovative
Financing Lab of UNDP Indonesia or his/her designate, the UN Volunteer will
undertake the following tasks:Implementation of Communications Strategy: • Design
communication strategies, including media strategies, and
incorporat-ing/mainstreaming gender aspect in the communication strategy/work
plan and products; • Develop a detailed annual communication workplan and
budget; • Liaise and coordinate with partners on information opportunities,
activities, approaches and platforms; • Support and coordinate/organize
events/workshops/seminars and other outreach initiatives planning including
managing communications and coordination with event organizers; Design, administer,
monitor and evaluate website, social media and creative content: • Manage the
website and social media of the IFL and knowledge platform, including ASSIST
JP; • Plan social media in coordination with that founding partners, donors and
implementers; • Source, design, edit and post engaging, high-quality text,
video, photo and graphics content across owned social media channels; •
Collaborate with communications focal points in programme countries and across
all partners to develop social media content and articles; Lead the development
and dissemination of advocacy materials in the country and with the UN: • In
coordination with technical team, develop and produce communication and
advocacy in-struments and materials, including briefing materials, press
releases, and articles and coordi-nate its dissemination through effective
channels; Identify and launch information opportuni-ties, activities,
approaches and platforms and partners; Provide advice on advocacy materi-als
and coordinate launching flagship initiatives and publications in the region; •
Lead the engagement and supervision of video producers and other communication
special-ists to produce audio/ visual material on UNDP’s work; • Develop
brochures, factsheets, and stories (including human-interest story) from the
field to inform media and the general public at the national and global level;
• Follow guidelines from and report to the Regional Bureau and/or HQ. Build and
maintain strategic engagement with stakeholders and maintain relations with
donors: • Identify and develop new communication/media partnerships and
alliances to enhance visibil-ity; manage and nurture existing partnerships; •
Liaise with advocacy partners and undertake outreach to civil society
organizations, govern-ments, and other groups to ensure that newsworthy
information reaches the public and do-nors; • Guide and collaborate closely
with communication colleagues in UNDP and other offices to ensure consistency
Facilitate knowledge building and sharing: • Identify and synthesize best
practices and lessons learned from CO directly linked to pro-gramme country
goals and activities and ensure exchange of information; • Provide training and
workshops on communication and advocacy as appropriate. • Contribute to
monitoring and reporting activities, specifically related to communication
as-pects

Candidate must be a national or legal resident of the
country of assignment.
Requirements
Required experience
5 years of experience in • At least 5 years of professional
work experience at the national or international level in public relations,
communications, or advocacy, including in media relations; • Excellent
knowledge and management of social media and information technology; • Excellent
communication and writing skills (articles, write-ups, captions); • Experience
in event organizing, documentation, and reporting. • Experience in the design
of communication products (e.g fact sheets, newsletter, ppt, booklet, etc) is
preferable.

Living conditions and remarks
The position will be based in the capital of Jakarta, where
basic living needs, including accommodation, banking facilities, medical
facilities and telecommunications/internet services are readily available. All
staple foods can be found in the markets, e.g.: rice, meat, vegetables, fruit,
cooking oil, salt, etc. Also, many imported goods are available in Jakarta and
other places throughout Indonesia. Jakarta has many good restaurants with good
health standards and most guesthouses provide food. For the transportation in
Indonesia, the most used means of transportation are taxi or local bus. Mobile
phone is the most dependable communication tool to be in-touch with colleagues
and friends. Internet service is readily available and affordable at most
apartment complexes. ATMs are everywhere in Indonesia and Western cards can
usually be used to withdraw Indonesian Rupiah.
