The
recruitment process for National Officer positions is subject to specific local
recruitment criteria. The ILO may only offer a contract to persons who have a
valid residency status and work permit in Turkey.
Development
cooperation appointments are not expected to lead to a career in the ILO and
they do not carry any expectation of renewal or conversion to any other type of
appointment in the Organization. A one-year fixed-term contract will be given
at the first step of the grade. Extensions of development cooperation contracts
are subject to various elements including the following: availability of funds,
continuing need of the functions and satisfactory conduct and performance.
Introduction
The
position will be funded under the Development Cooperation project
“Strengthening Social Partners and Civil Society Capacities on Fundamental
Principles and Rights at Work”, The project is funded by the EU and linked to
CPO TUR 101 (Outcome 1 -Strong Tripartite Constituents and Influential and
Inclusive Social Dialogue).
The overall
objective of the project is to improve the respect for fundamental labour
standards in the changing world of work. For reaching the intended aim, the
project proposes a complementary two-pronged approach; i) enhancing the
technical and advocacy capacity of social partners (SPs) and civil society
organisations (CSOs) on fundamental labour rights in the future of work, and
ii) enabling social dialogue opportunities and the involvement of social
partners and civil society organisations to enhance fundamental labour
rights.
Social
partners (SPs) and civil society organizations (CSOs) in Türkiye are identified
as the two target groups of the project.
The ILO
will be operationally and technically responsible for the referred project
which will be implemented and managed by the ILO in close cooperation SPs and
civil society organizations (CSOs) in Türkiye.
The
Training and Research Officer will be mainly responsible for timely and proper
delivery of the activities under Output 1.1 (The knowledge of SPs and CSOs on
fundamental labour rights in the future of work was enhanced). One of the most
critical duties of the officer will be the designing and delivery of the
modular training programme. Moreover, the officer will be supporting the
delivery of the grant support scheme (Output 2.2.- SPs and CSOs were supported
to take effective action for improving the fundamental labour rights and
contributing to the human centred future of work (GRANTS)) mainly by overseeing
and guiding some of the grantees in collaboration with the assigned
mentors.
2. Reporting lines:
The
Training and Research Officer will report to the Senior Project Coordinator
under the overall supervision of the Director of the ILO Office for Türkiye.
Main
duties and responsibilities
1.
Be responsible for the technical and administrative implementation of
research and training activities of the project.
2. Review and analyse the country’s specific development
plans and priorities, reports, and other relevant information with particular
reference to fundamental labour rights. Identify potential technical
cooperation areas and provide written analysis on the findings to the Country
Director.
3. Design, promote and deliver the modular training programme
and arrange and supervise the consultants to develop the training content in
the direction of the framework drawn in the project Description of Action.
4. Be responsible for timely and proper delivery of the
activities under Output 1.1. (The knowledge of SPs and CSOs on fundamental
labour rights in the future of work was enhanced)
5. Search for potential researchers to conduct the needs
assessment and the research studies planned and supervise the selected
researchers to ensure production of quality reports that can provide inputs and
guidance for the other activities.
6. Be responsible for the establishment of the e-library,
uploading of the relevant sources and integration with the ILO Academy, online
training platform work closely with Social Dialogue Officer to conduct a needs
assessment that identifies the needs and gaps of target groups in advocating
labour rights. Provide input to the assessment, particularly regarding the
capacity building needs of target groups.
7. Prepare briefs, background information, periodical reports
on project activities and fundamental labour rights. Follow-up on delayed
documents, clarify information, and answer questions about clearance and
processing requirements to support successful completion of agreed
activities.
8. Monitor progress of the relevant project activities by
providing technical inputs/feedbacks, preparing, reviewing, verifying and
analysing work-plans, progress reports, final report and other data for
clarity, consistency and completeness.
9. Work in close collaboration and coordination with social
partners, civil society organizations, local authorities and project
stakeholders to facilitate the implementation of the activities.
10. Coordinate training and research consultants for
efficient and timely delivery of referred activities as well as organization of
the ILO-ITC trainings.
11. Lead the organization of events related to activities
such as launch events and verification meetings.
12. Support delivery of the grant support scheme under Output
2.2., mainly by overseeing and guiding some of the grantees in collaboration
with the assigned mentors.
13. Ensure terms of references (ToRs) for consultants,
service-providers, and implementing partners are consistent with requirements
and timelines for project implementation.
14. Provide guidance to project team members, project
stakeholders and/or relevant institutions on the necessary actions to be taken
for the timely delivery of the expected project outputs.
15.
Provide policy guidance on research and training, including curriculum
development/implementation in consultation with relevant stakeholders.
16. Liaise with relevant technical departments at ILO HQ and
ensure their involvement and technical support to the project activities.
17. Brief ILO specialists, project experts, associate experts
and visiting officials and provide relevant information on programme matters.
18. Draft and edit official correspondence, statements and
speeches and other public information material on fundamental labour rights.
19. Undertake regular missions to project sites and conduct
regular meetings with stakeholders and beneficiaries, as deemed
necessary.
20. Perform other duties as may be assigned by the Senior
Project Coordinator and the Director of ILO Office for Türkiye.
Required
qualifications
Education
•
First level university degree in political sciences, international
relations, economics, sociology, social sciences, business administration or
any related fields.
Experience
•
Minimum two to three years of professional experience in the fields of
fundamental labour rights, capacity building, training design and delivery
event management and social research
• Prior knowledge and experience in research and research
methodology would be an asset
• Experience in development and management of digital
trainings and learning management system will be an asset.
• Minimum of two to three years of experience in
project/programme management - designing, implementation and monitoring of
projects/programmes in the field of social policies.
• Knowledge of ILO and EU procedures on project
implementation would be an asset.
Languages
- Excellent command of English
and Turkish both oral and written.
