The United Nations Development Programme (UNDP) in Serbia

The UNDP in Serbia, under the overall Good Governance cluster,
has a portfolio dedicated to Local Democracy and Social Inclusion. The
portfolio implements projects and activities that enhance the capacities of
government, local governments, and CSOs to engage in productive partnerships
and contribute to improved service delivery and realization of local priorities
in line with development strategies, thus increasing the ability of authorities
at the central and local level to implement effective programme responses to
the needs of citizens and most vulnerable. As one of the current projects,
Population Development Facility is a joint initiative of the UNDP and the
Ministry for Family Welfare and Demography that responds to depopulation in
Serbia through innovation and experimentation at the local level. Through a mix
of innovative actions aimed at shifting systems at the local level, this
project will motivate a whole ecosystem of actors (locally and nationally) to
create and implement human-centered solutions, that are context-specific, and
enable further learning in service of responding to the complex and specific
local and regional demographic realities and dynamic population trends in
Serbia.
The Project Coordination Analyst's role is to ensure the
implementation of the initiative. The position is in the Local Democracy and
Social Inclusion Portfolio within the Good Governance cluster in the UNDP
office in Belgrade, Serbia.
Duties and Responsibilities
- Contributing
to the overall management of the assigned projects mostly on circular
economy and waste management under close supervision of the Portfolio
Manager from initiation to closure, facilitating also evaluation, review
and documenting lessons and accumulated knowledge in a systematic manner.
- Providing
technical support to develop projects/outcome level work plans, monitoring
plans, human resources and procurement plans.
- Preparing
periodic and ad hoc analytical reports; ensures timely completion of required
quarterly and annual reports.
- Research
and analyse information on existing and new partners and for resource
mobilization and funding opportunities for ongoing and new Population
Development projects.
- Supporting
Portfolio Manager to develop ideas and concepts for possible areas of c
cooperation with other UN agencies, technical and administrative support
to UNDP to fulfil new project development, proposals, etc.
- Technical
and administrative support to prepare relevant projects document and work
plans based on the project logical framework, setting up baselines,
indicators and annual targets, updating risk logs, progress reports,
lessons learnt and monitoring packages.
- Provision
of guidance to the government, other cooperating agencies and relevant stakeholders
involved in the projects for data collection, analysis and reporting.

Required Skills and Experience
Education:
- Master's
degree in social sciences, gender or women studies, international
development, peace and conflict, Human Development or other relevant
field.
- Bachelor's
degree in combination with 2 years of relevant experience will be accepted
in lieu of Master's degree.
Experience:
- Minimum
2 years (with Bachelor's degree) of progressively relevant experience at
the national or international level in providing management advisory
services and hands-on experience in design, monitoring and evaluation of
development projects.
Required Skills:
- Experience
in the usage of computers and office software packages (MS Word, Excel,
etc.) and advanced knowledge of spreadsheet and database packages,
experience in handling of web-based management systems;
- Good
understanding of project cycle management;
- Adept
with complex concepts and challenges convention purposefully- Ability to
get things done while exercising good judgement;
- Effective
communication, analytical thinking for project formulation as well
as ability to provide administrative supports for project
implementation.
Desired Skills:
- Familiarity
with Serbian context of population development issues;
- Familiarity
with working in international organizations, and/or government.
Languages:
- Fluency
in Serbian and English (written and spoken).
Institutional Arrangement
The NPSA holder will directly report to the Portfolio
Manager of the Local Democracy and Social Inclusion Portfolio within the Good
Governance cluster at UNDP Serbia.
