This position resides within the Digital Strategy Section,
as part of the Division of Communication and Advocacy and reports directly to
the Head of Digital Governance and Platform. The Digital Strategy Section
manages all global digital channels and digital communications for UNICEF,
including UNICEF.org in 5 UN languages, global social media channels, and
digital multimedia content creation. The Section is also responsible for the
building, management and maintenance of the unicef.org web platform and website
properties, including websites for Country and Regional Offices, digital
governance, and capacity building.

Purpose for the job:
Under the supervision of the P4 Head of Digital Governance
and Platforms, the Digital Governance and Capacity Building Lead serves as the
primary custodian of UNICEF’s Digital Governance Framework and is responsible
for the development and implementation of regulatory documents and instruments
related to digital communications and platforms, as well as related capacity
building activities. The incumbent also provides strategic guidance and
supervision of organizational digital brand protection portfolio and acts on
brand abuses and misuses online. These strategic initiatives are aimed at
ensuring a coherent, unified and well coordinated digital presence for UNICEF
to effective advocate for children’s rights and drive impactful actions.

governance

3. Lead digital capacity building and Community of Practice for digital
communications
Description of the assignment:
Lead UNICEF’s Digital Governance, Brand Protection and
Digital Capacity Building portfolios in support of the development and
implementation of UNICEF’s Digital Strategy and advocacy priorities:
1. Develop and manage regulatory materials for digital
governance
- Act as
the custodian of UNICEF’s Digital Governance Framework and lead the
regulatory work, including the creation, dissemination and implementation
of policies, procedures, standards, and guidelines within the framework
regarding external digital communications.
- Take
initiative in actively seeking and gathering relevant information for the
implementation of different aspects of digital governance from staff in
GCA and focal points in other Divisions, Regional and Country Offices, and
National Committee offices.
- Support
the division’s development of strategies, tactics and actions aimed at
meeting the organization's objectives especially in the area of digital
governance.
2. Oversee digital governance support desk and digital
brand protection services
- Oversee
the governance support desk which is responsible for advising UNICEF
offices and staff on the compliance with policies, procedures, standards
and guidelines related to digital communications and the protection of
UNICEF’s brand online.
- Advise
on the effective use of digital channels and tools to division and other
offices e.g. other headquarters Divisions, Regional and Country Offices,
and National Committee offices.
- Provide
oversights, guidance, evaluation and approval to UNICEF’s external-facing
web presence requests at global, regional and national levels. Provide
client-facing and end-to-end strategic project and product management
support in close collaboration with various teams in GCA and ICTD.
- Build
relationships and nurture alliances with various external individuals,
groups and organizations, whose support is valuable to the achievement of
GCA’s goals.
- Oversee
the monitoring and enforcement activities of infringements to UNICEF’s online
brand and manage vendors and contracts for corporate digital brand
protection services.
3. Lead digital capacity building and Community of
Practice for digital communications
- Coordinate
the digital communication capacity building activities and manage relevant
knowledge platforms, communication channels and Communities of Practice.
- Actively
monitor UNICEF communication, programme and emergency activities to
determine capacity building needs for digital communications, within the
parameters of GCA work plans and organizational priorities.
- Responsible
for the development and execution of team work plans. Provide management
and supervision for team members and ensure business objectives are met
within the timeframe and budget.
To qualify as an advocate for every child you will have…
Education:
- An
advanced university degree in Public Policy, Political Science,
International Relations, International Development, Communication, or
other relevant fields is required; or*
- A
first level university degree with an additional two years of experience
may be accepted in
lieu of the advanced university degree.
Experience:
- At
least five years of progressively responsible professional work experience
in digital/communication/information fields is required.
Prior working experience managing consultants and or vendors in fields such as: web development, digital governance, capacity building, digital communications, platform development is required. - Prior
working experience with elements needed for creating and maintaining a
digital presence, such as web content management system (WCMS), hosting,
web development, design and user experience.
- Experience
leading virtual teams and interacting with a broad range of stakeholders.
- A good
understanding of technical aspects of on-line media and communication is
essential.
- Experience
working with compliance or technology risk management experience is highly
desirable, specifically in a humanitarian or not-for-profit environment.
- Proven
track record in delivery of complex projects in an on-line environment is
a plus.
- Experience
of working in the field of digital governance in a large decentralized
organization.
- Knowledge
and/or experience managing domains in a large organization is a plus.
- Strong
knowledge of digital publishing processes in large organizations.
- Good
understanding of world affairs, current events and development issues
needed.
- Knowledge
of United Nations or other international aid or NGOs highly desirable.
Language Requirements:
- Fluency
in English is required. Another UN language is an asset.
