General description:

Job requirements:
Qualifications: Bachelor
of Arts Degree in Public Administration/ Human Resource Management
or a related field.
Experience: A
minimum of ten (10) years relevant post qualification experience, two (2) of
which should have been served at D3 or its equivalence in the parastatals or
private sector.

Main purpose of the job:
To manage and
coordinate Ministerial/ Departmental Human Resources Management and Development
functions.
Duties:
1. Interprets and provides
guidance on government policies: Human Resource Management, Finance, Supplies,
Accounts and Administration.
2. Human Resource Manangement:
· Manages
and provides guidance on Recruitment and Selection
· Develops
manpower budget
· Develops
Departmental Trainining Plan
· Plans,
organises and facilitates workshops, seminars and conferences
· Investigates
disciplinary cases and make appropriate recommendations
· Conducts
Industrial relations activities through consultative fora.
3. Financial Management:
· Prepares
financial estimates for the Department
· Develops
procument schedule for the Department and monitor adherance.
· Monitors
adherence to financial procedures as well as budget expenditure to ensure
appropriate utilization
· Follows-up
action on and formulates replies to Audit and Public Accounts Committee
queries.
4. Administration:
· Devises
strategies on improving administration function performance and monitors their
implementation.
· Coordinates
provision of office equipment,
infrastructure and stationary
